The Beginning of the RAYS contract on the agenda for 8/27 TCC meeting and CRA meeting

I REALLY don't want to read this. But, if I don't... then I can't comment. -> NOTE: I am using the page number on the PDF file not the numbers on the pages in the document.
Question #1, what happens if there are amendments to be made by the approving body?
Page 1. How much is the ground lease for the land?
Page 8. Representative that are signing the contract may not make amendments to it. Well, we’ll need some amendments as far as I am concerned. So, whoever CAN should be working on that ASAP.
Page 9. Where do the City funds come from? What will the Citizens of Tampa do without for a baseball stadium? (or postpone)
Page 11. The City doesn’t have to pay if the County doesn’t. Does the County have to pay if the City doesn’t? The County has more money than the City?
The TDT bond money is due within 30 days of the bond commencement, a bond of $228 million.
This says when and how much the city and the county will pay StadCo. My question is why are we paying them on arbitrary dates rather than when the project is at XXX%
completion? I mean, Stadco gets to put the money in the bank and draw the interest, why shouldn’t the citizens keep those funds.
The county is contributing ----CDBG-DR-- $30million from the Disaster Relief funds? WTH? How was this property or the surrounding properties impacted by flooding or other storm damages from Helene and Milton?
I mean, seriously, there are LOTS of places in the County/City that took on significant damages from those storms. How are we spending 4% of those dollars on this property? (NOTE this is from the County controlled funding- paying in to their “fair share”) This amount should NOT deplete any of the City of Tampa Funding.
Page 12, Lithia Pinecrest Road, what? I am sure this is to cover the County funds
but what about the STATE not paying for HCC the way they are supposed to? Will that be overed?
StadCo’s supposed to keep the City/County apprised of the status Stadco’s funds through out the project term.
Page 13, StadCo $150million loan from the MLB does not have
a HARD date, the way the City and County are expected to follow. WHY NOT? I mean, if you expect City/County to have the funds to them by an exact date, StadCo should have it on MATCHING dates, not “no later than the funding release date” Which one? You have several on the City/County timeline! What’s good for the goose is good for the gander.
A statement of owner-equity is NOT proof of funds. Show me the money—show us where it is being
held on deposit. (for the cash portion)
Page 14, StadCo only has to show that they have Firm Commitment letters but the City/County (C/C) have to bond it immediately and hand it over? So the citizens put all their money in and StadCo just puts in a promise to borrow?

Page 16—1. I would think that the Rays would have already learned that the Mayor doesn’t control TCC, so having her sign off that TCC has approved all budgetary Actions… makes ZERO sense. , The City has approved all then current Project budget within 15 days of the funding release date. V. City council and the county have approved the CRA interlocal agreement. Don’t you
think the CRA board should pass that first? ^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^
All of these items are talking like these things are COMPLETE? Not to be done?

Page 19- What is a CMAR agreement.
I did skip ahead to Page 84-- which is the Community Benefits Agreement-- All it says is that the City gets 35% and the County gets 65%---OF WHAT? A dollar? A million dollars? A billion dollars?
There is NO MENTION of affordable housing in the document--- NOT ONCE.
