- TPD Wellness centers with an escalation for $227k from HR for Live Scan Wellness Centers. I have no idea what the escalation is for this contract?
- Interlocal agreement with Hillsborough County for Public safety emergency communications system fee revenues they are kind enough to provide $857k to the City. Is that our proportional share? Did TFR get the right amount compared to TPD?

- Re-lease to meet the Government Accounting standards. It says it is an automotive lease. But not why we have the lease in the first place? It is for $60k and for TPD in a trust fund.
- Nelson’s Tree Farm—award new contract for $250k trees for Parks and Rec. I’ll let my tree friends comment on this one.
- KUDOS to Ted Fowler!! I am so excited to see the actual LIST of South Parks that will be mowed/maintained by Marathon Lawn Care for $219k a year. It is about time that P&R provided a list of parks to be maintained in a contract.
- The cost to secure the vacant structures located at (1) 1805 E Sligh Ave, and (2) 8123 N Rome Ave; for code enforcement.
- The cost to clean up the property at (1) 3611 E Frierson Ave, (2) 1805 E Sligh Ave, and (3) 6223 N 41st St; for code enforcement.
- $35k agreement with National Youth Employment Coalition (NYEC) and the COT to do something to connect youth employment opportunities. I don’t think the connection is well described in the one pager NOR the contract. It also doesn’t really define what department will be working directly with NYEC? It only describes it is under Neighborhood and Community Affairs, but I’d think from the vague description that it would be better aligned with the Economic Development department…but what do I know?
- Agreement with Hillsborough College to create four scholarships with GEAR UP for Automotive Service Technology internships for Fleet Management. $52k. I think this is an excellent opportunity!! I’d like to see more of these partnerships with jobs training programs.

- Change Order 1 deducting $510k from the contract with American Infrastructure Technologies for Kennedy Blvd Gravity Sewer Rehab.
- A design build agreement for $734k with Skanska for K-Bar Park Design Build. Why isn’t this in the parks section? Here we go again. We aren’t taking care of our current parks but we’re going to spend a boat load of money on a new VANITY park. It’s my understanding they are processing a new VANITY park near Swann Pond? Can we fix the broken equipment in our current parks. Are EITHER of these two parks in the Parks Master Plan?
- Tampa Bay Regional Infrastructure Accelerator, this was on the August 6th Agenda. With little to NO disclosure as to what the project actually does. CW Hurtak explained that is particularly for the mobility department which makes more sense. What does NOT make sense is that Vik Bhide is listed as the Firm Project Manager and Key Personnel—so the former boss of this department will be working with the current boss for this contract? It has always been my understanding that someone must be gone from the COT for 2 years before they can do COT contracts/business or whatever you might want to call it? His last day with the COT was 7/26/2025, that was NOT two years ago?! https://www.tampa.gov/news/2025-05/mobility-director-vik-bhide-step-down-june-167881
- Transfer of funds within the Water department budget for operations for $100k.
- Rescinding Resolution with BitSight Technologies for T&I department. It looks like the company refused to sign the contract with the City. I’d love to hear why? The background statement seems to be quite confusing.

- Public Hearing- Non-ad valorem assessment roll for the Westshore Area for enhanced services including safety, maintenance, marketing, business development etc.
- Public Hearing- Non-ad valorem assessment roll for the Ybor and downtown for enhanced services including safety, maintenance, marketing, business development etc See #72-74 NOTE: I thought there was some sort of assessment for Bayshore Blvd to pay for all the groundskeeping etc? I didn’t see that on GEO HUB? Someone told me there was one years ago. It must have been someone I trusted because I have repeated that! https://city-tampa.opendata.arcgis.com/datasets/tampa::special-tax-district/explore?location=27.933608%2C-82.478606%2C13
- Public Hearing- CONTINUED—the annual adoption of the non-ad valorem assessment for STORMWATER maintenance. There is always this big list of what the schedules are for maintenance but is it actually being followed?
- Public hearing for STORMWATER Capital Improvement projects- I want to ask if the stormwater/wastewater issues shown by Hank Cramer next to the 6111 Rome Ave lot have actually been addressed? I mean, they actually had POOP water rolling out with TP in it last September? But don’t recall seeing anything on ANYONE’s list to address that. GROSS!!
- VACATION of Church Ave between Wisconsin and Wyoming in South Tampa. It is a large plot of land. The applicant does NOT live in the home. It is a rental that he owns. He lives on Switzer. If you vacate this property to him, you’re basically doubling the size of his lot for $573!! NOPE!! Don’t do it. Mobility says NOPE. That is all the reason you need. If the city really wants to part with it, sell the damn lots! Otherwise, keep it!
- Revising code that had references to firearms as it has been prempted by the rocket scientists in Tally with FL statute 790.33 The code sections are Tampa Code Section 14-111, passed in 1989; Tampa Code Section 2-404(a)(1), passed in 2009; Tampa Code Section 16-21, passed in 2009 Yep, we live in the FREE FIRE state of FLoriDUH
- Administrative Update
- Development/funding agreement between the COT and the Rays Baseball team. Joy!!! Cue up all people who do NOT live in the City of Tampa showing up at the TCC meeting on Thursday wasting everyone’s time. PLEASE for the love of little baby Jesus, will a TCC member ask everyone who speaks on the matter if they even LIVE in the County? If you live in Pasco or Pinellas, stay your behinds home! Also, if you’d ask if they read the development agreement, that would be nice too! I'd guess most won't be bothered.
- Development agreement for affordable housing at 103 W Henry and 5802 & 5804 N Florida. 52 units, 26 affordable below 80% AMI, I guess the rest will be market rate as they aren’t notated otherwise? This contract is for 50 years and it looks like it will be paid for with SHIP funds.
- $9.8 million contract with Kimmins Contracting for Water main replacement through out the City of Tampa. GMP1 is along Howard Ave; GMP2 is in Wellswood East Neighborhood area.
- $13.2 million contract with Rogers Petroleum for gasoline and diesel fuel for logistics and asset management.
- Staff to return with proposal for tree mitigation fee study moving forward. DO it! I don’t recall but it costs WAY more to replant a tree than they are currently paying.
- This is about the public safety master plan which is covered in Item #4 & #62 on the agenda.
- Rules and Procedures. I can understand most of it. BUT NO Public Comment on Workshop days is RIDICULOUS! Why wouldn’t you get input from the public on workshop matters? The proposal is now silent to the matter, I have asked for confirmation. I'll change this post if it is different.
- The CFO is to report on deferred maintenance through out the City!
- The Legal department to report on how the City of Tampa can opt in to the short term rental ordinance. If it is a registration, who is going to pay for it. We had a rental registration system that was costing the city $150 PER RENTAL to process and not one landlord was charged to register.
