- Re-appointment of Major Kimberly Fruit to the Human Rights board to serve a 3 year term until 2029—2 years after the Castor leaves office?
- Appointment of Ana Wallrapp to the Variance Review Board for 4 years, 2 years after Castor leaves office, although, I think this one is more palatable because she’s not being reappointed, I think that Major Fruit should be continued until next June and give the new mayor the opportunity to appoint someone else if they prefer to do so.
- FL Sheriff’s Association Contract for the COT purchase Wildland Fire apparatus 4x4 brush truck for TFR for $208k.
- Interlocal agreement between the COT and Hillsborough County for the distribution of Boat Registration fee revenue for Marine Law Enforcement for FY27. Paying the COT $182k for marine law enforcement for TPD in the general fund.
- Contract for COT and the EEOC for $10k for services provided by the Tampa office of Human Rights for processing EEOC complaints.

- CXT Inc contract with Parks and Rec to purchase restroom and shower facilities for 2 locations. The Davis Island Sea Plane Basin, which currently has no facilities. The other is Gadsden Park’s ADA restrooms- which have been necessary for YEARS, I probably met with Bill Carlson and the Interbay Little League moms about this 4 years ago! Both for the cost of $269k
- Up to $200k to Feeding Tampa Bay from the Social Arts and Action Fund (SAAF). I thought there was a cap of $100k for SAAF? Not saying that FTB isn’t a good cause, I just thought there was a cap?
- SAAF- donation to 813 Hood Garden Space for $12.5k
- $2000 being moved into the Parks and Rec budget from the General Fund, why was this not done when the funds were donated from the National Recreation and Parks Association? I see there was a donation in October 2025, but most donations are two items one right after the other on the agenda???
- SAAF- Portico Housing Solutions- $100k for adult males experiencing Homelessness.
- Code enforcement property cleanings/clearings for the following properties. (1) 6817 S Wall St, (2) 2015 Saxon St, (3) 210 W Frierson Ave, and (4) 7303 N Ola Ave

- Contract for the COT and Burgess Civil LLC for a stormwater contract for $1 for the Laydown. This is for the El Prado Project—which has seen pushback from the folks in the area who had their heads in a HOLE for years… now they are all butt hurt about the project when the deal is DONE!!!

- $43million contract for the COT Wastewater capital construction project. I could spend more time figuring out who the contract is with…but it’s not clear.
- FLSA- contract to purchase a Freightliner M2 chassis w/ fuel and body lube truck from Tampa Truck center for Wastewater for $375k
- Change order 2 for Ballast Point pumping station- decrease of $95k.

- Certification of financial responsibility for a local government- for the EPC permit for underground injection control well system for the COT. This concerns me as it has underground injection in the description.

- Someone PLEASE tell me where the Cass St project came from? This is the first I recall hearing about it? I am sure the work NEEDS to be done. Of course, we have a NEED but we’ve spent all kinds of money on WANTS instead. $200k is a drop in the bucket for the $7million project. I guess that is why it is still in the planning phase from FY22, the administration must not think it is sexy, because the buzzards are circling on it.

I would hope that this would eliminate the need to pay for another outside inventory of the lands that belong to the COT. When will that study be completed? $572k seems like it should do a great job of keeping up with those numbers without needing outside vendors to compile them.
- Revised resolution for deed of easement from CSX to COT for E 4th ave railroad crossing that allows for trains to use the tracks
- Grant agreement COT and FL Department of Environmental Protection. $435k grant that does not require matching funds. These funds are to be utilized for an updated vulnerability assessment for the solid waste facilities.

- Amendment for housing opportunities for persons with AIDS grant agreement between the COT and Metropolitan Charities with updated scope of services and inspection requirements to comply with HUD.
- Movement of funds within the Housing and Community Development Dept, $2.4 million. – BUT $866k of it is coming out of OPERATIONS BUDGET RESERVES? WHY? Seems odd to me, will they still be maintaining the R&F department’s hard line on the 23% for reserves??
- COT gifting land at 1901 & 1903 N Taliaferro ave to Jaywen properties LLC. To build “affordable” housing up to 140% AMI for rent/sale. It can be single family attached or detached according to the item. Who is the landlord if it becomes a rental? The COT or Jaywen?
- Agreement giving access to the “Rocky Point Golf Course” site for FDEP to do assessment for petroleum clean up.
- Assignment of an easement ROW to the new owners of 300 N. Franklin St. It looks like that is the CHASE bank across from TMOB currently but the property is being sold and the easement carries with the land.
- I guess, this is due to item #40 on the agenda—Movement of $250k from General fund, but all the numbers don’t line up on the movement sheet? There is an increase of $450k but only a decrease of $50k? I am not an accountant or even a bookkeeper, but I thought they were supposed to be equal on both sides? Does the DGM department using all their reserves have something to do with why this is lopsided? SEE #94!
- Accepting Grant SUBaward for South Howard Project for $187k that the COT is required to match with $2.1million for the planning of the project. Nice to see that we’ll get something from the state for the COT spending EVERY last DOLLAR of the remainder of the Stormwater assessment. NOTHING left for the remainder of the COT who will continue to pay that assessment.

- $15 million for fire hydrants and valve replacement design build program. It sure does seem like we’ve seen a LOT of this over the years. I’d like to see a timeline of the hydrant assessment and repairs/replacements? Is this the same vendor?
- $17million for station 24 design build---let’s see if they actually do the BUILD part??? I mean this has been approve multiple times with ZERO being built!
- Renewal of the contract with Air Mechanical & Service Corp with a 3.8% CPI increase. That is below the current CPI increase rate this is for city wide services.
- Station 24, which was approved in 2021 is still lingering… Let us SEE the receipts for the COT administration actually doing WORK on this project??!!

- I have been waiting for this for YEARS! I am slightly disturbed that the date on the report is from this month when this report was delivered to staff quite a while ago. My documents show it is nearly a year old? I started really digging into the fees NOT covering the expenses for the COT to process. That means that the CITIZENS are paying out of OUR pockets for development rather than them paying their own way. Development and Growth Management Fee Study.
