There isn’t any indication of that. CAB is going to look into it for me. I heard NOT all Type 1 or even Type1 & Type 2, quit buying CRAP trees!

Either they are buying two or they’re paying twice as much? Oh! The equipment for the CCTV costs damn near as much as the truck it rides around in!
Tyr Energy providing services of experienced energy manager for McKay Bay WTE plant. — which is clear as MUD— this is a contract is a power purchase contract (AKA, the Waste To Energy plant is selling the energy) We’ll pay this company 9.9% of the value of the contract. The estimated revenue is $4 million
Change order 1 for GMP 2 for Valves and Fire Hydrants Assessment and replacement for a credit to the COT for $14.2k funds
Wayfinding signs for the CRA– That means folks see “Pretty signs” on the side of the road to tell them how to get to places of interest in a particular area. These are for: Downtown, Channelside, Tampa Heights and Central Park. Why does it take SO long to get this before Council? If I recall correctly NONE of them were approved prior to CW Henderson passed? East Tampa has been before them, since, but when does someone plan to take this forward?

$6.5 million impact fee agreement with Water Street Tampa LLC - this is part of a 2022 resolution. I am NOT sure what is going on here. The item is clear as MUD on the agenda. But, in a time when our city is looking at losing millions of dollars from property taxes, I am not sure why we’d agree to give another millionaire $6.5 million??
Changes in budget for Pumping Stations Rehabilitation Project for Wastewater department for $1.6million
Revenue bonds for the University of Tampa for $150 million for student housing and parking. (This is some weird thing that must be approved by the city as a passthrough, it doesn’t cost the city or the citizens any funding)
Revenue Bonds for University of South Florida for $215million for housing facilities and other capital projects, See item #22, same thing, just required to be rubber stamped by the COT, doesn’t cost us $$$.
A no cost program with Meta Care for evaluating of HIPAA for HR department, what is the catch? Nothing is free in life. How does Meta Care make their money? Santa Claus doesn’t bring it to them.
Resolution with a half dozen appraisal companies for their services up to $525k. The memo on the back up states that the RE department wanted to start using the services on 10/1/2025, but it is only coming in front of council now? Why? When does the 36 month period start? When they started using them or when TCC approves the resolution?

$750k for Urban Reworx from the East Tampa CRA, but the contract says 80% AMI, I could have sworn that during the CRA meeting they agreed to add some 30% and 50% AMI to the number of units? I could be wrong? It’s funny the one pager doesn’t include the date of the CRA approval of fund?
The Mobility department is purchasing a One (1) Peterbilt 567 Semi-Tractor for $202k
So, what is this CHINESE? A “Standardization” for furnishing services for $1.5 million– it says for mitigation of nuisance roadway ponding of water. Why not put this in the agenda? This makes sense but it took me a few minutes to find. Set the time/date for public hearing for the adoption of the annual Stormwater Assessment— August 6, 2026 at Old City Hall 1030am. I don’t think we should approve it if it is all going to be spent on the South Howard Stormwater project! I think the citizens in the rest of the COT deserve to have stormwater funds spent in their communities as well.
Set the time/date for public hearing and adoption of the Stormwater Capital Improvement Assessment Roll for the Central and Lower Basin Improvement Area– AGAIN if this isn’t spent apportionately throughout the COT then it should NOT be approved!

2nd Reading Veteran’s Advisory Committee— Again, I’ll say this should be a board made up of VETERAN’s no one who is NOT a veteran. With that being said, TCC and the Mayor need consistency across boards to include These things are not addressed in this Ordinance either— —--These board things are kind of a HOT mess, you'd think that making them somewhat uniform would be ideal to clarify understanding for ALL interested parties: +make all board membership the same number of people (9 would be ideal) +have the same terms for each committee +confirmation of renewals for 1 or 2 years to encourage turnover when necessary +put attendance plans in place +delegate the babysitter (staff position) for each group as part of the process +Require better advertising via social media for these committees +I'd offer that each TCC member would be assigned to a committee in order to just keep an eye on the renewals. (example, Naya for NRAC, Charlie for Budget, Lynn for Veterans, Guido for VRB...I don't care who does what, as long as the TCC member just keeps the others apprised of the situation with the committees)

Suspension of Alcoholic Beverage license fro all the establishments in Exhibit A. Roughly 50 establishments. I think some of them were on the list last year. I think these hearings should be held at night when TCC has TIME on the monthly AB agenda. The don’t get to serve alcohol until TCC has TIME to see them. The last one of these hearings was half the people got their ducks in a row, the other half promised to get them in a row in a couple of weeks. This is expected annually. That is what reminders and calendars are for….the COT shouldn’t have to chase folks down. I’d also like to see this done for the businesses who aren’t keeping their business licenses up to date. Maybe have the magistrate from the tree hearings here these too!! He does an excellent job! PS…for all my friends who live around the corner from somewhere that isn’t following the rules, this is a great time to complain to council about those who aren’t following this rule already!
Administrative Update about the COT’s ability to intervene in the proposed development at Mari Colon Cemetery area.
$6million for Accela and epermit hub software for 64 months. For nearly $100k for month, the permitting process should be smooth like PUDDIN…but that’s not what I am hearing from developers and builders and NORMAL people trying to go through the permitting process. I hope someone is going explain how this program is going to HELP?

The Public Safety Master Plan requested REPEATEDLY by CM Viera, again NOTHING in On Base… it’s been on the agenda 4 times already…NOTHING. SMH
This motion about electronic signs is ridiculous. There was a discussion earlier in the day of May 28th about electronic signs. Yet, it was drug out and beat to death again. The regular council meeting before that on May 21st the COT hired a land use/sign expert to work on the sign issues. So, someone can correct me if I am wrong about this entire DISASTER… Staff administratively approved the GIANT sign on the side of Benchmark. Folks started asking about it. CW Henderson pushed staff to figure out how others can do something similar. BUT, the term slow roll was used about staff’s behaviors on the matter (see #48 for similar behaviors) So finally, CW Henderson engaged the downtown partnership to help with the matter. But, it would seem that staff is still fighting this ordinance tooth and nail. It was on the Workshop agenda on May 28th and discussed to death…then at the end of the meeting CM Viera made a motion about electronic signs…it looks like the legal department is NOT ready to talk about this yet. That makes TOTAL sense because the big dogs are in this event and evidently they don’t want anyone else to play. The question you must ask yourself. Can money buy it or not?
Discussion of TCC members being able to pull public records at no cost to them. No reason why they should have to pay unless they are utilized for political reasons. BUT, I have a question about this statement— By submitting this request, the requester acknowledges that the Exemption Request and any responsive records provided under fee exemption will be publicly available on the City of Tampa website. —Will this be done for ALL PUBLIC RECORDS requests? I mean, as a private citizen who seems to fascinate some folks people pull public records on my communications with folks who receive paychecks from the COT, but don’t have to disclose who they are??? But if they wanted to complain about my yard they have to put in a name? I mean, if you want to know what I say to folks who work for the city via email, please feel free to call, email or text me and ask. I’ll be happy to tell you! NOSY people suck!
Changing the Rules and Procedures for Public Comment at TCC meetings. I DO NOT LIKE THIS…not one little bit. If you want to change them, make it UNIFORM, not install some new hoop that normal people don’t understand. At least once every month or so CAB or I have to contact Mr. Shelby to find out when we can talk on some matter coming before council. It’s not that hard people…not hard at all. I will be the first person to say that I don’t always speak on AGENDA items but I do always speak on City Business. There are 4 people who generally don’t speak on agenda items. That is 12 minutes per meeting. Let it go and be done with the drama this will create.
Written Staff report- Special needs internships
It would seem that there is something missing. The request for mobility staff to create a written report for safe routes to school by filling in sidewalk gaps be provided by mobility but this was only completed for ONE school. Sulphur Springs K-8? While I agree they need gaps filled what about other schools?
What a tangled web of signs we weave…yet another item about BIG signs. RFQ for building signs? Staff is looking for more definition to the request?
Adoption of 2nd reading hearings simultaneously- This is OK by me IF all hearings are announced and the request for Public comment is made at the beginning of the process. Is anyone hear to speak on the following addresses, 123 Baker St, 4546 Landcare Lane, 666 cowpile road, etc. So that folks who are there for an item know it is being called. Otherwise it is ok by me. BUT We all know that we’ve had second readings that have turned completely around. It doesn’t happen often, but it does happen. I think there should also be a venue for TCC members to pull one item if they are still seeing emails from the public about that item.
