TPD C.A.R.E.S forfeiture fund grant program.  TPD gives their FF money to CARES programs this year it is $45k.  The following organizations will received funding FY2026  Harram Temple No. 23, Inc., Pi Iota Education Foundation Inc., Angel Tree Foundation Inc., Going Into Pieces Movement Inc., Juzt Because Inc., MHS Tigers Football Parent Club, Serenity Outreach Inc., Current Of Tampa Bay, Inc., Project LINK, Inc., Madi’s Movement and E3 Community Learning & Family Resource Center, Inc.
  6. Transfer funds to TPD for fuel and lubricants from the general fund.  $1million dollars.
  7. Parks and Rec contract with good neighbor fencing company for $300k w 2.4% CPI increase for citywide fencing, ornamental, wood bollards and gates.  They were the only bidder in 2023 for $90k, now it is $300k but still no list of where these fences are proposed?
  8. COT contract with Sentry Event Services with 2.4% CPI for the Convention Center for $1.1 million.  How much of that is passed on to the employees?
  9. Social Arts & Action Fund: for Tampa Bay History Center for $40k.
  10. Parks and Rec receiving a donation from NRPA for $2k.  Where will the donation be spent?  How about an event to keep teens off the streets at night.  =)  Generally when someone gives you a gift of money, it is nice to tell them how you plan to spend the funds.  
  11. Social Arts & Action Fund: donation to The Florida Orchestra for music education and outreach and programs.  $109k
  12. Donation of 4 lifeguard stands from Gasparilla Distance Classic Association for $16k to Parks and Recreation department.
  13. Social Arts & Action Fund: to The Tampa Firefighters Museum for restoring windows and doors for $15k.
  14. Special Event Permit:  Liberty by the Bay
  15. COT contract with Kanadevia Inova Matrix Service US LLC for the WTE plant for $2.3 million for 36 months for repair and maintenance services for Solid Waste Department with optional renewal for 1 -2 year term.
  16. Renewal of an agreement with COT and PSIC-Pro Serv Industrial with a 2.4% CPI increase for the WTE Facility Fabric Filter Baghouse Services for $341k
  17. Changes to the budget for the Curren Waste Water Master plan for $675k from the Wastewater department funds.
  18. South Selmon Capacity project utility work agreement with the COT.  The COT owns utilities within the expansion area.  The contract requests that COT draw up the plans to move the utilities, THEA will move them.
  19. I have always liked Morris Massey but everyone else who leaves the COT should not do business with the COT for two years.  Why is Mr. Massey an exception to this rule? This contract is for up to $200k in fees for legal services for negotiations with the Tampa Bay Rays.
  20. COT renewing services for license plate readers with the following companies without price increase.  Miller Electric Company, Minuteman Security Technologies, Inc., Presidio Networked Solutions LLC, and Rapid Systems, Inc. for the provision of Access Control and License Plate Reader (LPR) Services and Citywide Closed-Circuit Television (CCTV) for 1 year for $800k.
  21. NON- monetary settlement for the lawsuit titled Koche v. COT:  It looks like a guy wanted to put a fence in but couldn’t because the reclaimed water lines and another issue with a neighbor.  Evidently, they worked it out that the owner will relocate the water lines.
  22. Settlement for Michael Smith v City of Tampa for $135k.  A TPD car accident settlement.
  23. Internal Audit—the first one under the new director—There seems to be some issues with the P-cards (cards to make purchases for City employees) It would seem that someone needs to spend some time investigating the processes and procedures.
  24. COT agreement with People’s Gas for easement located at 3420 E Clark A COUPLE OF WEEKS AGO I TOLD YOU THAT THE COT NEEDS TO CHARGE FOR THESE EASEMENTS LIKE THEY DID ON MCCOY!!!  THEY WERE WILLING TO PAY $650K FOR IT!!! YET YOU GAVE IT TO THEM LAST TIME???
  25. Stormwater drainage easement—4614 W Euclid
  26. Encroachment on Easement at 4726 W Wallace Ave for a shed that makes sense.
  27. West Tampa CRA funding changes for Rey Park Streetscape improvements for $1million
  28. CRA projects for wayfinding for $232k for Central Park, Channel District, Tampa Heights, and NON-Core Downtown CRA for $232k.
  29. Drew Park CRA movement of funding- $8.2 million it seems to me like Drew Park has spent a chunk of their funds on actual projects approved by CRA guidelines.  LOOK at the docs attached to this item…see how BASIC the Drew Park is spending their funds!!
  30. East Tampa CRA funding movement-- $13million—look at the spending plan?
  31. Encroachment agreement for 310 Blanca Lane for an Easement agreement
  32. Interbay Commons subdivision agreement with the COT (CIRCLE C property) for the townhomes.  There is a Substantial change in the units.  To include: widening the townhomes from one to two townhome size, Reduce impervious are by 2.1%, increase landscaped surface by 2.1%, revise elevation of townhomes in drawings, add sidewalk stub out on EAST part of property, modify internal sidewalks to accommodate tree retention--- this developer has worked with the neighborhood from the beginning of the project.
  33. COT contract with Wiggins Hauling for hauling asphaltic materials $431k across the following companies: The City of Tampa Mobility Department, Operations Division recommends awarding this to Wiggins Hauling and Transfer L.L.C as the lowest responsive and responsible bidder for Hauling of Asphaltic Materials (SMS).$431k!!
  34. COT awarded--- Merion Landscape Services LLC for the provision of Retention Pond Mowing and Maintenance (SMS)-- $230k, what are these vendors doing to SHOW they  did the work?  I mean my vendors send me before and after pics.  What locations are they doing this work?? IF, there are NO locations listed how can the vendors be held accountable?? How do the citizens KNOW where to look for the work being done??
  35. FDOT agreement with COT to do emergency repair work to their traffic signal controller cabinets for $128k
  36. Amendment to the budget interest earnings from Utilities Services tax fund to Stormwater service assessment fund.  $350k, what is the focus of these dollars?  Stormwater or Events?  Stormwater is servicing the parades for the COT.
  37. $10k to Keep Tampa Bay Beautiful for volunteer coordination and admin services for stormwater grates throughout the COT.  BUT the docs say that it is $60k??? “Adopting a grate” program.  What sort of outreach are they doing?  What are they doing to do outreach?  Where is proof they are reaching out to the public?
  38. Agreement with THEA to coordinate traffic flow for their reversable lanes.  There is no mention of funding.
  39. 2nd Reading-- VACATION of alleyway located North of Cordelia Street, South of Ivy Street, East of Lincoln Avenue, and West of Mantanzas Avenue, within the Plat of John H. Drew's First Extension in the City of Tampa
  40. 2nd Reading---SIDEWALK CODE amendment to require contributions to the sidewalk fund. THIS is imperative that it be passed!!
  41. 2nd Reading---Publicly initiated text amendments for chapter 27 for parking.  Setbacks for many areas of the COT, why?  There are special districts for setbacks.
  42. 2nd Reading--- Veteran’s Advisory Council—this board should be made up of VETERANS.  Not spouses, Gold Star family members etc.  (I say this as a 30 year ++ military spouse) 
  43. 2nd Reading- removal of the Equal Business Opportunity (EBO) from the COT code--- SO- NOW- the COT can’t require minority or woman owned business participation in contracts.  SHAME on those who think that these are a BAD thing!!!
  44. 2nd Reading--- 1500 West La Salle St  Rezoning from R-50 to RM-18
  45. 2nd Reading---  3206 North Tampa St from RS-50 to PD for Single family attached.
  46. 2nd Reading---1313 West Nassau St for RS-50 to PD for Single family semi-detatched with a BONUS AGREEMENT- No files are in ON BASE for this item.
  47. 2nd Reading--- 5200 South Manhattan Ave- NOT in love with this project.  It SHOULD have been a gas station- but it is what it is.  This amendment to the Rezoning makes it a better project.
  48. 2nd Reading---   4714 East Hillsborough Ave- CI AND RS-50 to PD to all Commercial Intensive purposes.
  49. 2nd Reading--- 3602 West Euclid Ave- This part of the Britton Plaza reconstruction process.
  50. 2nd Reading--- 2602 and 2604 East Dr Martin Luther King Jr Boulevard and 2603 East Ida St RS-50 and CI to PD process.
  51. 2nd Reading--- This is the administration of some BS from Tally.  It has to do with removing home rule to give power to Tally.
  52. Correction of a Scrivener’s Error--- Vacation of alleyways located north of Oak Avenue, south of Palm Avenue, east of Tampa Street, and west of Florida Ave

Ordinance for Chapter 14 for designation for school zone- Funny how Redspeed conducted speed studies for FREE.  Who does FREE anything without making money somewhere?  I’ll note that there are NO SPEED ZONE signs at Robinson High School where kids actually ARE at Robinson.  Yes, there are some on Manhattan but NONE on Lois where there are students?  I’d imagine that there were many folks speeding through speed zones but the question is did those speeders speed during the school day when there weren’t any kiddos outside or at dismissal and/or opening of the school day?  The laws were changed but I didn’t see any public communication of this.  I am 100% in support of protecting kids but when they are in the classroom folks don’t KNOW that they still need to follow the same speed limits?  There are NO SIGNS about this posted??!!!   This is to protect students but not to screw citizens.
  54. Adminstrative Update
  55. The purchase of Soundoff signal light bars for TPD.  While I understand the perceived need/desire for these lightbars.  As someone who has been around many folks with PTSD and other medical conditions that are impacted by flashing lights, has no one considered these causing issues with some folks?  BESIDES the fact that they are going to cost nearly $6million.  How many vehicles are these being installed on?  It seems like a WHOLE lot of money!!!  Is there data that supports this product protects officers?
  56. Wastewater department renewal of the contract with Manny’s Bulk Express w/o price escalation.  For Dewatered Wastewater Biosolids disposal.  For $6.5 million
  57. Resolution for the Water Main replacement Armory Gardens and Jefferson in the amount of $4.6million.
  58. Update on TFR Station 24—this has been going on since May 2024, what has actually been built?
  59. SEE 53 as well:  Expansion of school zone signage.  It will likely cost $8million which we don’t have but we have $6million for TPD lights on their cars.  Does anyone else see that?  Just sayin…thousands of kids?  I’d just be happy with signs that say that fines for speeding all day long, not just when kids are outside the school. I guess we could pay for the upgraded signs eventually?
  60. Interdepartmental agreements approved by TCC, sounds great.  Can we start with Stormwater and “special events”?  This would have fixed the issue with the Water department/tree fund money that took a LOT of time to untangle.
  61. Chief of Staff will present on how the administration will protect employees from retaliation by the administration.  That seems a tad like policing themselves….which may save the COT thousands of dollars? Was the hotline ever set up for employee support in these situations?  I don’t recall?
  62. -------CHANGES to PUBLIC COMMENT-------- these changes are clear as MUD.  I get decorum being tightened up.  GENERAL PUBLIC COMMENT moved to the end of the meeting??? (5C) is really ridiculous.  There is no telling if the meeting will end at 2pm or 6pm, so folks are left to sit there at $4 per hour for the first hour and $3 per hour for every hour after that.  As someone who has sat through entire meetings probably more often than anyone who is sitting on the Dais, this is MORE than unreasonable.  I guess if you DON’T want to hear from the pubic then it is ok?  I OFTEN speak of things not necessarily on the AGENDA that ARE CITY business.  I know my friends do as well.  Just because it isn’t on the agenda doesn’t mean that it isn’t City of Tampa business and that also doesn’t mean it is not important!
  63. Public Hearings all being heard at once proposal, How do you know there are no objections from the public if you don’t open them all?  But this is continued to June 18th
  64. Event/Parade budget discussion—STOP diverting Stormwater worker time for parades.  This is continued until August 17th.  REALLY??? Jamie Adair is ready to present on the matter.  Staff has KNOWN for how long now this is an issue??  He has a HUGE stack of documents you should see about the matter!
  65. The report on how much space Hanna street is currently not using. I am curious how many departments are actively using the space vs ASSIGNED to a department?  I know when I needed a copy and WANDERED the 2nd and 3rd floor, there was NO ONE to be found.  I literally didn’t see a person outside the conference rooms being used for the FLUEDRA on the 2nd floor and wandered for quite some time on the 3rd floor before I found a LONE employee working up there.  Yes, I know I am not supposed to wander the building but there was NO ONE to stop me.  Just sayin…
