BIG picture question, why are the Social Arts & Action Funds in two different sections of the agenda?
- Tampa International Airport-10 minute presentation
- Planning Commission 15 minute presentation about the changes to single member districts for the COT TCC
- Retirement/donation of “Duncan” TPD mounted unit and hold harmless agreement
- Resolution accepting 11 ballistic shields valued at $24k from RISE Tampa Police Foundation to TPD
- Resolution accepting the donation of a horse valued at $7k to TPD for mounted unit.
- $150k for Hanna St Reconnection Center—WAIT…what? This was on the agenda on May 7th…TCC told them to take it out of the reserves held back for Hanna…yet, here they are trying to SLIDE$$ across the table to get it done another way. SMH---AGAIN this project is duplicated in several ways throughout the city.
- Social Action & Arts Fund--- MOSI and COT to support MOSI for $32k
- Social Action & Arts Fund—agreement between the “Skill center” and COT (How is the skills center different than item #6 and their $150k need???) for a teen program up to $20k.
- Social Action & Arts Fund—Glazer museum for general operations--- what does that mean? What are the citizens of Tampa getting for their $$$14k
- Change order #2 between COT and FD Environmental Protection for Picnic Island $2million--- This is for environmental work at Picnic Island. The original documents aren’t in there. It has been a minute since I saw this project. Of course, I should recall but I don’t.
- Social Action & Arts Fund—for Speak up Tampa Bay---WHERE CAN I WATCH this wo cable? Can THAN get support for video production. Media arts and voice? What about the other 100+ Neighborhood organizations in the COT? $75 is a lot of $$ compared to others in the SAAF.
- Social Action & Arts Fund—New Tampa Penguin Player’s project for performing arts for those will disabilities. Currently receiving $65k
- Social Action & Arts Fund-- B.E.A.U.T.E. Blue Print Foundation- an excellent way to spend $16k.
- Social Action & Arts Fund—American Gold Star Mothers $12k .
- Social Action & Arts Fund—Workforce Development Partners $15k. This looks like they same thing they want to do at Hanna St?
- $363k for the Convention Center Repairs from the general fund.
- An interlocal agreement between COT and Hillsborough county to furnish and equip Fair Oaks Rec Center $500k

- Special Event Permit- Shriner’s International Parade
- Special Event Permit- Tampa Pig Jig
- Purchase 1- Ford F-550 with 30k Crane Body from Duval Ford- for Water Department for $247k
- Purchase 6 Ford F-350 Regular Cab Chassis with fiberglass utility bodies for the Wastewater department for a total of $548k
- Purchase (1) Ford F-550 Regular Cab Chassis with Autocrane Body from Duval Ford, LLC in the total amount of $259,074.01
- Contract with e-builder Construction Management systems for $300k
- Himes Electric Contract to Do Parks & Rec Athletic Field Citywide lighting and design—This is NOT city wide, it is for three parks; American Legion Park, Gadsden Park and Perio & Albany Park for a total of $2.25 million. Why not call the parks by name rather than saying Citywide, I had to get to page 84-85 of the document to find out which parks??? Is there something hiding? NOTE: the last time this “Citywide field lighting came before council it said $576k but they actually spent $1.95 million at three parks Rowlett, Calvin Taylor and Himes Sport complex. That was in September 2024, these all have the same contract #
- AJ General Construction contract for Stormwater Improvement projects. Clark (Palmetto Beach), Annona (University Square) and Woodmere(Beach Park) for a total of $1.8 million I had to look up the location of all three projects.
- South Himes water main replacement- From Swann to Golf View St- $120k. That seams REALLY cheap?? – well, I think it is for design only…which makes more sense.
- Professional services for the following Stormwater pumping stations: Existing stormwater pumping stations at Alline Avenue, Eastridge, Robles Park and North Tampa Closed Basin, El Portal, 45th Street, Copland Park, and the new stormwater pump station known as Lantana PS. This contract is for $190k but the Howard Ave Stormwater project will take ALL of the remaining stormwater Capital Improvement funds. How does that work?
- Change Order 1 for Manhattan Ave Improvements- Manhattan Ave from Vasconia to Bay to Bay. These are funds brought back by our representative, Kathy Castor.
- Beach Park Stormwater improvements- PCS civil Inc has $465k for the change order.
- Movement of funds from the Neptune Way stormwater project to the Beach Park Stormwater project-- $410k within the stormwater fund.
- COT agreement with Forvis Mazars for External Audit for Revenue and Finance department for $214k
- COT agreement for legal services with Brown Law & Consulting for compliance reporting for United States of America v. City of Tampa, Case No. 8:23-CV-02934-KKN-AAS (Discrimination against males taking parental leave) to extend the monitoring for one year not to exceed $55k.
- An agreement with Weiss Serota Helfman Cole & Bierman, P.L. for up to $200k for practice areas of signage, zoning and land use, and miscellaneous governmental matters. I am curious why we need this? I don’t recall us ever pushing out land use services for the legal department before?
- Social Arts and Action Fund- contribution to Elevate Tampa Bay for $5k
- Moving $650k from the Small parks fund to AJ Palonis Park improvements project where the funding should have went to start! The park improvements were part of a $2 million gift from THEA because they used the property while building the Gandy Fly over. The money was given in 2021 but the COT screwed around for 5 years (someone died is the reason I was given???) But anyway, by the time they got around to doing the park they couldn’t afford the “fun stuff” that had been included in the original design. The $650k was for the use of a ROW/easement on McCoy in SOG so the funding should have been spent there.
- Social Arts and Action Fund- Feeding Tampa Bay an additional $78k the supporting documents do not say how much FTB was initially gifted?
- HOME Investment Partnership Program (HOME) receives funding from deferred payment loans. The funding that has been received will be transferred into the grant program activities. $44k.
- CDBG funding allocated from the income fund to the activity fund for $7k
- Moving State Housing Initiatives Partnership (SHIP) from the grant fund to the activities fund $231k
- Private Dock agreement for 4313 N River View Dr tampa.
- Moving Local Option Gas Tax Funds to the Jefferson Complete St project, $703k. STRANGE—I don’t see any project that says Jefferson Complete Streets project in the CIP NOR do I find it when I google the name of the project? There are no plans attached to ON BASE for this project? So, what is being fixed?
- US-Department of Transportation- DOT provides FAST Act establishing Regional Infrastructure Accelerator Demonstration Programs. This extends the time at no cost to the COT.
- Resolution of an agreement amendment #2 with the FL Department of Environmental Protection and the COT for the Lower peninsula stormwater project (which is complete) This amendment is supposed to create two new tasks…which should have been done a LONG time ago… Design and Permitting and Stakeholder Engagement?? Why are they adding it after the project is complete??? Does this mean that the additional funding of $1.4 million will be paid on the bonding that the COT has done for this project?? That’s where it should be put!
- Set public hearing for housing programs to include: Community Development Block Grant Program, Emergency Solutions Grants Program, Home Investment Partnerships Program, and Housing Opportunities for Persons With Aids for June 25th and July 23rd at 501pm
- Set public hearing for ESG Rapid Unsheltered Survivor funds in the amount of $1million for June 11, 501pm
- 2nd Reading- Comp Plan amendment for 3602 W Euclid
- 2nd reading Comp Plan Amendment for 4615 and 4801 East Fowler Ave
- 2nd reading Comp Plan Amendment for 4304 North 26th Street, 4205 North 25th St

- 1st reading for changes to chapter 27 code. I will refrain from commenting as I haven’t read them yet!
- VACation of property at 43rd Ave lying North of Ellicott St, South of Shadowlawn Ave, East of U.S. 41, and West of 45th St. for Hillsborough County Public Schools. The last time they asked for a vacation, they still haven’t done anything with the property?
- Petition for Review for 704 North Glen Ave
- Ordinance being presented for 1st reading for Officer Morris Lopez street naming.
- Ordinance being presented for 1st reading for Phil Alessi Sr. street naming
- ADMINSTRATIVE UPDATES--- the Memorandum of Understanding for the Rays Stadium—BOTTOM LINE is that it needs to go to referendum!!! This wills spend approximately $600 for EVERY SINGLE PERSON in the COUNTY. The citizens should be voting on this!!!
- COT wastewater department design build with AECOM Tehnical services for $7,494,160 for wastewater pumping stations rehabilitation.
- $30 million contract split between RTD Construction, Kimmins and Dallas 1 Construction for Citywide Water Service Maintenance and emergency repairs.

- $4 for the Curren water treatment plant master plan improvements Phase 1.

- $5.5 million from the CRA to do upgrades to Curtis Hixon Park.
- A briefing from Local 754 and Tampa Fire Rescue about response times in New Tampa, particularly K-Bar Ranch
- Related Group to brief council on the CBA, Contractors and other updates on the Rome Yard Project. (It is about damn time they got some work done!)
- Mid-year review of the BUDGET from Revenue and Finance Staff
- Downtown Partnership update on the large format signs ordinance.
- A written report on installation of solar panels
at fire station 24- not in ON BASE
