SOMEONE please explain to me why ALL of these appointments are being made by the MAYOR and not the CRA BOARD aka TCC???
- Digitech EMS Billing LLC for the provision of Emergency Medical Transport Billing Services in the estimated amount of $960,000—for $960k for collections, did we receive $960k in revenue from this company to make them break even? Odd, we would pay a company for billing but we don’t receive any revenue from the contract from what I can see??
- A decrease in High Intensity Drug Trafficking Area (HIDTA) 2024 Grant for TPD from 306K by $26k. What will be taken from the budget for TPD to offset this loss of funding?

- Bid approval for Bound Tree Medical for first aid supplies for $661k for TFR.
- The retirement and donation of K-9 Nola from TPD to James Bryant and a hold harmless agreement for the animal.
- Purchase of one Pierce Pumper purchased for TFR under the Florida Sheriff’s Association for $1.02 million.
- Automotive contract with quite a few body shops to do work with the city over 36 months for $1.8 million
- Grant funds from Homeland Security for $127k for TPD & TFR for emergency management.

- Reallocation from the general fund to TPD for shields, computer hardware and forensic workstations. WHY was this not allocated in the budget originally? Why are we purchasing forensic workstations when we’re spending $36million on a new forensics facility. This item makes very little sense. No one thought that the department would need these items when the budget was set for FY26?
- Reallocation from the general fund. See my questions about allocation within the original budget BUT these items seem to make more sense because radio and medical equipment are things that may break/die/go out without any plans to spend $36 million on a facility that will supersede the request like item #22
- $113k reallocation from the general fund for drone software for TPD. They have been investing quite a bit in drones lately. I need to check on how much?
- Social Arts and Action funding-- $15k for Dream Builders Mission to feed the homeless and homebound seniors weekly food deliveries
- Social Arts and Action funding-- $15k for Dream Builders Mission inc to provide 300 food boxes on a weekly basis for food insecure families and seniors.
- $300k to Good Neighbor Fencing for furnishing city wide chain link for Parks and Rec without price escalation. Where do these fences go? I don’t see folks replacing fencing in SOG parks? Just curious?
- Social Arts and Action funding-- Veteran’s Helping Veterans assistance from the COT to $25k to “help” veterans. While I have done some research and think this is a good investment for our veterans. Both item 24 and 25 very specifically lay out what is being done with the funding. I would think that this item would have some of the same details.
- Social Arts and Action funding—to the Tampa Bay Arts & Education Network for promotion of technology for educating college students. $75k. It seems like they always get a large chunk of funding from the city.
- Social Arts and Action funding—The Tampa Ballet, $25k for building bridges and bonds through dance.
- Social Arts and Action funding—Tampa Bay Black Heritage Funding for the 26th annual festival. $25k.
- COT demolish abandoned structure at 1021 E 19th Ave this is only for the $3500 to get the permits and remove the asbestos for preparing to demolish the property.
- Social Arts and Action funding—Community Stepping Stones for $75k. an community arts program for kiddos. I LOVE their art on display in council chambers. I’ve seen them selling some of their artwork at pop up sales and made purchases. What a wonderful program!
- Social Arts and Action funding—for Project LINK- working with middle schoolers at both Young and Stewart about emotional, behavioral, and social well being for $15k.
- Social Arts and Action funding—STEAMA Academy- working to promote student academic performance in grades K-5 and 9-12 for $12k. Why don’t they like middle schoolers?? Lol
- Resolution assessing the cost for mowing and removing accumulations at these properties. (1) 2907 W Aileen St, (2) 2119 W Green St, and (3) 1102 E Annie St by code enforcement.
- Reallocation for $108k for Housing Grants fund for the office of Human Rights Fair Housing activities.
- Here’s one I don’t understand. We are paying the STRAZ, which I understand is a COT asset to have Parks and Recs recitals there for up to $49k this year. Are these costs covered by the programs? I know we don’t want to raise fees for things involving children who have families that are below certain AMI, but there are many citizens who have kids in P&R programs who CAN afford these types of fees for recitals.
- Agreement with No Good Deeds Art LLC for the provision of the Art Collections maintenance consultant for $38k renewable up to twice. What I don’t understand is what these folks will be doing? It says the COT staff is responsible toIdentify and prioritize maintenance needs for collection • Guide consultant on City of Tampa processes and best practices on maintenance and conservation • Identify conservators or vendors and/or assist with identifying vendor for site specific need • Provide access to art locations WHAT DOES the VENDOR DO??
- $100k for the Hanna Reconnection Center? What? What is this? We spent $140 million on the property and now we need more $$ for computer maintenance and services? Where is this place? Who is attending courses there? This is the first time I’ve ever heard of it. Don’t we have a dozen or more facilities that are already providing these services with backing from the COT and the CRA? Did I miss something? Are the computers already there? Who has been using them for the past 2 or 3 years? Did I miss something? I saw there was a RFP/RFQ out for this HRC… https://www.highergov.com/sl/contract-opportunity/fl-tampa-reconnection-center-at-hanna-requ-59451786/ But honestly, we need to focus on the things that the COT is doing and NOT doing correctly before we get ourselves into another program ESPECIALLY when we are donating to other organizations who are doing it already! PLEASE Explain how this isn’t the SAME thing as #66??

- Authorization to waive application and meter fees associated with connecting with reclaimed water in the COT. It says that only about 60% of folks who CAN use reclaimed water actually do. It says that there would be approximately 3777 customers eligible for this service. No maps or ideas of what homes/businesses are eligible. Honestly, the piping for reclaimed water should be required with every new build in the COT so that eventually you can get to 100%. We waste so much water because of grass. Watering grass only ONE day per week saves the COT 6 million gallons a day (Thanks Rory Jones)
- $150k allocation transfer to exterior brick upgrade for Fire station 10.
- Surplus water agreement between the COT and Tampa Bay Water
- Conservation Education Program approval between COT and SFWMD
- $2.1 million for consultation services for Black & Veatch Corp for Curren Waste Water Plant Master Plan update. The last Master Plan was updated in 2018.
- Change order 2 adding $742k to contract for Tippin Water Treatment Facility design build project.

- FINAL change order for Kid Mason Community Center a decrease of $22k and the final payment in the same amount.
- Solid Waste moving funds around in order to more quickly replace the Selective Non Catalytic Reduction (SNCR) urea injection system. It will cost $2.2million
- Movement of funds from the Utilities Services Tax fund to other accounts including the Social Arts and Action Fund, Parks & Rec, Mobility, Sulphur Springs area plan needs and the remaining funds will be installed in the Utilities Services Tax Capital Projects Fund.
- City Wide Cabling services for T&I for $2.9 million to three companies for three years. Advanced Cable Connection, Inc., Alta Vista Communications, Inc., and GA Technical Services, Inc
- Resolution approving Optiv Security Inc for services related to Assessment and Management of Security Risk services. $39k
- Manhattan LLC vs COT- settlement. Manhattan LLC should be seeding ALL that land to the COT as it is ALL contaminated. The City had the case dismissed in Federal court. It should be the same in state court!! That guy bought the property with FULL knowledge it was contaminated. Yet, he sued the COT for $56 million the day he closed on it. That is HIS problem! Not the citizens of Tampa. AND NOTHING should be allowed to be built on this property. (The dead end of Manhattan ave at Richardson in South of Gandy to the south of the old dump that was used to store the FEMA collections after Helene and Milton)
- The COT is hiring outside council for a anti-trust and unfair competition lawsuit dealing with Fire department equipment. The law firms of Baron & Budd, P.C., Simonsen Sussman, LLP, and Young & Partners, LLC are agreeing to take the case for an 18% fee. This is the COT suing a company that has to do with equipment for Tampa Fire Rescue.
- See #59 and a big old HELL nope! They knew what they were buying. We shouldn’t pay them one red cent. How much have they already cost the city in billed time for the City Attorney’s office??
- Internal audit report on TPD- dealership maintenance program. It says it is all good but in my world, the dealership is THE most expensive place to perform maintenance. Just sayin…
- Internal Audit of Neighborhood Enhancement/Code Enforcement- they came out clean for all things IA checked for. That is amazing considering Susan Wenrick has only been responsible for the department for a few months. I’d like to point out that this department is billing a FRACTION of many of their actual costs. I’d like to see the Business tax department being done soon and INCLUDE the amount of money made/lost on that area?
- 4th amendment to the agreement with SAAS software for CRA for 4 additional licenses for $3900
- Realignment for the downtown CRA Non-Core $700k for infrastructure and $300k for artwork. So a total of $1 million
- 2nd Amendment to the 99 year ground lease for the East Tampa Job Training Complex and the other affordable/low income housing to be built on that site. Please EXPLAIN why the #39 AND this are both being done? It seems like overkill ESPECIALLY considering they are both in the same part of town. Not that they don’t need it but two jobs training programs?? Who is the developer on this project? I don’t recall but it’s CRA land I don’t always watch CRA meetings.
- 1808 N Mitchell, this property should only be utilized for SALE items. How is it that the developer gets to keep it as a rental or sell it to someone to make it a rental.
- Amendment #4 to the grant agreement between the State of FL and COT for the Jackson House. LORD, can we get some work done on the property before it falls completely over. This is straight up a roll over from the BUCKHORN administration and Castor following suit on getting ZERO done with this property!! The little engine that could...NOT
- Acceptance of stormwater easement grant from WST Mill LLC to the COT for 110 S Nebraska
- Approving the sidewalk easement from Brookshire Homes LLC to COT for replace/repair sidewalk near 505 W Ross Ave #1
- Extension of the contract for COT to purchase 1712 N Albany Ave until July 3 and approve an additional extension of 60 days if necessary
- An agreement to install a cell tower at 2921 E Dr. Martin Luther King Blvd with Cingular Wireless. Well, I guess I should be happy because the actually RAISE the fee with this agreement by a little less than 10% with 3% annual increase…BUT it wasn’t raised since 1996!!!
- Yet another SMH moment! So the City is wanting to extend the agreement for the new “subdivision” on Waterstreet so that they can BOND for infrastructure. WHY ARE THE CITIZENS OF TAMPA paying for the infrastructure? Is all this coming from the Downtown CRA? IF NOT, why??
- See item #73, you know how hard the folks on Rattlesnake point tried to put together a TIF to get the infrastructure in place for the area? (Mind you all the stormwater outfalls in S Tampa are at capacity and this could have paid for some of that! I am SICK and TIRED of trying to understand WHY the COT will do for some communities and not for others!!
- Encroachment agreement for 520 N Tampa St for wall, sign and balconies with the COT.
- Emergency Housing agreement from Solutions grant for unsheltered housing for $961k from CDBG funds to provide extra shelter beds, electrical lines at HOPE Tampa. The total funding not to exceed $3.1 million extending the agreement through June 30, 2027
- Updating of the mobility department’s Right of Way agreement form.
- The 4th amendment to the grant agreement for the repairs and updates to Union Station. Check out item #68, two in one week that Buckhorn didn’t want done!!
- Agreement with American construction services for ditch regrading and restoration services. For $555k, I hope that Interbay at Manhattan is one of them addressed. We saw lots of ditches that were a HOT mess this week from our rainstorm.
- An agreement with FLDOT Construction/insepection services for the Davis Island Bridge for $1.2 million. WAIT, this is FDOT paying the COT to have the repairs done to the bridge from damages during Helene. That’s not really what the agenda item states?

- The state wants to put a bunch of human trafficking public art up on streets they are supposed to maintain. Morgan Street, Scott Street, Marion Street, and Laurel Street in Tampa, Florida. It doesn’t say how much the state will spend on this art? I can’t wait to see it.
- The COT is allowing use and occupancy agreement with FDOT for area around Henderson and 275.
- $600k in Capital fund for vehicles? When did capital improvements include vehicles? I mean, what vehicles? Very Vague
- A state grant agreement with Hillsborough County and COT to complete work On Twigg St, Ashley Drive to Nebraska Ave, is this the Ashley Dr project? But the grant is for $2.2 million. Wait, when I look at 86, is it Ashley Dr? Because I don’t see any funding from the CRA on the list of funds to pay for this? Seriously, this is ridiculous another $5million downtown?

- Veteran’s Advisory Committee purpose and function being set. Here we go again. These are my issues. A. The Mayor is leaving office in ONE year, she should NOT be appointing anyone for 3 years. B. What is FOR CAUSE? Where is that defined? Does that mean not showing up? Does that mean getting arrested? Does that mean acting like a jerk in a meeting? C. There are thousands of veterans working at Macdill AND in the COT, there is NO REASON why the membership is open to anyone besides veterans. NOPE, I am not going to get off this nonsense because if it is a Veteran’s advisory board it should be made up of veterans! NOT spouses, children, or other folks who are NOT veterans. NO one on council or in leadership in the CoT is a veteran so they should respect those who did and appoint VETERANS. I say this as a 34 year military spouse. I think you should ASK a veteran for their thoughts on this matter. Not just do it because you think it is ok.
- Sidewalks. NOPE, the word “LIKE” Culbreth Bayou should be removed. They are the ONLY neighborhood requesting it. They are the ONLY neighborhood who should be named. Honestly, I don’t like them being in there as exempt unless they are paying for the in lieu of fees! They’ve had 19 months to file to rebuild or build a new home after the hurricanes. While I support their request because I firmly believe in “HOME RULE” I also believe that the word LIKE is NOT appropriate.
- Equal Business Opportunity Code being changed to Strategic Business Development—too satisfy the DEI haters. SMH…when will Tampa get a spine about something. We never stand up to the racism in our state.

- The request for a public safety master plan annually. There is NOTHING in ON Base about it. It’s not terribly realistic to expect one annually.

- The final report on the Sulphur Springs Neighborhood Action Plan. I sure hope that there is actually something done with this plan. UNLIKE one for SOG and Palmetto Beach which was shelved. Where is the report? It is NOT in ON Base?
