Workshop Agenda April 23, 2026 Trees, Convention Center and ON Base W BONUS!

  1. Post storm presentation from University of South Florida about the impact on the tree canopy.  I am not sure how you get through a 95 page slide deck in 15 minutes—after further review, the deck is for ALL the items on the agenda on Thursday.  Council should be stopping the presentation after each item to allow for public comment!
  2. Resolution limiting tree trust fund tree purchases to type 1 & 2 trees only.  I think staff intends to push back on this by adding FL native type 3 trees which would be fruit trees?
  3. Establishing the Tree Trust Fund report—This is Carroll Ann Bennett’s jam, I do what she tells me to do when it comes to Trees.  I also highly recommend that you learn more about the Tampa Tree Advocacy Group.  (TTAG https://www.facebook.com/TampaTAG) to follow their work!)
  4. Discuss the oversite of the Tampa Tree funds by the NRAC committee, if this is viable.
  5. The NRAC (Trees) committee recommendations—TCC needs 7 appointees and ALL appointees should be staggered for a 1, 2, 3 year term from beginning to end.  The original proposal made all the Mayoral appointments for 3 years which is 2 years PAST when she will be leaving office.  NOT COOL. Honestly, anyone who is NOT running for council should be appointing someone for 1 year as they should NOT be putting someone on for longer than they anticipate being in office.  I can’t believe that we didn’t catch this when it came before council last time.
  6. The Convention Center SHOULD be an enterprise fund.  If the general fund needs to support them, then so be it.  Just like we have with other enterprise departments (LIKE the Solid Waste department in 2023 getting $5 million that SHOULD have went to affordable housing!!!)
  7. NOTHING IN ON BASE about the Noise study, good lord, didn’t we discuss noise to the nausea in 2020-21?
  8. Discuss setting a rule prohibiting staff from presenting documents that are NOT in ON BASE on the Friday prior to the agenda.  That is SO annoying!!  You can’t review the agenda if there is no supporting documents.  ALSO…there are NO documents in ON BASE for this item!
