AGENDA for April 16, 2026
April 16, 2026
- Commendation for “DRINK WATER” week. May 3-9 for the water department.
- Resolution honoring “Lucy” the Florida Panther Ambassador to Zoo Tampa
- Emergency Management & Planning Staff to present the Completed “Post Disaster Redevelopment Plan” in 10 minutes. There is NO DOCUMENT in ON BASE?
- Appointment of Jon Epps to the Affordable housing advisory committee until July 31st, 2027 replacing Catherine Coyle.
- Resolution confirming the appointment of Edwin Narain to the Budget Committee
- Resolution confirming the appointment of Tara Bluma to the Budget Committee. I know someone who PAYS Florida Politics had them write about her appointment. BUT, as a member of this committee, I am tickled pink to have an active neighborhood leader who DOES her homework participating on this board!! She was an active, contributing member of this board last Friday AND I, for one am tickled pink about it! WELCOME TARA!
- $29k for Lidar speed enforcement, advisory systems etc. from Stalker Radar. I can’t believe this is for equipment as well as software? It says goods and services in the contract and in the 1 pager. In the resolution it says Radar packages.
- TPD purchase of a hostage negotiation team vehicle from Emergency Vehicles for $432k…what does it do? Is this like the KITT car in Night Rider? Nearly half a million for one ride? It better be doing something special! How often is this ride utilized? How old is the last one? Are we selling it at auction or donating it to a smaller law enforcement community? WOW!
- A grant in aid agreement with the states attorney’s office for Drone services with TPD, that also nets TPD $500k for Ybor…only Ybor? Why is it only for Ybor?
- See #9
- Contract with Galls LLC, for $1.1 million for uniforms and related products. (March 6 agenda saw a 3.3% CPI increase for a 2nd amendment of the last contract that added $300k, February 2024 the 1st amendment was for 10% increase of $380k. There was an additional uniform contract that went over by nearly 1/3 in December 2025 with a different company)
- Resolution for Interlocal agreement with COT and Hillsborough County for prehospital medical services w a sub grant $45k to TFR.
- See #12
- Purchase of a fire safety training trailer for $240k from JHB group. IMHO if this saves one kiddos life then it is totally worth the $$. Stop, Drop and Roll!! Do we already have one of these and adding to the fleet or is this a brand new purchase? https://www.jhbgroup.org/fire-safety-simulators.html#/ I checked them out on the website.
- Additional purchases for $500k for parks equipment making it a cumulative $2million since April 2025 Contract. 583 pages of gobbly gook, there are PAGES and PAGES of items that could be purchased. But not a copy of one individual product purchased or service for installation? It also doesn’t say where any of this equipment will be located? Is it replacement equipment or new builds? Who knows? I mean, I am sure there is a list of things purchased with $2 million, it would be nice if it were attached to see what you get for that kind of $$$
- Contract with Russell Landscape for grounds maintenance at I-4 Interstate and downtown interchanges. (Does this property actually belong to the city?) But they were the 2nd lowest bid. The lowest looks completely off so I am guessing but don’t see it on the one pager, that the lowest bid was not from a qualified bidder or they were unresponsive.
- Social Action & Arts Funds to the Franciscan Center for mental health and wellness services for $13k
- Social Action & Arts Funds to Cornerstone Kids for after school programs in Tampa Heights for $20k.

- Internal Audit of TFR False Alarms department- WHAT??? The department is not operating efficiently…go FIGURE, $120k of false alarm changes that have never been paid since 2021?! Why is this stuff not being turned over to collections? I mean, there are exceptions to rules but seriously. $120k is a Fire Fighters salary and someone is leaving it on the table?
- Internal Audit of HR Training
- HUD housing transfer from the COT to Sunshine Community Housing Development of $420k for construction and sale of single family homes to 80% AMI and below. How do they do this price range, we need MORE of this!!
- Movement of $2.5 million from the East Tampa Neighborhood Infrastructure project for the Ashley East Tampa Integral Florida project which is 118 units below 80% AMA to be located at 3105 E Columbus Dr
- Federal Financial Assistance Agreement between the COT and FL Department of Agriculture grant of $100k for Trees for Tampa education campaign

- Replacement home contract for 1308 E 17th St for a total of $375k, $260 from SHIP funds and $115k from the East Tampa CRA
- The COT purchased a corner of a piece of property that is equal to 163 sq ft for $20k. But we vacate alleyways all the time for $573. SMH… that title company owner got him a nice European cruise out of the COT. SMH
- Amendment of INCREASE of 13% for Tier 1 Operations Inc for Security guard services? Why? It shows an increase in hours needed from 1041 to 1427 + 10% overtime. Adding nearly a million to a $7 million contract. This appears to be for the parking department only.
- Flotech Environmental, LLC providing stormwater pipe cleaning services for the COT for $750k What is their honey do list? What areas will they be performing these services? Pam C needs to know!!
- COT agreement with Royal Auction Group for auctioneer services. When are the auctions and where are they held? Where do the proceeds from the auctions go back into the budget? It has no cost associated with the Resolution but I am sure that Royal doesn’t work for free?
- Improvements to the Rivergate Parking Garage Level B1 for $695k.
- Hearing of Resolution changing the parking code, I am not sure what it means but I am sure it will be presented in a powerpoint that is NOT in ONBASE currently.
- Hearing of Resolution for Tippin Water Treatment utility loop water main replacement using it’s own services and employees rather than bidding out the services.

- Contract for TPD Howard Ave Annex- for $22million with Kokolakis Contracting
- See #59 Movement of funds around to and bonding of $15.4 million for the TPD Howard Ave Annex
- See #59 & 60- The proposed MAX budget for the HAA is $27.2 million but we’ve already spent $7million on it. So it should ONLY cost $34 million now.
- 4th amendment to agreement for Odor and Corrosion control services by wastewater for $9.2 million
- See item #62 an amendment to a capital lease agreement for the same. $250k
- Code enforcement and TPD to present on how citizens can make complaints about violations of code for a variety of reasons.
- A report to reallocate the $650k in from a TECO easement to AJ Palonas Park for the items that SOG will not be getting because the administration waited 5 years to move the project forward. The original items was heard June 26, 2025—Item #37 on that agenda. I brought it up on that date that the funds should be spent in the community impacted by the easement. NOTE—Last week TCC approved a FREE easement elsewhere in the City where they will actually have some sort of equipment there?? Why did we give it away for free???
- Legal staff to present an ordinance requiring an annual public safety master plan. Annually is overkill IMHO. Every 5 years sounds more like it. I’d like to see the master plan for TFR look more like the one presented by the county’s presentation in July of 2023, NOW that was a MASTER PLAN presented to the Bocc.
- Post Storm Tree Canopy assessment presentation- CONTINUED TO April 23rd
- Written
report of TPD substation in New Tampa, why can’t folks just go to the NEW $34
million facility in Wellswood when it is done?
