April 2nd 2026 Regular meeting Agenda Review short but NOT sweet
March 29, 2026
- Commendation- TPD officer of the Month
- Commendation ATU Local employee of the Month
- Accounting office staff recognition for receiving Government Finance officers association of Excellence for FY2024
- Raftelis presentation of the increase in Water and Wastewater capacity fees. (How is it that the Parking department raised fees without something like this coming forward to TCC prior to that increase?) This is for water impact fees on development that help build infrastructure. SNARKY COMMENT AHEAD!-- ONE of the many FEES that Bob Buckhorn REFUSED to increase when he was in office. He was VERY VOCAL about that.
- Hold Harmless agreement with Suffolk Construction to allow installation and teardown of scaffolding at 1218 E Madison St in order to pain the Channel Club apartments located at 1115 Twiggs St.
- Contract with the Department of Veteran’s Affairs for the Convention center for the National Veterans Golden Age Games Main Event- June 25- July 2, 2026- paying $197k put in the general fund for the Convention Center.
- A reduction of $4.2 million for the Pipes projects with Kiewit Infrastructure but we added $2 million to it last year? The contract was a total of $47 million. Moving $2.3 million back into the the budget reserves. WHY NOT PAY DOWN DEBT instead of holding it in reserves.
- See #7
- Paying New Tampa Players from an FY24 budget commitment. It would seem they are late in completing this payment?
- Receive and file City of Tampa Annual Comprehensive Financial Report for FY25 -- I reserve the right to read this joker later.
- Rome Yard developers paying the $585k rent for the lots, why are they starting in 2026, they’ve had the contract since 2021? 5 years, they have sat on their hands and they paid nothing up until now? Who wrote such a TERRIBLE contract for the City of Tampa. They also started with Phase 3 instead of Phase 1…which means they have done ZERO with the Community Benefits agreement at this point! GEEE, the developer seems to have no accountability in this contract. I mean seriously, if the developer had started on time, then they may have paid this for 2 years or more already. SO the COT left a million dollars or more laying on the table by not enforcing the contract. NOT to mention that the affordable housing is NOT available anytime soon! BTW, $585k/$2,500 is 234 units…they are supposed to be building 647 AFFORDABLE UNITS---where is the rest of the funds for the remaining 413 units???????
- Easement agreement with People’s Gas to run underground gas lines near 2507 E 26th Ave. People’s Gas has paid for easements before, what is the problem now? I mean, they want o place underground gas facilities on the property for FREE… we all know they have plenty of money to pay for the easement. They will make $$ from that gas facility, why shouldn’t the city as well?
- A quit claim deed for the mineral rights on land sold by the COT to RMC Tampa Commons, L.L.C. What are the going to do, start Fracking on the land?
- Well, well, well, here we are ¼ of the way through 2026 and here we are with a request to adjust the Timing and Phasing Plan AGAIN for the Rome Yard! What has RUDG done so far as the Community Benefits Agreement (CBA)? That was supposed to be implemented with Phase 1 but RUDG started with Phase 3…like 3 years LATE!! I sat on the beach last year reading the contract with them…it SUCKED then…and the COT continues to bend for RUDG without getting anything further for our citizens. Is RUDG paying to offset the additional housing that SHOULD have been completed by now? How have they done anything to “pay for” not getting on this project in earnest? See #11, why are they paying for each time they want o adjust the plan. Folks are HOMELESS because they aren’t getting the job done!!
- YET another revision of ROME YARD agreements—Now this is from the new document that they are proposing…but I’d bet there may have been statements like these in the previous contracts—Page 12, item 15, a. Lessee's Default. Lessee shall be in default under this Agreement if Lessee shall violate or fail to comply with or perform any of the terms, conditions or agreements to be performed or observed by Lessee under this Agreement, within thirty (30) days after written notice from City or such additional time as shall be necessary in the event such violation cannot be cured within 11 such thirty (30) day period so long as Lessee has commenced to effectuate the cure within said thirty (30) day period and thereafter proceeds continuously and diligently to complete such cure. WHY are we giving them more time and NOT getting any money??? We still have folks living on the street because RUDG isn’t doing the job that they REQUESTED AND AGREED to do in a timeline mutually agreed upon????? NO ACCOUNABLILTY!
- Well, once again the RE department has failed to include any sorts of MAPS to a land matter. I don’t believe these are entire parcels changing hands but who knows because there isn’t a map or survey…just a bunch of words. This evidently is a round robin land swap between the COT, RHH 220 7th Ave LLC, Ulele Inc and Florida Avenue Holdings- it doesn’t look like any funds are changing hands.
- See item 16
- 3rd amendment to the Tampa Bay Estuary Program membership for the COT as a board member. (Who sits on the board representing the COT) COT pays $71k this year for membership with slight increases annually when there will be a new amendment.
- 2nd Reading- Rezoning- 4102 N 22nd St
- 2nd Reading- Rezoning- 2707 East 22nd Avenue unit 1 with a BONUS AGREEMENT
- 2nd Reading- Rezoning- 110 S Boulevard with BONUS AGREEMENT
- Veteran’s board Ordinance- TERMS on page 2—WTH? So, TCC gets to appoint for 1-2 years but the Mayor appoints 1 person for 1 year and her other 5 for 3 years…did anyone tell her that her term is UP in a year???? I mean let’s do what is right and give the next Mayor the ability to appoint more than one person? NEXT ISSUE—This is a VETERAN’s Board, as the spouse of a VETERAN for nearly 30 years, I disagree that it should be made up of anyone who is NOT a veteran!! It is just not the same. It should ONLY BE VETERAN’s on this board!!!
- See #4, implementation of water capacity fees. I am curious if there is anything favorable for large developments who are trying to reduce water usage?
- Administrative Update
- I didn’t understand this last week, still don’t. I’ll leave that to my CRA loving friends. Spend a bunch of money…do we get beside opinions?
- Part 1 of 3 Contract with Kokolakis Contracting for $22million for a warehouse on North Howard with a Forensics lab attached. I’ll be dead before this joker is paid for. SMH
- Part 2 of 3, appropriation of CIP funds for $175k from the CIP funds
- Part 3 of 3, Reimbursement Resolution—which means we are going into DEBT for $27million for the Howard Ave Warehouse/forensics lab for TPD. No wonder there weren’t any Public Safety Items on the agenda this week! It’s all right here!!
- TPD/TFR are to report on Autism sensitivity training- Nothing in ON BASE but it says there is a memo coming from Chief Bercaw
- Update on the voluntary card carrying for individuals with autism blue cars to identify themselves with law enforcement. It looks like Tally did something useful and passed legislation to make this statewide. Wonderful!
- Monthly report on Station 24, where are the pictures of what has been done? Can we see anything yet?
- Annual report on disability internship program.
- See #32
- A written report on repaving 30th st.
- A
written report on the catering services for the parks department but evidently
the BIG issue was a Julian B. Lane not necessarily the other parks
locations? I don’t recall them ever
discussing other locations just JBL.
