- Vehicle Use Agreement between National Insurance Crime Bureau and COT. You know sometimes these things require more reading than necessary. The agenda item doesn’t make it clear who is using whose vehicle. The NICB allows TPD to use a Nissan Armada for insurance related crimes.
- Movement from the general fund (Utilities Services Tax) to TPD for transportation equipment. WHAT is a CIB Trailer? That’s what this says it is for?
- $427k for meridian barriers--- I am assuming these are for parades and they are going to be placed by someone OTHER THAN STORMWATER?? How many barriers do we get for that kind of money? I googled them, I can’t see how much they cost per barrier?
- $60k for Mindbase use for TPD a health and wellness program. Why is TFR not included in this contract? When I look at Mindbase’s website they show for all areas of public safety?
- The City of Tampa is passing through $178k to Safe & Sound Hillsborough to oversee care coordination and navigation services to participants. (What does randomized to the treatment groups mean?) Hoping to reduce recidivism, increase emotional intelligence and completion of CBT programming with positive behavior in school and grade promotion. This grant requires monthly reporting or NO more money!! This bar for the funds is MUCH higher than those set for the EDC that was on the last agenda. (Personally, I think we should spend more money on this program!)
- A grant agreement between the COT and FL Department of Financial Services for $290k to purchase a rescue/marine unit. Where is the second part of this grant agreement, like number 6 & 8? It is also not clear, is TFR responsible for this unit?
- Straz Center agreement with the COT to hold Dance and Gymnastics recitals at the center for up to $49k for 2026
- COT services agreement with The Grow Group for the internships for the COT for people with disabilities for $15k. It doesn’t seem like a whole lot of money for them if they are paying the interns out of those funds? Maybe I am just confused? After seeing the other items maybe this is for one intern?
- COT demolition of 808 E Baker St the owner of this home sold it in 2023 and it has been owned by three different LLC since that time. I am paying more attention to these demolitions being caused by investment properties.
- $15k for workforce development software by Economic Modeling LLC. For neighborhood and community affairs
- Renewal of contracts with Advanced Arborist, LLC, Mid-Florida Tree Service, Inc. and Pete & Ron's Tree Service, Inc for tree services in the amount of $1.5 million for Parks and Rec.
- COT clean up and/or mowing at the following properties (1) 1412 E Seneca Ave, (2) 5607 N Armenia Ave, (3) 8506 N Mulberry St, (4) 208 W Powhatan Ave, and (5) 1305 E Palifox St.

- $1million for title companies for the COT over the next 3 years. It sure does seem like a LOT of money for closings? I don't recall ever seeing Title Company agreements like this before?

- $75k award for background checks to First Choice Research and Investigations, LLC dba First Choice Background Screening, the COT says the conduct approximately 500 background checks annually.
- This law firm only shows 4 attorneys. Yet there are 7 areas mentioned in the $200k per year contract. There is no evidence that any other firm was considered for this contract? What I have seen within the COT this would often be considered by at least 7 attorneys dealing with this in house. I’d also like to note this is the only law firm that I have googled that is missing pictures of their attorneys and staff. Can someone please explain the basis for this contract? Or am I missing something?

AND most of the contracts are for it to remain affordable for 30 years? You’d think these would all align with each other? 99 years is a LONG time, no one signing any of these contracts will be alive in 99 years?

- I am really confused about this joker--- $10million for consultant service for the CRA? WHY? They seem to have a bunch of proposals but can’t get anything done but now they want to pay people to develop more proposals??? I am not a CRA expert but from my seat it looks weird???
- $16 million for the fleet maintenance decentralization project. I just don’t understand how we are going to keep paying for these huge projects?

- TPD and Contract administration to present an update on the Howard Ave Evidence and Control Capital project…let’s find a name for this thing that can be easier to say and to NOT get confused with the Howard Ave Stormwater project?
- Legal Staff to present on the feasibility of an ordinance mandating an annual public safety master plan. Annually might be overkill BUT every three to five years? AND they should be given a copy of the Hillsborough County Public Safety Plans as a template. I can find the presentation from a couple of years ago for their Fire plan. It was AMAZING!
- Veterans Advisory Committee—please when drafting the ordinance make sure you have a “babysitter” from the COT who is responsible for this committee. I thought this was set up several years ago because someone asked my husband to be on it?? Why is it 13 members? Why not just 9, this ordianance again with the 3 years, but if they all start on the same date, you end up with everyone expiring the same time. Why not 1 or 2 years with renewals as the appointing member sees fit? The original members for certain should be appointed for alternating 1 and 2 year terms to make sure that they are cohesively covered. I am not sure about the mission for this committee, I think they are kind of vague.
- Construction FEE study and Land Development FEE study updates are we going to wait around until last minute to publish these studies just like the LDC?

and Action fund, why are they not participating in the housing items as noted
