NOTE my issues with 3-8---- There are NO applications attached to this item!! There are NO applications for the neighborhood positions that are appointed by TCC? These are ALL 3 year terms which is NOT what the RESOLUTION says—these should be staggered Terms. The only person on this list that I've ever seen working for TREES in our community is Ricky Peterika. WHERE were these positions advertised?? The NEIGHBORHOOD positions are NOT advertised on the agenda this week EITHER!!
- Appointment of Ricky Peterika as member of Natural Resources Advisory Committee for 3 years….it took them YEARS to stand this committee back up NOW they have everyone ready for it all at once and the entire committee will be on board by the Mayor NO input from TCC AND not one member of TTAG ???
- Appointment of Jacqueline M. Perry-Cahanin (Scientist) to the Natural Resources Advisory Committee
- Appointment of Kevin Johnson (Developer/Builder) to the Natural Resources Advisory Committee
- Appointment of Sam Faraj (Engineer) to the Natural Resources Advisory Committee
- Appointment of Joseph J. Brooker (Arborist) to the Natural Resources Advisory Committee
- Appointment of Nicholas Buchanan (Real Estate Professional) to the Natural Resources Advisory Committee
- Donation of equipment to TPD from RISE Tampa of binoculars, ballistic shields and weather meters valued at $32k
- Reimbursement agreements for 28 TPD recruits for the training program. Recruits must work for TPD for two years after they complete training.
- Retirement of the TPD mounted horse "hank" donation and hold harmless to Officer Rainy Perez.
- Resolution accepting the donation of a house valued at $10k to TPD for the mounted unit.
- Resolution for the transfer of funds for TPD purchase for drones that were not delivered until after the FY25 year was losed out.
- Changes to the budget for funding improvements to the COT golf courses for $200k for capital improvements.
- Code enforcement will secure 1817 E Yukon St after owners failed to secure the property themselves. The cost to the COT to do this is $7750.00
- Code enforcement will demolish the building at the property located at 3913 W Cherry St after owners failed to care for the property. The cost to the COT to do this is $10426.75
- Transfer funds from the CIT program to $300k for the rpleacment of the HVAC at the New Tampa Rec Center. Was this not planned?
- Special Event Permit- Tutu's & Tennis Shoes 5k:

- Special Event Permit- Fiesta Day
- Special Event Permit- Gasparilla Distance Classic Runs ( I want to see ALL of TCC be able to participate in next year's Gasparilla Parades!!! We have 8 elected officials and I would say that 6 of them should ALL VOTE NO ON the SEP for the parades unless they are allowed to participate!!)
- Special Event Permit- Rhythm on the Water
- Change Order 2- Adding $353k to the Water Main Improvements with Westra Construction Corp, it looks like the original contract is $8million?
- Amendment to the design build agreement from 80 days to 160 days for the Pam Iorio Garage elevator and associated modifications to the structure.
- Award to Diversified Professional Services Corp removal of Grit and Jet-Vac removal services for $400k for the wastewater department for one year with 4 renewals. There were 32 bids for this service. ($133k per year)
- Renewal of contract with SAT Industrial supplies with 3% CPI increase for Polyethylene Water Boxes for $335k with the Water department.
- AJ Palonis Park improvements--- ABOUT DAMN TIME! The money to do these improvements was gifted to the COT in 2021, the contract signed in 2023. Yet, this item is for $1.5 million when the THEA gave us $2 million AND they only spent $200k. Where did the other $300k go???? If you aren't spending it at THIS park, it needs to be spent on other parks in SOG!!
- Public hearing for educational facilities revenue note for Trinity School for Children project under IRS code, I don't understand this but it is something I see from time to time that doesn't cost the city money.
- Contract with Friends of the Riverwalk for $150k for special events and services.
- Internal Audit of Mobility on Street Parking. _ I recall some folks complaining that parking fees have went up recently? Is that true? I know that TCC doesn't park on the streets often and I don't pay for parking because of my DV tags. THEY did!! October 1~~~
- COT agreement with several construction serviced businesses for residential rehabilitation and repair services for $1.9 million but a cumulative total of $11.4 million from Housing and Community Development Department.
- Grant of easement for 6907 N Nebraska Ave to install/repair sidewalk.
- Movement of $118k of SHIP funds for grants.
- Resolution for the Election commission to use several parks facilities for the Senate District 14 election in March--- NOTE Josie Tomkow does NOT live in the City of Tampa!! How can she represent our community when she doesn't LIVE in the community?
- Resolution for the electiosn commission to use several parks facilities for the 2026 elections.
- Temporary easement for CSX near E 4th Ave.
- $1.7 million for stormwater generators by Caterpillar Inc.
- Cleaning contract for the "WEST locations" of the Parks department – WHY does this say it is $338k on the agenda but their bid was actually $327k…the $338k was the 2nd highest bid??? Did someone give Onyx Cleaning a $10 raise before they even started? I can't wait to see the definitions of the other areas of the parks districts!

- Administrative Update
- Lease with the county Library for the old Carnegie building at 102 E. 7th Avenue and 1717 Tampa St. I know that there are folks in the community would like to see this building opened back up for PUBLIC use rather than the current use.
- Design Build Contract with Phinazee Construction for Rey Park Design Build project for $3.5 million funded by the West Tampa CRA
- Report for traffic jams downtown caused by event related road closures. Bottom line is that Mobility and TPD have thought the problem through completely and they did what they think is best and within compliance to our city ordinances. At least that is what I read in the memo. Heaven forbid we look at ways to move folks into the city for these events that does NOT include everyone driving their own cars to attend!
- Who gets police escorts? Well, the memo said, TPD defines that. Lots of other words along with it…but that's what it boils down to.
- In person report about the special needs internship program.
- Staff to report naming the internship program #55 after Mike Phillips. I am ALL in for this!! Now, can we get some interns working??
- Posting the special needs internship program on the COT website, so the public can learn about it?
- Surplus funds from FY25 budget…see item #27, where did that money get squirreled away? I mean, if it wasn't spent elsewhere…where did it hide for 5 years? (I am guessing it was hiding in the same corner as the Fire Station 24 funds?)
- City Clerk transmitting the 26-27 TCC calendar through July 2027
- Sidewalks—I do NOT believe that sidewalks should be waved if there is a sidewalk on the other side of the street. (Believe me, the stupid sidewalk on VACANT land at the corner of Prescott and Westshore that was installed at the cost of $32k to the citizens of Tampa is the perfect example of how ridiculously obsessed staff is with sidewalks on both sides of the street!!) Now, do I believe that we should make it easier to install sidewalks? ABSOLUTELY! But the idea that someone would need to come before council to install one is ridiculous. Just like the folks in the mobility department thought it would be a great idea to take out large trees fronting Manhattan to install a sidewalk when the common sense solution would be for me to allow COT the ROW on my property to install it on the OTHER side of the trees. That should be able to be done by simple agreements.
- Office of returning citizens update- Goodness, can the COT staff just do what TCC members request without someone having to spend time at TCC to report each quarter?
- Changes after the fact are problematic to say the least. A two story administrative increase in residential should impact the set backs? I think TCC should start using the last paragraph recommendation on page to with 4202 W Spruce St. As that 2 stories would make a HUGE impact on the abutting neighbors!
- Instead of amending Section 27-138, City Council may wish to consider adding a City Council imposed condition to a PD site plan which prohibits the ability to administratively amend such PD site plan.
