  1. COT Black History Month Committee invitation to TCC to the 38th annual COT Black History Celebration- When? Where?
  2. Commendation for International Longshoreman for their 90th anniversary
  3. JCC Federation to present for the International Holocaust Remembrance Day.
    WAIT---WHAT?? NO PUBLIC SAFETY ITEMS???
  4. Resolution assessing cost for clean up of the following properties because the owners have FAILED to keep them up. (1) 3616 N 25th St, (2) 4103 E Knollwood St, (3) 3004 N 20th St, (4) 4103 W North A St, and (5) 2109 E 93rd Ave
  5. Resolution for the costs to demolish the buildings on the following properties. The owners have FAILED to keep the properties habitable or safe. (1) 10220 N 28th St, and (2) 3413 E McBerry St
  6. 3% CPI increase for city wide services from TCC Enterprises Inc for Citywide clean up services for Code enforcement. (I am REMINDED that the COT paid Keith O’Connor for 12 weeks before being FIRED those funds would have paid for 20% of this contract!!!!!!) Go figure.
  7. Amendment 1 to COT contract with Fl Fish and Wildlife Conservation Commission for Davis Island Dockage and Mooring. $630k in grant funding and COT funding for $283k -- $250k from Utilities Services fund and the rest from Capital projects fund. This Amendment is extending the contract only. WHY are we extending the contract? OK—so I can’t find the location of this Dockage? When I google DI Dockage and Mooring, it comes up to the Convention center docks? THERE IS NO ADDRESS of the location on the contract or the cover sheet? It says that the COT is charging $7.15 per foot for docking at this location. I heard a sailor BRAGGING this weekend that we was paying $9 a foot for a place in Sarasota!! WTH? Why would the citizens be supplementing for those who have enough funds to buy a LARGE boat? There are NO long term rentals currently available. If I recall correctly, that was the case two years ago. I guess someone has to DIE to give up their UBER cheap dock rate?
    I’ll remind TCC members to ask about how the Dock at JBL was damaged? WHY is the docks there not being repaired by the boat owner who damaged the docks??
  8. Resolution for improvements for ADA restroom facilities at GADSDEN PARK for $775K…now lets get some TREES planted down there on the walking trail!!! Can someone also ask for a REPORT on where the AJ Palonis Park funds went??? $2 million given by THEA!! YET another SLOOOOOOOOWWWWW ROLLL…
  9. Change Order 1 to Fire Hydrants Assessment and Replacement Program with Westra construction. Crediting the COT with $359k
  10. Solid Waste purchase of 2 – Kenworth T880 CNG Rolloff Body vehicles for $834k with the Sheriff’s Association Contract.
  11. Solid Waste purchase of 3 Peterbilt 520 CNG Chassis with front loader from Rush Truck Centers for $1.5 million
  12. Change Order 2- Asphalt Restoration Contract 2024 for COT and Precision Paving of Tampa for $750k – One year extension to an already two year contract for a total of $2.2 million.
  13. $1.6 million – 3 year contract for temporary labor for Solid Waste department with A&Associates Inc. 32 bids were received for this contract. The COT saved 19% of the cost by the bid process.

  15. COT contract with FDOT to pay FDOT for destroying the Ybor fountain as part of the interstate expansion project. WTH?? They want to destroy something and need $110K to do it?? So FDOT pawned the fountain off on the COT to keep up with and repair in 2003, but FDOT wants it back now…so they want the COT to pay them to demolish it? There is a corrupt file on this item that I HOPE like hell is the original contract where FDOT gave us this fountain to babysit until they wanted to land back? I also hope there is some documentation that FDOT gave us the money to keep up with the pony they “gifted to us” and now they want back?
  16. Westlaw Proflex with CoCounsel Subscription for $55k for the legal department.
  17. Movement from the TREE Trust Funds to the Water department to pay for trees planted as part of the water department projects in both Virginia Park and McFarlane Park. Checking with my tree hugging friends to ensure the numbers are correct on this contract as they are only supposed be paying for type 1 and type 2 trees only. (I think 1 & 2 are correct)

  22. Communications tower agreement with COT and Cingular Wireless for 6801 N Albany Ave with a rent increase from $3852 per month to $4500 per month for 5 years and a one time processing fee of $2500 AND 3% annual price escalation.
  23. SHIP agreement with Catholic Charities Housing- Mercy Oaks II, providing a loan for $1.25 million for partial funding for construction of 17 unit townhome rental development for 80% AMI or below! Good on you!! Extending the agreement until 6/30/26
  24. Sidewalk Easement for 4100 W Boy Scout for replacing/repairing the sidewalk from Metwest International Owner.

The Jackson house agreement with the Accardi Properties LLC must be extended because the COT hasn’t done JACK SHIZZLE with this property even though they’ve had an agreement for MORE than 2 years!! This is BS… why is it that NONE of the media cares about this!!!???? STOP the political NONSENSE!!
  26. Land use restriction for AFFORDABLE housing—expires on 1302 E 21st Ave. I hope like hell that the folks who own this property aren’t going to put the affordable housing on that lot for RENT at market rate??
  27. $983k TO the West Tampa CRA from the general fund. I don’t understand why they only receive 80% of the TIF revenue instead of 100%? I am sure someone will help a sister out?
  28. Re-appropriation of $135k funding for the Planning Department for the Suphur Springs Neighborhood Action Plan. I SEE that EVAN has FINALLY been made the head of the planning department!!! ABOUT DAMN TIME!! Now, with that being said, will anyone actually do ANYTHING with the SSNAP??? If the last half dozen studies show us anything… the answer is NOPE!

  34. See item #8--- SHOW me the receipts!!! The request to spend another the $1.1 million, $775k on Gadsden park but the funds for JBL, need to be addressed, who hit the dock? Why is their insurance NOT paying for the damage, NOT the COT tax payers! Attenuator Dock Repairs implies that this upkeep NOT repairs from damages from negligence???
  35. CareATC, Inc. Contract with the COT with a 3% escalation--- for FY26-27 for $5.1 million. The memo from Kelly Austin nicely lays out the cost savings for the COT tax payers.
  36. Renewal Resolution for Solid Waste and Big Dog Express of S Florida without price increase for material hauling services at McKay WTE plant for $3.3 million
  37. El Prado award for sidewalks from Omar to Bayshore for $6.1 million with Burgess Civil LLC. The bid process saved the citizens a little over 5%. It doesn’t show the complete streets, just the sidewalks on the paperwork.
  38. Update from Parks and Rec folks about ADA equipment being installed outside of CRA as regular part of the improvements. Is Washington St Park NOT in the Channelside CRA?
  39. SEE Item #17 While I 100% agree that the water department needs to have their funding for installing trees returned to their budget, ONLY for type one and type 2 trees. I wish everyone had heard the ridiculous conversation that CAB had with staff on Saturday at the tree meeting where the gentleman said she should “advocate for the changes she’d like to see” What? Where has he been for the last 5+ years?? This is the tree fund folks, we should be using it wisely. Not just planting JUNK!! The TOP of the list of trees planted were CRAP myrtles… those are not trees by any stretch of the imagination!

  46. Staff to report on public records requests being FREE for City Council members. This is kind of a well, DUHHHHH, why should they pay for it? Continued until March 26th for new City Attorney request.
  47. Council to hold conversation with staff about the future of “big blue” and debt. I CALL BS on the memo, they should have notified council they were putting out the RFP for selling the building….TCC can have the conversation WITHOUT staff if that is their plan. No need to include them in a discussion…since TCC doesn’t know about the RFP, they can’t possibly be in violation of the RFP process! Just sayin….

  51. South Howard Flood Project—This is supposed to be a GREAT 8 Capital Improvements update—Council changed it to only speak of the South Howard Project (SHP). The SHP will take up EVERY penny of our stormwater improvements tax assessment. THAT MEANS--- NO MORE PROJECTS for any other part of the city of Tampa without the citizens paying MORE in taxes. That means no help for Davis Island, No help for Port Tampa, No help for any of SOG ---that has doubled its density since 2018. No help for North Tampa that flooded….not unless there is a new tax assessment. REMEMBER--- all the outfalls in South Tampa are AT CAPACITY!!!
  52. a. The City has not declared the EXACT area covered by this project. - the maps have certainly changed! I hope council will ask for ACCURATE maps with numbers!!
  53. b. The City has not declared how many square acres will be helped.
  54. c. The City could easily define how many homes and businesses will be helped by this project.
  55. d. The City NEEDS to show us the size and scope of this project compared to the Lower Peninsula (AKA Macdill 48 or M48)
  56. e. The City NEEDS to show that the work to be done is apportioned to the rest of the folks who were flooded in the City. Boca Raton V. State says that assessments must be spent apportionately.
  57. f. NOTE this is also on the NIGHT AGENDA--- to move money for this project!
    1. Staff to report on housing for folks with disabilities.
    1. Pause of Code Enforcement fines during the permitting process—if the reason the work isn’t done—permitting slow rolling the permits—citizens shouldn’t be fined for the days that the COT is holding them hostage. I am hearing from developers large and small that permitting has become a full fledged NIGHTMARE!!
    1. Tampa City Council Salary, tie it to the Mayor’s salary. I think it is approximately 40% of her salary for now. But honestly, TCC is moving from a part time position to a full time position. The can’t get all their business done on one day per week. This week is the perfect example. Tie it to the Mayor's salary and be done with this. I thought you'd already tied it to ATU increases?
    1. The health of the pensions for the City of Tampa.
  58. NOTE: Item #1 was supposed to be a review of the Great 8 Capital Improvement Projects for the COT. IGNORING the other 7 projects is NOT cool. These are HUGES uses of our tax dollars that have some gaping holes in them. I am going to talk a little about the ones that concern me.
  59. A. West Riverwalk- there are two sections of this project that are NOT being completed by the City of Tampa, instead the administration relies on ONE developer to finish those two sections, one is the between Kennedy and the Selmon--- Where is the paperwork for those two sections? We need to see those brought forward. WHERE is the guarantee that the developer, who has been difficult at best in relation to other projects for/with the City….we’re trusting them to finish out a $57million project for us??? SMH - $10m from West Tampa CRA
  60. B. South Howard Project- current price tag $65million- we have ALREADY financed $20 million. How much have we paid to date to finance those funds?
  61. C. Fleet Maintenance at 40th st—is this the area that is moving off of Spruce, that folks have been talking about selling for YEARS, but it hasn’t been put out for RFP, BUT they have put out the RFP for BIG BLUE that will leave TPD homeless????? $14 million!!
  62. D. Fleet Maintenance at Port of Tampa- $14 million – this one does NOT say where the funds are coming from??? I would hope they are coming from the Wastewater department as it is an Enterprise department.
  63. E. Relocation of the Solid Wast Facilities to the McKay Bay area $107million- a mixed pot of funding both general fund and solid waste funds.
  64. F. Another $18 million for the movement of the fleet of solid waste trucks to McKay Bay facility.
  65. G. TPD Howard Ave Annex- $40 million that has NOT been approved, but this is a HUGE property with a lot of potential but from what I have seen is it will be a HUGE warehouse. I guess TPD has a different plan for where leadership will be located as they have mentioned a $400 million headquarters…
  66. H. Fire Station 24, it is about damn time, this was approved in 2021 but NOTHING was done until the last year or so when TCC noticed. $24 million, how much more is that than if it had been built in 2021 as directed?? Where did those funds go?
  67. I. Public Safety Training facility-- $13 million.
  68. J. Tippin Water Treatment Facility improvements-- PIPES project funding- $41 million!!
  69. K. Wastewater Pumping Stations- $48 million- pipes project funding.
  70. L. Ashley Drive- $22 million project for downtown. This should be paid for 100% out of the downtown CRA funding.
  71. THESE Projects are nearly a HALF a billion dollars—they are NOT all the projects for the City!! Are they ALL necessary? Have we paid off the projects that have already been built?—Hanna St, East Tampa Rec Center, the M48 project. Have we paid off the $50 million we gave to Vinik and Bill Gates? There are no NEW stormwater projects planned for other areas that flooded so badly? IDK, but we should all be asking?
  72. NOW- the Evening meeting—I don’t normally speak about the evening meetings BUT— it is CRAZINESS!!
    1. Moving $20 million from the M48 project DEBT to the SHP—How can we spend borrowed money? Why would someone borrow $20 million more than they need for a project? If I recall correctly, M48 actually came in a tad under budget. What “mortgage”—Bonding Company loans you 20-30% MORE than you need for a project? ALSO—I always hear Budget and finance talking about NOT borrowing until you need it? This $20 million was NOT disclosed to council during the budget process???
    1. 2-8 are land use changes- I don’t understand why there is only one document for all these items? Nothing uploaded from the City Staff?
