- 10 minute presentation for Suling Lucas-Harris & Shirley Foxx-Knowles who have both earned the designation of Master Municipal Clerk! Cause they are awesome sauce!! FACC Central West Director, Lisa Morris will be in person to present.
- RISE Tampa donation of a bike trailer valued at $10k
- Resolution to approve behavioral health and wellness agreement with C3 for $135k for TPD officers, this was previously paid for by a grant, since COT dollars will now pay for it, will it cover other departments?
- 36 month contract for CLEAR software subscription for TPD for $53k. It is a public record database for investigation and due diligence.
- A copyright agreement between USF and COT for photos to be used for the Gasparilla Distance Kids run.
- Amendment 3 with the FDEPA grant agreement CZ620—Did I miss something? This is a $60k grant for an ADA walkway to Ben T Davis Beach. It’s taken 2 years to do that? 4 resolutions? SMH, that is embarrassing. They could have at least included a picture of the walkway?
- Hold harmless agreement with HCPS to enter property at Blake HS to restore access to an irrigation well for the West Riverwalk.
- Accepting two 15 passenger vans from Children’s Athletic Division for Parks & Rec to be used for Aquatics department to promote water safety and aquatic sports development. Valued at $118k
- 4th amendment for licensing agreement with Verizon Wireless for telecommunications equipment on COT property at 333 S Franklin St (Convention Center) It says there is no fiscal impact
- Covenant agreement with FL Fish and Wildlife Conservation Commission for Lowry Park Zoo at 1101 W Sligh Ave for the Manatee Rescue Complex and Reptile and Amphibian Discovery exhibit.
- Solid Waste purchasing 3 battle motor raiders w/ New Way sidewinder automated side loaders. $1.4 million
- 2 battle motor raider chassis with side loader bodies. For total of $879k through the FL Sheriff’s association contract for solid waste department

- COT agreement with FDOT for airspace beneath I275 downtown interchange so as to maintain East Henderson Ave. Funny it repeats airspace but it is for the road below…are we flying over Henderson?
- Contract with HST for water meter replacement citywide. You know it seems like we see one of these every couple of weeks, how many meters have been replaced in the past 5 years (who pick a period of time) and how many are left to be replaced? It seems like this is on the agenda with other vendors, but this one is a new vendor? If I recall correctly Dallas 1 has had the contract for a while. How is it established which meters are replaced? Do they do one in one area then move onto another in another area? Or do they do one community at a time? Just curious? Citywide always makes me wonder.
- Garage door service contract for Solid Waste- $258k for 3 years. Wow! That seems like quite a bit. I didn’t know garage doors were that big of a PITA? I know dealing with them in houses, you might have 2 problems in 10 years, broken spring and tired opener. I know Solid Waste has multiple doors AND I am certain they are more complex but it seems a tad high…but what do I know? Only one bid? That’s interesting because some of the BIG names should have put in a bid. Miner isn’t even a FL company.
- Vacuum truck services for the WTE plant for $872k for 3 years from Gaffin Industrial Services.
- Contract with Aveva Flex for $261k for 3 years for the water department. Computer parts/software for water stuff. I looked at it, I don’t understand it but that’s ok. Lol
- Contract for solid waste for machine shop services with CB Anchor Machine & Fabricating, LLC, and Redfish Fabrication LLC dba Anchor Machine & Fabricating for one year for $221k
- Resurfacing of New Tampa Blvd from Meadow Pines to Bruce B Downs for $2.5 million from Local Option Gas Tax funds.
- COT agreement with the Ye Mystic Krewe of Gasparilla to construct a temporary retrofit of the Ballast Point Pier---WHY hasn’t this been fixed yet? I mean, I keep hearing about it still being damaged from the storm. I’d also like to point out that Parks and Rec received $650k from the gas line going through Port Tampa that could have been utilized to get some of the work done? Just sayin…. Interesting that pirates can get the work done that the COT can’t??
- Internal audit of TPD Traffic Citations- I wonder how the compare with the report from the Times that said traffic tickets are down around the state from our state troopers? It doesn’t say much about the data they analyzed, I’d certainly be interested in that data.
- Ethics Committee report for 2025- Only one Ethics Complaint filed. It is interesting that this report is only NOW being filed with TCC. It mentions that they turned over their proposed changes to the legal department in October. It fails to mention that they were NOT approved. I personally don’t care for the statement on page 5 of the document that says, “The Legal Department is finalizing the code with the recommended changes in place for final approval.” Because that crap need not come back that makes unpaid citizens of Tampa into lobbyists!!! I think it should be removed from the report. Proper documentation of what actually happened at TCC should be in an amendment to the report if it is left in.
- A funding agreement from the COT with Catholic Charities of St Pete for $1million for homeless services.
- Sidewalk easement for 1101 West Main St from the Tampa Housing Authority. Which means that it is now the COT’s problem to keep up the sidewalk.
- Sidewalk easement for area in the vicinity of W Spruce and W Chestnut from the Tampa Housing Authority. Why is only going about halfway from Delaware to Willow instead of the entire block? It also doesn’t show an easement on Spruce? Will there be sidewalks installed there as well?
- Private dock agreement for 2906 North Shore Place
- Replat of lots off Regnas Ave East of 46th St near Kimbell Elementary School. In Temple Crest. It looks like 36 SF detatched homes will be built in the new PLAT.
- A contract with G3Life Applications working for the COT goals for job training programs at 5107 North 22nd St.
- COT Amendment #1 for agreement with FLDEP for grant agreement 24srp71 let’s call it what it what it is…or what it sure as hell smells like HOWARD AVE PROJECT! $10million grant for new box culverts. This is the first time I saw them document, “259 acres” I want to see a MAP of those 259 acres. That sounds interesting. I’d also like to see this project and the impact compared on a line by line with Macdill 48 project? How many acres was that? I may have seen a map of that area at some point, but the Howard Ave project is debatable and there is nothing in this contract of the area impacted. ESPECIALLY when this project will likely BOND all of the remaining stormwater assessment until it terms out. Have we followed the apportionment necessary for the assessment?
PLEASE NOTE—this is in conflict with our current budget. We don’t have the $54 million to pay our portion AND Budget and Finance has confirmed that! - COT contract with Tampa Spring Co for additional suspension system repairs for Logistics and Assets department. The original contract was for one year for $180k and wanting to add another $150k for a total of $330k
- Alpha 8 Enterprise, hauling of street sweepings and stormwater sediments. Why isn’t this going directly to the WTE plant? I mean they deal with their street sweeper collections? We’re paying someone else $402k to hall it where? Do what with it?
- Resolution approving Jnandlal Maintenance and the COT paying $300k for brick street and paver repair services. For what parts of town? Is this Ybor CRA repairs/replacements? What about the other parts of the COT?
- 2nd Reading- Vacating the alleyway located North of 7th Avenue, South of 9th Avenue, East of 42nd Street, and West of 43rd Street.
- 2nd Reading- Vacating the alleyway located 31st Street, a portion of 15th Avenue and that alleyway that are located North of Interstate 4, South of Columbus Drive, East of CSX Railroad, and West of Yale Street, within the Map of Vedado
- 2nd reading- I think this is the YBOR parking ordinance- 27-178 requirements.
- 2nd reading- vacation of ROW - located South of 26th Avenue, North of Plymouth Street, East of Taliaferro Avenue, and West of Nebraska Ave
- 2nd Reading- Rezoning for 4311 W Gray St
- 2nd reading- Rezoning for 1112 W La Salle St with BONUS Agreement
- 2nd reading for rezoning at 3812 Pinewood St
- 2nd reading for rezoning at 1942, 1946 and 1948 West Spruce St with BONUS Agreement
- Administrative Update
- Parks and Rec realignment from “Small parks” to Gadsden Park- YES! That park desperately NEEDS the ADA facilities! The Baseball Moms have been begging for it for years. AND--- AND---- The COT received $2 million from THEA for upgrades to AJ Palonis park in 2021- they’ve spent 10% of those funds. The COT also recently received $650k in ROW funding from the gas lines being installed in South Tampa, those funds SHOULD BE USED IN SOUTH TAMPA ONLY!!! JBL, that is another story! I have issues with the facility MAKING money and then expecting to take funding from other parks to do updates that should be paid for self-sufficiently. If it is not, then maybe we need to look at our vendor contracts that we have with those folks. I’d also question the $325k number for replacement/repairs along the docs, these pieces of equipment are well under 10 years old. How much of this should be covered by the builder/developer poor construction etc.
- What does this have to do with item #12? There is NO Lowry Park Shoreline project in the CIP nor is there one in the Parks Master Plan? Are we paying money for the new stuff at the zoo. While I love the zoo, it shouldn’t be at the cost of other parks in the COT.
- Is the highest and best use of this property what it currently is being utilized for?? 102 E. 7th Avenue and 1717 Tampa St this is for old library. There were some plans for this place but Tally wanted to screw us out of them.
- It looks like they found some money that was NOT the tree trust fund to pay for the crappy trees? I am not 100% certain, that’s CAB’s jam and TTAG. I’ll leave comments to them.
- $16million contract for 5 years with solid waste and ACMS for landfill disposal of Class I waste.
- Change Order 1 to decrease the McKay Bay WTC Design Builds Improvements with Charleys Perry Partners of $4.5million and the final payment of $266k
- Change Order 3 for contract with Dallas 1 Construction of $6million for a total contract of $37million for the water department moving water lines.
- Change Order 3 for contract with RTD Construction of $6million for a total contract of $49million for the water department moving water lines.
- TPD staff to report on the placement of a plaque to honor officer Morris Lopez near 7th Ave in Ybor.
- Staff to report on the number of returning citizens employed by COT
- Staff to report on the 2025 Summer Youth Program and how we can add more young people to the program. (How about NOT putting folks accused of crimes on “paid” administrative leave? If they didn’t do it, they can get their money paid to them when they come back. If they are fired, the Citizens of Tampa shouldn’t be paying for a paid vacation!!)
- Report for caterer list for COT venues. This should be interesting after looking at #45!! I am so GLAD Gwen Henderson asked about this!
- Parks and Rec to report on ADA compliance of parks OUTSIDE the CRAs.
- Staff to report on preventing traffic jams in downtown. Let’s start by activating HART for major events bringing folks from park and ride locations!
- Stormwater fund reporting… can’t wait to see this one.
- Update on the Land Development Code
- Staff to provide report on manatee protection zones and how does this connect with the two Lowry park items? Or does it?
