- Presentation for Tampa Bay Water 10 minutes.
- FDOT—NO update- because they don’t want to talk to council about how they are painting our streets, building ridiculously over priced interstates and ignoring the concept of public transportation. I guess no one in Tally gets any money from public transit in their PACs?
- 10 minute presentation from THEA president/CEO Greg Slater--- will someone ask him how he feels that we STILL haven’t gotten any upgrades to AJ Palonis Park despite them donating $2 million to the City for the work to be completed in 2021!
- 2 applicants for the reappointment to the Code Enforcement/Nuisance Abatement Board. (Continued from December 4th) BUT did we address the fact that most of the others expire soon or are already expired?
- Nomination of Scott Steady as the new City Attorney. I’ve dealt with Mr. Steady on several occasions as part of the FLUEDRA process. I’m of the opinion that Mr. Steady is willing to listen to ALL stakeholders in an honest effort to find equitable and reasonable outcomes to the process. (Not that I always liked them) I have been in on other FLUEDRA meetings where the neighborhoods were simply ignored. That’s never been the case with him. I’ll also say that I have only seen him appear ONE time before council. He was filling in for someone else in his firm who wasn’t available last minute. I don’t know if he works on land use regularly outside of the COT.
NOTE: We’ve had other leadership in LIMBO for months.. Evan Johnson remains “Interim”, has the position been advertised or do they plan to leave him linger in la la land not being permenant?? Same with Brandon Campbell? Has the administration done anything about the head of Code Enforcement, the administration paid for the position for 12 weeks VACATION…. It’s not a surprise that he’s gone. - Acceptance of microgrant for $175k for TPD for community policing services from the DOJ.

- Purchase 10 Ford Police Responder Vehicles from Duval Food for $529k
- Contract with Adventhealth Centra Care without price escalation for annual physical exams for TFR for $674k and an additional $277 for the HR/insurance division for a total of $951k.
- Resolution accepting $12k for services provided for the EEOCbetween October 23- Sept 2024 to investigate and resolve employment discrimination complaints. It seems that Parks & Rec/community affairs is a strange fit for this but I guess that is where the Human Rights department is located in the City’s umbrella.

- Assessment for the removal of 7021 S Kissimmee St- That God Awful eyesore on the corner of Commerse and Kissimmee St- I am confused why they owners didn’t have it removed themselves. They sure KNEW that it had been hit by a truck and it was no longer structurally sound (I don’t think it was before the truck hit it!) But what do I know!! I know the neighbors are just glad it is gone. It was ugly AND it blocked the vision of every single person moving from Kissimmee onto Commerce. My guess is that the COT will end up owning it because the owner can’t build anything on it. He hadn’t done anything with it up until now…so they may NEVER do anything with it.
- Contract renewal with Greenturf Services with 2.9% CPI increase for $739k. There is a great set of aerial maps with this contract to show where in the COT they are expected to service. I printed the one for SOG for later.
- Clean up of the following properties by the COT. (1) 2615 E Chelsea St, (2) 4734 W Trilby Ave, (3) 4619 W North A St, (4) 907 W Candlewood Ave, and (5) 207 E Virginia Ave
- Clean up of the following properties by the COT (1) 8511 N 48th St, (2) 2418 E 18th Ave, (3) 1104 W La Salle St, (4) 1607 E 19th Ave, and (5) 2202 W Kennedy Blvd
- Clean up of the following properties by the COT. (1) 9410 N Mulberry St, (2) 6403 N 36th St, (3) 7409 S Manhattan Ave, (4) 908 E Bougainvillea Ave, and (5) 1504 S Howard Ave FUNNY that 7409 S Manhattan could pay to sue the COT TWICE over that property (south of the dump) but they can’t be bothered to keep it up?? SMH
- Clean up of the following properties by the COT. (1) 4214 E Cayuga St, (2) 6228 S Kelly Rd, and (3) 6223 N 41st St

- Petroleum Clean up program with COT and FDEP for environmental remediation of the Rocky Point Golf Course at 4151 Dana Shores. Why now? What is going to change?
- COT contract with Olmeter Corp with 2.9% CPI increase for water meter reading services in Division 1, $1.4 million not really sure where Division 1 is from the map.
- Resolution to spend $2.4 million from the Drew Park CRA for landscape, streetscaping at Lois and Grady. I wish that CRA spending was notated in the agenda.
- Resolution for design build initial services for $1.5 million with Brandes Construction for the new fleet maintenance facility at the WTE plant.
- Agreement with Black and Veatch for consultant services for the Electrical Improvements design for the Howard Curren AWTP. For $876k for a proposed $4-6 million project to upgrade the electrical.
- Change Order 4 for RTD Construction Services for citywide meter, hydrant and valve installation. It shows in Cover sheet-- $0? It is to provide for outstanding workorders to be completed under the current contract.
- Renewal of MJM Electric Contract with WTE Solid Waste department for $300k. The electricity is killing us lately no matter the department!
- Correction of a scrivener’s error for contract with Mayer Electric supply for $400k
- Amendment to contract with consultant, CPH Consulting for Lakeshore Pump Station Main replacement design for $501k from the COT. Man…we pay a LOT for consulting.
- Grant of wastewater easement from Quest Diagnostics at 4225 E Fowler.
- Construction agreement with CSX to build a AT grade crossing at E 4th Ave by the COT.
- Ybor CRA 7th Ave Street Surfacing project Phase 2, $664k from CRA funds.
- Contract with Legal Files Software 2nd amendment for $26k for legal document and case management system for the office of Human Rights.
- Contract with Hillsborough County allowing the continued use of 107 E 7th Ave and 1717 Tampa St for office space for library operations and parking.
- COT agreement with Lanier Parking Meter services for $1.9 million for mobility department for two years. If you look at the BACK UP page, this vendor was 23% higher than the second bidder. There isn’t really explanation as to WHY this vendor was chosen over two lower bids?
- Contract renewal with Onyx Cleaning services for the “EAST Parks locations” Although, there are NO districts for the Parks department… Cyrus Greene Community Center / Pool, Desoto Park Community Center, Ybor Art Studio, Gwendolyn Miller Community Center, Jackson Heights NFL Community Center, Grant Park Community Center, Oak Park Community Center, Ragan Park Community Center, Cuscaden Pool, Fair Oaks Park Community Center…there is our list for the EAST parks district!! Interesting, they weren’t the lowest bid two years ago, they have “satisfactory” performance but we renew them with an increase?
- Grant of a Transportation easement at 2510 N Tampa St to the COT from Tampa Heights MUI LLC.
- COT grade maintenance agreement with CSX for maintenance of crossing and warning devices at E 4th Ave by the Mobility department—Why? It would seem that CSX did their own maintenance earlier in the agenda?
- Petition for Review for 4001 E Hillsborough Ave. DE1-250-160—There is only one document submitted. I thought DE1 were for small changes to a site, this seems like HUGE changes, some of which are beyond the control of the COT--- Note Mr. Scott’s reference to FDOT permissions.
- This is the 2nd try for the use of vehicles ON MULTIMODAL TRAILS in the COT. I will look at the update later, but everyone should. I think TCC turned it from a punitive situation for ALL to something that weeds out the folks who truly put others in danger. But, I will say that some walkers are just as obnoxious as folks on bikes or scooters! I also want to SEE the COT providing more spaces for folks who want to ride and do tricks if they put this in place.
- 2nd Reading for the MULTIMODAL impact fees that had NOT BEEN RAISED since 1989!!! Why do we have potholes? Why are we missing sidewalks? Why do we not have turn arrows at dangerous intersections? Because we have not been charging folks that impact our city. Some of these things can’t be paid for by these fees but if we were pulling in appropriate fees for these impacts, it frees up funds in other areas to spend on the items we need most. (I.e. if you get food stamps to help with the costs of groceries, that frees up funding to pay rent or utilities…it IS the same!) Not to mention that NOTHING costs the same as it did in 2009 let alone 1989!!!
- The repeal of the parking changes that were made to protect folks in Ybor from neglected parking lots. SB180 SUCKS…TALLY SUCKS.
- USF master plan for Campus Development. I am not seeing that this is a CLEAR plan that really follows everything. For example this master plan doesn’t show the future land use for their properties as defined previously and currently. The maps are TERRIBLE. It makes me wonder what else is missing???
- Vacation of 2 ROW South of 26th Avenue, North of Plymouth Street, East of Taliaferro Avenue, and West of Nebraska Avenue that were done years ago but the property hasn’t been developed yet???
- Petition for Review—2901 N Albany Ave – I am confused are they keeping the missing middle currently on the site or are they proposing packing more into the lot? I’ll be interested to watch this hearing.

- Howard Ave project,…$4.1 million for design build with Kimmins Contracting group
- Howard Ave project--- I THOUGHT that TCC specifically requested that the stormwater label be removed from the WATER department part of the project that is NOT Stormwater related? As this part is for the replacement of 100 year old ++ water pipes? It needs to be done with or without the stormwater project.
- $335k spent on Trees from two tree trust funds as part of the water line replacements in VPNA and Mcfarlane Park. While I am not a fan of them planting anything other than Type 1 trees. This is an example of the Water department answering the call to help with places to plan trees in the COT. The other issue is that the trees that died in less than 6 months weren’t replaced by the vendor. “they died from the hurricanes” was the company’s excuse for not replacing them. They were TWIGS poking out of the ground, which is not hurricane damages!! SMH Notice that some of the trees were removed by private homeowners. It sounds like if this was ever done again, checking with the property owners to ensure you are going to not lose trees to that situation.
- Community benefits agreement between the Tampa Museum of Art and COT connected with $25 million grant from the Downtown CRA for 120 W Gasparilla Plaza. Interesting what the Community gets for the funds. Kids programing, veteran’s discounts, cool roofs, minimal disruption of the riverwalk etc.
- Benntag Mid-South Inc purchase Liquid Caustic Soda for 24 months for $7.1 million
- $4.1 million contract with Kimmins for city wide water main improvements. Interesting that it doesn’t appear that Kimmins was the lowest bidder the COT staff states that they were awarded the contract due to https://codes.findlaw.com/fl/title-xix-public-business/fl-st-sect-287-055/ I will make a note to dig further on that statute and also to see how much more using this statute cost the COT. THANK you for the maps of the areas involved!!
- Pulling $955k from the general fund for construction work that needs to be done as part of this project. I am confused, I thought that when the Water department tore things up like this, they paid to restore it? Please correct me if I am wrong. I do think that the Natural Resources Citizens committee might be helpful in getting some of the trees planted as part of this project BEFORE it actually happens rather than as an afterthought. Although after the 1st goat rope, they may not want to cooperate with the tree folks for tree funds any longer? Who could blame them?
- Wastewater Gravity Sewer Rehabilitation by Cured in Place Pipe. $3.3 million no maps of the areas that are impacted? It would seem that they would need a map of the areas to bid on it? But, hey, what do I know?
- Contract with Biltmore Construction for $11 million for design build agreement for Curren Wastewater Plant replacing heating, ventilation, and air conditioning along with other services in the administration building. Wow, did we do any improvements in the COT over the past 25-30 years? It seems that we’ve allowed every building in town to go to POOP and nothing was done? Buckhorn built a boat house…what else did he do for our City Services? I am thinking NOTHING!!
- I am confused, why is this on the agenda twice, It is also #27 for Zero dollars but this is change order for $6 million more for meter, hdrant and valve installation and replacement. If we are doing initial installs, how much of these funds being paid by developers?
- Contract with sun Civil LLC without price escalation for Installation, maintenance, repair and remodel for $7.5 million without price escalation. But the last contract was $11.5 million?
- TPD and mobility to appear to report on the safety of 7th ave in Ybor
- Staff report on inclusive playground equipment at parks outside of the CRA- Now, we’re putting out an RFP for equipment?
- Request for the fund balance remaining from FY25 budget. Asked to be continued until January 8th
- Hurricane victims being able to pay into the sidewalk fund at the OLD rate. While, I can see the new rate adding to the cost of rebuilding a home. I think that many evaluations would find that the homeowner would only be paying at $100 per linear foot with a two car driveway on it about $3200 for the sidewalk installation. That is generally less than one additional house payment for a home. I’d rather see the city wave other fees than allow them to skip out on the sidewalks.
- An in person report on interdepartmental agreements. (I am interested to see how this works.)
- Repudiating the use of the word “retarded”.
- TPD staff to report on the placement of a plaque to honor of Ovvicer Morris Lopez, to be continued.
- A written update on the Construction Fee Study and the Land Development Fee study. I am disappointed that the report hasn’t been shared as part of the request for the continuance?
