Weekly Agenda Review
December 4, 2025
12/4/25
- Commendation- Police officer of the month
- Commendation- fire fighter of the quarter
- Commendation ATU employee of the month
- Why are we only re-appointing one person when we have many who have terms expired? Are they still on the board or are their vacancies? Who can answer these questions? 9 positions, 2 vacant and expired, another expires in February. That’s a clear as mud!
- Purchase of 4 Chevy Tahoe from Stingray Chevrolet for $215k.
- Mutual Aid agreement with the TPD and the City of Winterhaven.
- A data use agreement with THE Ohio State University for gathering research data from TPD for studying drone use.
- Contract expansion with B&B sportswear for an additional $100k with cumulative total expense of $300k for various departments, is this citywide or only for TPD? How do you go over by 1/3 of the contract? Are we having higher than normal turnover. I mean, seriously, my son had to buy additional uniform shirts at Chik fil a. There was a budget and we’re over by 100k? That’s not being good stewards of our tax dollars. Are administrative staff being given “swag” At my house if we reach the end of our budget funding, we go back and look at the budget for the next pay period, not just throw more money at it.
- Purchase 40 Ford Interceptors from Duval Ford for $1.9million
- Approval of high water conversion bed for brush truck for a total of $237k for TFR.
- Special Event Permit – Hot Chocolate Runs
- Integrated Power Services contract to make Electric Motor Repairs for $577k at McKay WTE plant for Solid Waste over 3 years. How do they know how much repairs will cost or is this more of maintenance contract?
- The claim by the COT of the portion of Bermuda Blvd between 22nd and Lindsey as the COT has maintained the property for 7 years. Interesting that there were numerous mobility and water department issues that were in the system. I wonder if they were neighborhood concerns entered? I guess after digging around this was considered to be a county road?
- Brownfield declaration for Channelside Drive Park location 810 Channelside Dr Why is the address NOT on the COVER SHEET?
- Agreement with Hillsborough County EPC for access to the Channelside Drive Brownfield
- Brownfield declaration for Cypress Housing Project. WHY is the address not on the Coversheet? 1002 N Howard and two additional lots on W Cypress.
- Agreement with Hillsborough County EPC for access to Cypress Housing Project property.
- Brownfield declaration for E Hillsborough Ave a Shadowlawn Ave
- Agreement with Hillsborough County EPC for access to E Hillsborough ave and Shadowlawn location brownfield.
- $38k seems to be the FIRST installment not the total for the work outlined in the contract? That’s a pretty good stretch of Lois to be impacted for that low of an amount. What else will be added to it? All of the items covered according to the cover page, seems more like the hundreds of thousands of dollars kind of contract. Just sayin…
- Scrivener’s error with for lockbox services reduced from $360k to $120k.
- Purchase of computers and other hardware up to $1.05 million
- Internal Audit of Construction Services, lots of recommendations, especially for SOPs, maybe this is one of the reasons for it being so stinking hard to get permitting done in the COT?
- CDBG funds going to Metropolitan Ministries up to $125k
- Movement of CRA funds from Channelside $1.3 million for a stormwater project, Drew Park $2 million for neighborhood park, and Tampa Heights $100k for Public Art. The total is $3.5 million
- Extension of Grant agreement between the COT and the State for Jackson Hous restoration until June 2026.

- CDBG funds of $100k per year for three years to Tampa Bay Neighborhood Housing services under HUD.
- Development agreement with TRU Construction for 1526 N Nebraska Ave, again, up to 140% AMI which is MARKET rate! Why are they doing infill of missing middle instead of single family detached homes?
- Approve Parking agreement between ZooTampa and Lowery Park Zoological Society of Tampa.

- 2nd reading for vacating ROW-- West Dryad Street right-of-way located North of San Gable Court, South of San Miguel Street, East of Old Tampa Bay, and West of Dundee Street. The neighbors are NOT happy about this. It’s a ridiculous land grab and the COT should plant a big old grand tree there and let kids continue to play on this property.
- 2nd reading- This is what is LEFT of last year’s publicly initiated text amendments THANKS SB180 for screwing us over otherwise.
- 2nd reading- Changes to the Tree ordinance

- Petition for review for 2805 Old Bayshore Way for DE1 – a fight over a fence.
- Multimodal impact fees- We won’t be raising any additional impact fees for development for quite some time. It is my understanding that we’re going to see similar gaps in the cost to the city vs what developers are paying in both the Land Development fees study and the Construction Services fees study. You need to make this one good because we spent a lot of money on those studies to put them on a shelf to gather dust. THANKS TALLY…YOU SUCK!
- Adminstrative Update
- 2nd reading on the $53million dollar project for the Master Plan improvements for the Tippin Water Team for electrical.
- Another $9million for Tippin Water Master Plan improvement but NOT to exceed $16.3 million
- Howard Ave project to replace the water pipes, which are 100 years old. I don’t recall if number 60 or 61 is the one that replaces existing pipes and the other is attached to the Howard Ave Stormwater debacle. $4.1 million
- See #60 but $3.1 million
- $4.2 million contract with Preferred Materials for cold milling and Resurfacing change Order 1-- #2 on the memo says for Citywide Armed Security Guard Services??? This is doubling the original contract, assuming this will be for 25/26 years?
- Discussion about removing the line from the code that says: whether there is no existing sidewalk to which the proposed sidewalk can connect” about sidewalks. I have sent a separate email to council about this issue.
- Stormwater and Parades—well, we want folks to be SAFE at parades and other events BUT can’t the City stop using the folks who are helping keep our communities safe from flooding? Reality is that the events are pulling a 4 man crew from stormwater work 50 days a year!! That is 10 weeks LOST to keeping ditches clean, streets swept, and grading done. NOT to mention that Stormwater is two special assessments on our taxes for Stormwater…there IS some supplement from the General fund but then last year they had $1 million worth of mobility salaries paid out of the Stormwater budget. That doesn’t really cover the loss of the $236k of productivity from Stormwater ON Stormwater. NOTE, they have been doing this since 2017 when the stormwater assessment was passed!! NOPE, I am not going to drop this. Thanks to Jamie Adair for helping out with it!!
- In person report about keeping Ybor and 7th Ave safe and pedestrian friendly.
