  1. Commendation to Valerie Soberon
  2. Planning commission to present to TCC about the 2026 Redistricting plan.
  3. Confirmation of Rick Kugler on the Planning Commission board
  4. Presentation of applicants for the Planning Commission Board--- I ENDORSE MATT SIENK.
  5. Piggyback agreement for TFR for Supplies from Ten-8 Fire & Safety foam, small tools and equipment and SCBA gear for $870k, saving the citizens of Tampa approximately $130k
  6. Interlocal agreement between COT and Safe & Sound Hillsborough the city will contribute $43k for 3 years. For a public health approach to violence prevention.
  7. Subgrant to traffic enforcement & education from FDOT for Tampa Safe Travels 2026- $350k for overtime salaries and speed enforcement measurement devices.

  9. $12k for TFR Fleet CIT #6 fromFY24 why is only NOW being spent? The money will fund a fire safety trailer for community Risk Reduction- student Fire education.
  10. Receipt of TPD grant for motorcycle safety training from FDOT for SMART training to teach survival skills. $170k WHERE AND WHEN WILL THESE CLASSES BE TAUGHT??

  18. Approving renewal of Annual Federal Equitable sharing agreement for FY2025 – this is a program that allows for forfeiture of items seized from criminals an be equitably shared among the involved agencies.
  19. Parks and Rec receiving several piece of office furnishings donated by Gene Cabrera valued at $20k.
  20. Hold harmless agreement for the construction of the Wintervillage between the Tampa Downtown Partnership and the COT to use Curtis Hixon Park. (WHO IS PUTTING UP THE BARRIERS? Is this coming out of our STORMWATER FUNDS???
  21. COT picking up and mowing the lots at the following properties. (1) 2501 W Carmen St, (2) 3608 E Mohawk Ave, (3) 6004 N 36th St, and (4) 915 W Warren Ave
  22. COT picking up and cleaning the lots at (1) 4324 W Green St, (2) 1319 W State St, and (3) 2903 N 10th St
  23. COT securing vacant structures at (1) 715 E Bird St, and (2) 915 W Warren Ave
  24. $1.1 million for Gadsen Park---WHEN DID THEY HAVE A NEIGHBORHOOD MEETING ABOUT THIS???? Where did they have it? Who was invited? WHAT ARE THEY DOING WITH THE MONEY!! No one will deny Gadsen Park needs attention but what are they spending the money on??? I want to see the plans?? I mean this park was the WORKHORSE last year during the hurricanes taking all the yard waste! It deserves some love.
  25. COT picking up and cleaning the lots at (1) 3803 N Whittier St, (2) 7310 N Florida Ave, (3) 3504 E 8th Ave, and (4) 5506 N 37th St;
  26. COT picking up and cleaning the lots at (1) 2408 E Columbus Dr, (2) 302 Caspian St, (3) 3714 W Euclid Ave, and (4) 8123 N Rome Ave

  28. $320k for Lowry Park shoreline improvements from Parks and Rec
  29. Picnic Island change order agreement from Florida Department of Environmental Protection for the timeline only NOT the cost.

  31. Special Event Permit- March for Life Youth Rally
  32. Change Order #3 for Wastewater Manhole Rehabilitation decrease of $16k with the final payment of $152k to Structural Coating Systems
  33. Change order #2 Process Air Piping Replacement – It doesn’t appear that there is a change in the price this time simply the final payment of $5k and the extended completion date of 8/6/25
  34. Change order #1 for Manhole Rehav with Structural Coating Systems with decrease of $195 and final payment of $22k
  35. Agreement for Design Build servies for $697k for COT and AD Morgan Corp for Pam Iorio Garage Elevator and design build services.
  36. WTH is going on with this contract. There are some WEIRD things. a. The original bid is listed between 300-450k, but they want you to approve $800 k?
    b. They are evaluating enterprise funds services in addition to general fund services—are the enterprise funds paying their fair share?
    c. It is called a design Bid-Build contract—WHAT ARE THEY BUILDING? d. Only $80k of these services will be performed by the engineering firm from the sub bid.
    e. WHERE are the other 3 bids?
    f. They repeatedly use emergency preparedness, YET, no mention of TFR or TPD.
    g. Why are they creating surveys? Does the city of Tampa not already HAVE those for the properties they own?
    h. THESE^^^^ are the questions I had in 5 minutes of looking at the documents. While the Budget Committee actually asked for this assessment, it would seem that we asked for a bike for Christmas and received a CAR?? WHY?
  37. Master Service agreement for e-Builder for 5 years for Construction Management services for $2.5 million
  38. Amendment #3 to Riskmaster Access Agreement with Computer Sciences Corp for Training in Risk management/HR for $19k
  39. Internal Audit of Tampa Convention Center—Result-- The system of internal controls within the Division needs improvement
  40. Ground lease for aircraft hanger at 4400 W Tampa Bay Blvd—NOTE the Coversheet says TPD will need to renovate the hanger…so look for them to come with hat in hand for more $$$$ The new lease starts at $200k with a 3.3% increase annually for the next ten years.
  41. Movement of funds for the CRA to the tune of $747k over all CRAs.
  42. Grant of stormwater and wastewater easement for 505 North Rome Ave to the COT for installation/construction/repair /operation of drainage facilities. I THINK this is about them taking possession after the developer builds these services under the property? NOT sure…
  43. CDBG funds agreement between the COT and Early Learning Coalition of Hillsborough County services. Up to $100k
  44. CDBG funds agreement from the COT to Lighthouse for the Blind for up to $75k
  45. CDBG funds agreement from COT to Urban Development Community for up to $75k
  46. CDBG funds agreement from COT to CDC of Tampa for up to $75k
  47. Hold Harmless agreement with Dress for Success (no issues with dress for success here) I am reading this “RFP” agreement that seems to look and smell a lot like a lease with no payments. It also looks like the COT will be responsible for any big repairs to the building which is NOT common in a commercial lease? The COT would be responsible for the roof, plumbing, HVAC and more. So, they are gifted rent and the COT will also be paying for upkeep on the building…no exceptions for damages caused by the tenant in what I read?
  48. Resolution allowing access to 1916 N Nebraska Ave to Creative Environmental for site assessment. It is the lot at the corner of Nebraska and Palm
  49. Grant of Easement from Hillsborough County to COT for sidewalk at 3419 N Nebraska
  50. Grant agreement for $70 to the COT for businesses in West Tampa and Sulphur Springs for Extreme Weather Preparedness Program. That’s nice, not sure what they can get done for $70k, who will be getting the trickle down effect of these funds? West Tampa has a CRA, Sulphur Springs should be the priority.

  52. Movement of $100k from the FY25 budget taking $100k from Parks and Rec and reallocating it to Facility Management?? Give Parks and Rec their money back unless they are providing services to Parks and Rec…that’s not what the Cover sheet says!! Robbing Peter to pay Paul! Parks & Rec continues to do without and they take their $$$????
  53. $723k for generator maintenance through out the city. By TAW Power Systems. LORD, how many generators do we have? We could BUY MORE THAN $700 generators for that money EACH YEAR!!? Now, mind you not all the generators owned by the COT are $700 generators, but without any additional information it seems VERY high! I’d like to NOTE this is a RENEWAL of a 2021 contract and 2023 contract YET in 2024 we had a LOT of generator FAILS during the hurricanes…but yet we’re renewing?? Mr. Eck even signed off that their services were “satisfactory” NOT Excellent….I’d argue that those who lived near generators that did NOT work properly would argue that they were “UNSATISFACTORY” AT BEST! This contact is for $1980 PER DAY---for 365 days…those generators should be ON POINT!!!

  56. Public Hearing set for December 4th at 1030am and December 18th for Campus Development Agreement for USF at TCC chambers.
  57. 2nd Reading- Amendment of the Comp Plan for the Capital Improvements Section.
  58. 2nd Reading Comp Plan amendment for 1703 North 24th Street, 1701 North 25th Street, 2602 East 7th Avenue, 2623 East 8th Avenue, 2622 East 7th Avenue, 2624 East 7th Avenue, 2702 East 7th Avenue, 2706 East 7th Avenue, 2615 East 7th Avenue, 2703 East 7th Avenue, 2707 East 7th Avenue, 2705 East 7th Avenue, 2709 East 7th Avenue, 2805 East 7th Avenue, 2805 East 7th Avenue, Unit ½, 2901 East 7th Avenue and 2915 East 7th Avenue, from Light Industrial (LI) and General Mixed Use-24 (GMU-24) to Urban Mixed Use-60 (UMU-60) and Community Commercial-35 (CC-35); I am NOT in love with all of this plan being able to go residential. (It might not but it could!) BUT at least they didn’t try a damn Live Local to do it.

  62. Amendments to Chapter 27 – I believe that these are the changes to make sure that the debacle on Paris St doesn’t happen again?
  63. Amendments to Chapter 27 – Active Duty military who retain homestead should not be held to this ordinance. If they are stationed elsewhere. I seriously doubt there are more than a handful of homes that are owned by AD who leave them and they are rented separately BUT they should not be held to the standard that they must live on the property in order to rent the other unit. There are MANY AD families who have extended family members living with them. It is quite common. I have sent a separate email about this matter to legal and to TCC.

  65. Petition for Review for 505 West Ross Ave Public Hearing
  66. Ordinance for COT vehicles within parks, violations etc. Speed limit on multimodal trails of 10mph in the COT. No wheelies, etc. Check it out in total for the violations.
  67. Administrative update
  68. The settlement approval for Hopps V City of Tampa for $7.5 million, that is CHEAP considering the poor guy sat in jail for a crime he didn’t commit.

  70. $53 million project for the Tippin Water plant sitewide electrical improvements. I want clean water and if this is what it takes to get it done.
  71. $7million for security guard services through out the COT for 3 years. I am assuming that the enterprise funds are paying their fair share of this security cost?
  72. Black & Veatch to report on the Post Hurricane Regional Stormwater Assessment, well after looking at the PowerPoint. WHY DO THEY NOT HAVE AN ACCURATE MAP OF THE COT??? The map on page 7 was the one they had a Jan Platt Library. When I asked Michael Phelps- from B&V why they didn’t have any notations from the COT on that map, he said they COT hadn’t given it to them yet?? I’ll dig to find out, but I am certain that I should TCC at the time that they didn’t have the COT information on that map!!
  73. Updates to the Stormwater master plan! I sure hope like hell there are NO SPECIAL events listed in there for the department going forward, but after seeing what Jamie Adair had received from a public records request…I don’t have much hope for that!! I am going to read this later, I want to finish the review and eat lunch.
  74. Parks and Rec plan for ADA equipment outside the CRAs. Let’s go back to a couple earlier items to dig further.
    a. #52—taking $100k from Parks and Rec for Facility Maintenance?
    b. #24- for $1.1 million I hope like hell the ADA modifications are being made as part of that plan????
  75. Multi-modal Transportation Impact Fee increase!! CITIZENS OF TAMPA THIS IS ONLY FOR NEW BUILDS--- we should NOT be paying their fees for them!! Support this increase. I’ll add a photo of the screenshot of the inequity of the City of Tampa Fees that haven’t been raised since 1989!!!
