Weekly Agenda Review

November 6, 2025

11/6/2025

  1. TPD officer of the month
  2. Appointment by TCC to the Planning Commission Board—I highly recommend Matt Sienk as he’s a former Neighborhood President in Tampa Heights in addition to being in the construction industry. ******
  3. Approving William Babcock as an alternative to the Architectural Review Commission until February 2026
  4. Approval of the Emergency Medial Transport Billing for $952k for TFR- why is 2025 $300k and 2026 $650k? Do we actually break even on the services we are billing for? Is this an area where the COT is losing money after paying out nearly a million over 2 years for the service? When was the last time the COT had a fee study done for TFR? I know they never miss a penny of TPD funding.
  5. Acceptance of a $10k grant for CERT Training.
  6. See #5
  7. NOW—We’re paying MORE $$ to the GTE building to rent rooftop space??? Why isn’t this going on top of TMOB or Hanna St Parking Garage or Ft Brooke Garage…OR any other City owned property?? Instead, we’re continuing to pay MORE money to modify someone else’s property while COT property sits vacant! When will someone ask for a report on all the vacant space in TMOB and Hanna St??
  8. Grant acceptance for the Port Security Program. $265k. Good to see them getting some money. I ready in LaGaceta last week that the port is SUPER top heavy in paying the executives AND…collecting $11million of our tax dollars from property taxes. (Geee, can we give that to HART instead?? That would at least benefit our citizens!)
  9. See #8
  10. $42k for the hanger rental for TPD . How much is the entire lease? Is this an increase?
  11. $600k for the convention center Chilled Water handling unti (I am assuming this is the AC system since TRANE is mentioned in the file description.
  12. Special Event Permit—Still Thankful-
  13. A settlement TO the COT from Atlantic Specialty Group for $766k for The Palma Ceia Water Main Replacement Phase III. I am just glad we’re getting the money instead of giving it for a change!
  14. See #13
  15. Contract with Matheson Tri-Gas, Inc. for the provision of Liquid Oxygen for 24 months by the Water department for $2.5 million.
  16. Contract with Xylem Water Solutions for submersible pump parts for $1million
  17. Contract with Inliner Solutions for Wastewater Tuberculated Gravity Pipeline Rehab for $2million.
  18. TCC approve an interlocal agreement with Pinellas Suncoast Transit for $350k for ferry services.
  19. Year end movement within the general funds for $3.8 million for Personnel Expenses. Why is TFR pension under revenue budget but TPD is under Expenditure budget? But otherwise, it’s moving around about $9.6 million
  20. Change request #1 for SOW Managed Services with T&I department for CRM software.
  21. Changes to the FY25 budget to allocate funds to the downtown/Ybor tourism marketing district fund for $285k.
  22. Contract for one year for response retainer service for cyber security with Optiv Security for $50k
  23. Year end movement of $30million from FY25 budget. $28 million is going to TPD.
  24. FY26 budget-$950k allocation for paving MLK from Air Cargo to Dale Mabry.
  25. Tree fund money being spent in Virginia Park and McFarland Park in the amount of $335k. I’d like to see a map of where they are going to be planted and how many of them are being planted. I did ask for maps to be included with this item.
  26. Year end movement of $8.1million within different departments.
  27. Mobility Transportation Engineering internal audit report.
  28. Hold harmless agreement with Kimmins for 7215 &7509 S Manhattan as a laydown yard for Stormwater projects. They are coming back for the Howard Ave project.

  37. COT contract with Tampa Bay Wave for technical assistance up to $100k for innovation based or technology services.
  38. Sidewalk grant easement to COT for 2516 E 15th Ave Unit #2
  39. Micromobility agreement with Lime, Pheenix and Neutron Holdings for micromobility
  40. Ditch maintenance and mowing for central and southern zones. This is the mobility department, why are they using different “zones” than the districts? I’d like fo whomever is over this process makes certain that they are cleaning up around the ditches, not just mowing. For YEARS these guys have been piling up trash/debris/etc ON the property, not carrying it off when they leave the property. I’ve seen them pick up large branches etc and put it deeper into the property making it then the problem of the landowners. This contract is obviously NOT what is expected. They should also NOT be leaving shopping carts full of trash on the ROW when they are done cleaning. The COT needs to consider how they can get stores to pick up their carts that are abandoned OR require them to put the stops on them to keep them from being stolen?

  55. Changes to Chapter 9 about Code enforcement issues. They are removing a bunch of verbiage about community gardens which are NOT really that simple to set up. I think this also takes out the free special magistrates and puts in paid ones.
  56. Historic preservation Tax Exemption for 2234 E 7th Ave
  57. Administrative Update
  58. GPS tracking- I am TORN about this item. First it is $3.9 million for 5 years. Who retains the data collected? The COT or the Telematic devices folks? I immediately thought of this reel https://www.facebook.com/reel/797962189511265 Not sure about it. But I will ask- WHERE is Adri Colina???
  59. COT contract with KCI Technologies for Utility Location services for 5 years for $7.5 million. I don’t see the bid information with the bids from the other vendors? Just sayin…
  60. Change order 2 to the City Wide Wastewater contract Sunrise Utility Construction for $4.2 million the original contract was for $12.8 million this is the 2nd one year contract extension for the same price.
  61. TPD report for establishing a police sub station in New Tampa. Evidently from the memo, they want to put all their current eggs in the Forensics basket but they’ll put a drone site on the top of the GTE building. (Not cost is under that item on the agenda?)
  62. Proposal for citizens with autism to have cards to carry for them to share with authorities. I think this is a great idea.
  63. I am going to reserve my comments on this item as I think CAB knows more about it than I do. I do want to SEE where trees are planted. I completely agree with CAB that ONLY Type 1 trees should be planted for mitigation by the City of Tampa! I don’t know how I feel about the water department
  64. Parks department to speak about updates for Henry & Ola Park
  65. Update on Land Development Code- When can we something in writing? I mean, they haven’t perfected 10 pages of the code to give folks a preview at this point? I am concerned at this point that nothing has been back to the citizens group at least?
  66. TREE canopy study with impacts of Milton and Helene
  67. Mobiltiy staff to provide report on improvements at Commerce Park, Liberty Middle and New Tampa Rec center.
