- Reappointment to the Tampa Housing Authority of Sul Hemani for another four year term.
- Set the administrative costs for School Speed Zone Camera violations at $50 (remind folks these will ticket through the ENTIRE SCHOOL DAY NOW!!!)
- Agreement with Teledyne Flir for an extended warranty for Flir Defense System. Some kind of system that will maximize ground clearance for helicopters. $86k
- Fire Prevention and Safety Grant for $230k from Homeland Security to the COT.

- Scribner’s Error on Resolution 25-299 replace the name Thermo Fisher Scientific Inc with Fisher Scientific Company
- Donation of 1- K9 dog “Shadd” to TPD to retired MPO Bradley Simmonds with hold harmless agreement.
- RecTrac LLC for Parks and Rec department – if this is the program they use to keep up with memberships. I was never a fan. I hope it’s gotten better since Covid. $31k ALSO—NOTE that the budget committee discussed with Sherisha the idea of allowing donations through the system to help offset the costs for lower income families? It never happened.
- Well, Well, Well…Nelson’s Tree farm is back for another $360k with a 2.7% price increase! This time for shells, mulch etc. They got 2.5% in January 2024 for $358k According to the contract from 2023 they pay ADDITIONAL for the installation??? The contract seems to indicate delivery/installation is included but then on later documents we’re paying for the labor to install? Which is it? See page 43 for the labor rates. Where did all these products get delivered and installed? How much extra did it cost for the man power to install? Because the contract says installed and then we paid extra??????
- Clean up unkept properties at (1) 3614 N 26th St, (2) 1305 E Palifox St, (3) 1811 E 21st Ave, and (4) 4805 N 10th St by the City of Tampa.

- The final payment to DPR for Hanna City Center. Decreased by $112k. 161k sq feet and 500 car parking garage and 31k for fleet maintenance. I can’t WAIT to see how much of this is actually ACTIVELY utilized??? I’ve only been on the 2nd floor of the parking garage ONE time. The place ALWAYS looks vacant. BUT, we still pay $68k per month to rent the GTE building!!!! Go figure!!!
- $749k contract extended for an additional year for the same price for paving. It mentions that this is for wastewater. I would expect that ALL these funds would come from the Wastewater budget. If not, WHY?
- Map/survey of 24th St, there have been many code enforcement complaints for this area. I am not really sure why they are doing this work? I am sure it is necessary.
- Contract renewal for roll off and compactor Containers for Solid Waste department.
- Changer order 1 for Herman Massey Park Rehab adding $136k to the bid. The original bid was 1.7 million with : Phinazee Construction. “For additional work within the park. It also extends the completion date” WHAT ARE THEY DOING?? WHY CAN’T IT BE THERE FOR EVERYONE to see?
- Conflict of Interest waiver for Urban Tampa DB Hotel Owner (currently has 717 signs all over the lot.) for an agreement for a Brownfield designation.
- The purchase of Citywide Cameras--- Let’s call it what it is…”some cameras anywhere in town” I am completely down with some CCTV all over the place!! If you don’t like it, you might want to rethink your lifestyle! $1.5 million for this is worth it if they can save ONE life from death OR unfounded accusations against someone that STEALS their life if the LIAR isn’t exposed. I’d also NOTE that this belongs under public safety.
- Renewal with Oracle Fusion Cloud Services for $877k for T&I for cloud services.
- Internal Audit for Human Resources Overtime.
- 3rd amendment for Software as a Service (SAAS) for Housing and Community Developmet departments. For $43k.
- COT selling a “very small piece of land” to RMC Tampa Commons, LLC. SOMEONE PLEASE TELL ME THE MEASUREMENTS FOR “very small piece of land” I can say this… 200 SQ ft was big enough for me to file a vacating of an alleyway but…multiply that by 10 because that’s what it would have cost me to do that under this item??? I’ll note that these funds are to be Kathy Echevarria Park…who in Oakford park will be commenting on these funds???
- See 61---IF THIS AGREEMENT IS PASSED, PLAN ON THE COT BEING ON THE HOOK FOR A GIANT FERRIS WHEEL IN A HURRICANE PRONE AREA. If they get the insurance paid by the FW owner…then we might have a different opinion.
- Movement of funds from the FY25 budget into the Convention Center budget $350k.
- 1st amendment to the Home Investment Partnership Program giving an additional $500k to the FY26 funding for AIDS Service Association of Pinellas, Inc. d/b/a EPIC
- Grant of Utility Easement to TECO from the COT at 2700 Maritime Blvd. It is near the wastewater plant.
- Grant of easement for 623 E 7th Ave for the COT to install a sidewalk.
- Grant of A stormwater easement for 4706 W Euclid Ave.
- Grant of a stormwater easement for 4708 W Euclid Ave
- FY26- Reduction of CRA funds back to the COT because there was a reduction in Port Authority funding. The total is $575k. But it doesn’t appear to equitably be collected/distributed among the CRA. It doesn’t appear that the largest amounts refunded come from the largest or the wealthiest CRA? Yet they paid in/receive back the largest amounts?
- FY25 budget- Earned income on mostly interest for the CRAs. Now, these numbers make more sense than the ones on #39. The total is $4.5 million.
- Transmit Ybor City Parking ordinance to the Planning Commission. My peeps in Ybor might have to help me understand what they are doing? I thought, they decided not to submit this?
- COT agreement with Visit Tampa Bay for not more than $48k for FY26
- COT allowing a sign to be located in the ROW/easement at 300 N Tyler St.
- Interlocal agreement between COT and Hillsborough County for collaboration for workshops and entrepreneur services not to exceed $84k
- COT agreement with Tampa Hillsborough Film & Digital Media Commission not to exceed $100k for FY 2026—What are they doing for $100k?
- $775k contract that contains 2.7% CPI increase for sidewalk grinding with American Sidewalk Management.
- $425k for sidewalk maintenance and restoration renewal with 2.7% CPI with Moreno Industrial Services.
- Maintenance agreement with Version Maintenance for Synchro Plus Sim Traffic Software for $8100
- Contract for Citywide Facility Maintenance Services for mobility with Kenyon Partners LLC for $1.8 million
- Public Hearing set for FDN25-87 Petition for Review for December 18th for 58 Albermarle Ave
- Public Hearing set for Publicly Initiated Text Amendments ALL from Chapter 27- it is labeled as clean for November 20th 2025 at 10am.

- See item #32—Ferris Wheel development agreement to utilize City owned property for this project. Where are the letters from the citizens. I don’t have anything to do with this but I understand that there have been many letters to TCC about the subject. I’d think these should be in on base? But this DA25-18100 isn’t in Accela. What is an ABS sign off that is in there for September but there are no attachments.
- Closed session meeting for the settlement of Hopps vs. City of Tampa. A man wrongly convicted for 31 years.
- DE-1 2805-7 Old Bayshore Way Petition for review for fencing along the property line. Looks like bad fences made by interesting neighbors.
- Code of Ethics revisions—do these start with the administration doesn’t investigate political figures without going before the Ethics commission? If not, they missed one. I’ll read through this later.
- Administrative Update
- South Howard debacle approval…. $4.1 million for the design build
- See #66 and that they are moving $3.1 million for it. I hope like hell this project does what it says it will do.
- TPD written report on Red light cameras in the COT. (They got my donations a couple times this year.)
- An Update on the creation an official office of “Returning Citizens” within the COT.
- Mobility department update on repaired roads and next roads to be repaired.
- Quarterly update on the the extension of the street car lines.
- Mobility to present monthly on stormwater system work. See Chief Bercaw’s memo dated 10/14/2025. It sure doesn’t match what the Mayor IMPLIED before the budget presentation. SMH… when people ask why the administration can’t be trusted…welp, THIS IS IT!!
- Lower peninsula watershed project- THANK YOU for putting page numbers on the slides!! Very helpful!! I’d like to know how many properties this project helps? I am sure they have the data? Just curious? It covers a large area of SOG but curious to see the area it proposed to impact. I’d like to also see the impact area proposed for Howard Ave.
- $2 million recovery fund. I’d like to see a break down of where the funding went by zipcode. We don’t need everyone’s business put out there but we do want to see that the funds were distributed through out the City.
- Discussion about the Charter Review Commission—My BIG fish for this commission is that if a TCC member leaves council after the first 100 days of the term it should be TCC members who chose the replacement from the pool of applicants. The vacancy of any seat on council for nearly 5 months is ridiculous. We saw from the process of replacing CM Dingfelder that it could be done efficiently and effectively.
- Station 24 monthly report for TFR
- Quarterly report on Sidewalk Construction.
- Stormwater department usage for parade set up. I didn’t record what the Mayor said at the budget meeting but she said they wouldn’t be using them any longer for parades…YET, here we are??? See number 72!!!
- Written report on the RFQ for K-Bar Ranch design.
