  1. COT purchasing department wins Achievement in Excellence award from National Procurement institute.
  2. FDOT—update—let’s see if they show up?
  3. Confirming Sul Hemani to the Tampa Housing Authority for another four year term ending in 2029.
  4. Confirming Thomas Murphy to the Tampa Housing Authority for a term ending in 2028.
  5. Approving and authorizing payment for School Crossing guards for up to $1.7 million with COT, Hillsborough County and Sheriff’s office for 25-26 school year.
  6. Spending the Urban Areas Security Inititaive Grant by TPD for an armored vehicle for Pinellas Park PD for $365k for armored bearcat vehicle.
  7. 8 Chevy Blazers pursuit rated Electric vehicles for TPD for a total of $386k.

  9. Interlocal agreement between COT and Hillsborough County the distribution of Emergency Communications Systems fee revenues - $827k total, $677k for TPD and $149k for TFR
  10. Public Emergency letter of agreement from COT with State of Florida Healthcare administration for the COT to send $2 million and the State to send the COT $4.6million. In my mind that’s a good trade.
  11. Agreement with TPO to do air monitoring and Air Quality monitoring in COT parks at no cost to the COT.
  12. PADL LLC contract with COT for Paddle board/Kayak services for Park sand Rec. The COT receives 20% of the revenue generated (gross or net?) It’s in the contract, GROSS.

When was the purchases approved? I am sure I should have noticed this before but it’s today’s though.
  20. A Joint Funding agreement with the US Geological survey for water data collection program for $91k. Joint means that the USGS is paying $25k? The last time we signed the contract COT paid $74k and USGS paid $25k. Seems like we pay more but the USGS doesn’t? It seems that the contract says where they take the water but it doesn’t say what it is for? How does this data benefit us? What is it for? It would be nice for the previously gathered data to be included in ONBASE?
  21. $189k for conveyor belt maintenance, for the WTE plant from Motion Industries Inc.
  22. Sedimentation Tank Maintenance Services for $300k for wastewater department by Moreno Industrial Services
  23. Grant agreement from the US EPA to the COT for keeping clean the Gulf of MEXICO for $500k previously the funds were used to enhance water quality and prevent trash from entering the waterways!
  24. Change Order 1 reduction of $95k off the $1.1 million contract to rehabilitate the Virginia Pump station. Good Job C&T contracting!!
  25. COT agreement with SWWM for the Lower Peninsula Stormwater project amendment, why it isn’t on the cover letter, but it boils down to SWWM is paying $12.5 million and the COT is paying $34million for the project. Its on page 6 of the 3rd amendment.
  26. An agreement for bank service called CLOVER, not sure what kind of bank services? I am assuming it is a Point of Sale service system? Is this going to mean that the citizens of Tampa will no longer be paying the service fees for those using Credit Cards to pay their bills at the COT?
  27. Amendment to contract with Medicare Advantage Group agreement between the COT and Humana Insurance for retirees and eligible dependents.

  40. CDBG funds to USF board of trustees for $75k for microenterprises and persons developing microenterprises within the COT. It looks like USF will provide matching funds.
  41. CDBG funds to USF board of trustees for $50k to provide one on one technical assistance to eligible small businesses. Consist of 6-99 employees. (Pardon me, but if you have gotten to the point where you have 6 employees and you are still considered low to moderate income, something is wrong… we should be focusing on smaller companies.) I KNOW some 1-5 person companies that could certainly use this assistance. I am just trying to figure out how a company gets to 20+ employees and still qualifies?
  42. Infill lot issued for 4207 N 30th St for a 140% AMI home to be built by Community Development Alliance, INC. It leads me to wonder why we aren’t putting a townhome (reasonably sized) single family attached, on this lot rather than a single family home that could bring the cost to make it available to 100% of AMI or less. ALSO, why are they allowing this to be a rental? What is the point? It should be sold. This infill housing should be supporting generational wealth. It could realistically be a generational property with an ADU as well. Let’s stop doing the same crap and expecting different results on these infill lots! 140%AMI is $102k for one person….for a family of 4 it is $146k. That is NOT poor folks housing.

(How much of this increase will be going to employee pockets?) $205k The bill rate is jumping from $18.30 per hour to $19.71 per hour. How much of that is passed on to the employees doing the work? I didn’t see that in the contract?
  46. Renewal of the award to USA fence Company with 2.3% price increase for $300k for pedestrian barricades for the mobility department.
  47. Allocations from a bonus agreement with the COT and Storcon Development LLC for $319k for complete streets. WHAT property is this bonus agreement attached to? Where is the bonus agreement documents? I would expect it would be in ONBASE or at least the address for the bonus agreement should be?

  68. Channel District CRA purchase 1125 and 1127 East Twiggs St for $4.5 million and $50k in closing costs. I sure am glad that Channelside gets to keep all those funds in their community because it is seriously blighted.

  70. Stormwater update. I want to know how all the ponds are maintenance each quarter but then folks find crazy things happening in the areas because they have NOT been maintained?
  71. Report on Hurricane Recovery Assistance dollars, $124k has been distributed to 14 households. They anticipate that they should have the entire $2 million distributed. I’d like to see the zip codes or TCC districts in the break down of spending? Just curious.
  72. Discussion about waiving the in Lieu of fee for hurricane victims.
  73. Requesting staff provide a formal written report on apprenticeship programs for the COT. The state has preempted our previous apprenticeship ordinances. SHAME ON THEM!
