  1. Project Focus presentation by Clayton Clemens about individuals with disabilities.
  2. FDOT Update—request for it to e continued to Sept 18, 2025—I’ll note that FDOT has done this a couple of times now. Not sure what that means?
  3. Agreement for Critical Care and COT for Zoll X Defibrillator and maintenance for $72k
  4. Making changes to the budget to appropriate $16k for item #3
  5. TFR- agreement with Florida Health Services for AIR medical services at no cost to the COT.
  6. Agreement between the COT and Mark Aubin- to hear contested parking violations, red light violations and speed zone violations for the COT
  7. Agreement between the COT and Sean V Donnelly- to hear contested parking violations, red light violations and speed zone violations for the COT
  8. Agreement between the COT and Bowde McAllister - to hear contested parking violations, red light violations and speed zone violations for the COT
  9. Acceptance of subgrant funding $350k from FDOT for Sit Tight and Belt Right program.
  10. Letter of agreement with University of N Florida and Institute of Police Technology with the COT for pedestrian and bike safety for $125k

  12. Subscription agreement for SANDBOX program for TPD, not really sure what the program is used for but they’ve been using it since 2003. It is utilized by the entire Tampa Bay Region. I hope the other municipalities are paying their fair share of this invoice?
  13. Clean up by the COT of the following properties: (1) 4515 N 38th St, (2) 3611 E Frierson Ave, (3) 2615 E Chelsea St, (4) 1104 W La Salle St, and (5) 3013 Sanchez St
  14. Clean up by the COT of the following properties: (1) 3605 N Whittier St, (2) 3611 Phillips St, (3) 3613 Phillips St, and (4) 3723 Temple St
  15. Demolition by the COT of the structure at 1405 W Arctic St due to neglect.

  17. Clean up by the COT of the following properties: (1) 2603 E Lake Ave, (2) 2609 E 20th Ave, (3) 4606 N 29th St, (4) 8305 18th St, and (5) 1412 E Seneca Ave NOTE—I’d like to see the properties that are on these lists noted as to the owners of the properties. When I see them in South Tampa—they tend to be investor owned- some with semi-active construction projects on them. OR they were purchased and the property cleared so that they could reduce their property taxes and left without any upkeep. If you “invest” in our city, you should be required to CARE for the property. NOTE- I find this different than a property that has been caught up in the PROBATE. There are different levels of neglect on these properties.

  27. Manhole cover rehabilitation- by Strutural Coating System- Change order 1- $2.4 million. Which doubles the original contract to $4.8 million for the one year extension. This was allowed in the original contract.
  28. Change order 1 for City Wide lighting design systems additional $2million I don’t see the original amount of the contract in the supporting documents - I have questions… a. WHERE are these lighting systems being installed? I don’t see any list of locations for this $6.3 million line item in the current CIP b. The CIP says the budget to date is $4.7 million, do we lump this additional $2 million on top of that? So the contract has increased by 1/3? I recall that we added a HUGE chunk of money to another contract for field lighting?
    c. This issue happens over and over again in the parks department. We spend hundreds of thousands of dollars or even MILLIONS of dollars without knowing where the funds are actually being spent? I mean, Mr. Ruggiero provided me list this week of updates made to the South Tampa parks, two include lighting—Palma Ceia Little League and Kwane Doster (Which had to be done as these are new football fields) Where did the rest of the funds go? How many parks received lighting upgrades for either 6 or 8 million dollars as that’s not really clear between the two documents?
  29. Renewal of award for purchase of Hydrogen Peroxide Solution 35% for $200k for the water department. No mention of price escalation.
  30. Renewal with Neptune Tech group for $700k for water meter parts and bakflow meaters. No price escalation.
  31. DECREASE change order 1 for Pump station rehabilitation with Granger Maintenance of $67k. That is a savings of 15%! Woop!
  32. Appropriation of funds for the Annual Boiler rental for Howard Curren Wastewater treatment plant of $200k.
  33. 20% price escalation for year one and another 10% for year two… Allied Universal must be the only dealer in town for Liquid Sulfur Dioxide! Or the tariffs are eating our lunch! $1.8million contract
  34. $83k for Recycle coach program for 3 years? What does Solid Waste plan to see as the Return on Investment in this program? I am just curious about the numbers for measuring the success for the expenditure of these funds for software that would seem to be forward facing for the public?
  35. Adding to agreements with Miller Electric, Minutemen Security, Presidio Networked solutions and License Plate reader services along with Citywide CCTV for $752k. Where are these Citywide CCTV cameras? I am guessing they are NOT citywide. What districts? Just curious? Are they only at COT properties or other ROW areas? I know they didn’t have any cameras at City Hall until not long ago.
  36. Agreement with Behavioral Health Services for use by HR in the amount of $210k for 36 months.
  37. Agreement with McGriff Insurance Services, LLC and Marsh & McLennan Agency for insurance broker services. It doesn’t look like there is a cost associated with this contract.
  38. An agreement between the NAACP and the COT to provide services connected with job opportunities and mentorship for $100k. I hope they issue the check within a week instead of dragging it out until next year.
  39. 2 year contract with Raftelis Financial for revenue and finance for Rate Consultants. I’d prefer that we slow down on the spending.
  40. Lowe’s granting of Transportation Easement for improvements, including signalization at 6201 Commerce Palms Dr--- I’d like to see more of this public/private partnership!
  41. MyDatt contract renewal- with a 2.3% CPI increase contract for the lean up in Ybor City clean team from the Ybor CRA- for $992k
  42. Seawall agreement for 2414 Riverside Dr
  43. Private dock agreement for 308 E Hollywood St
  44. Agreement with National Railroad Passenger Corporation (AMTRAK)with the COT for Union Station. Giving Amtrak $55k for the necessary relocation during the renovation of the Union Station AND reducing their rent by $500 per month during that period.
  45. It looks like the COT is receiving a stormwater easement at 2528 W Palm Dr in return for the removal of a Hazardous Laurel Oak on the top of the current box culvert.
  46. Amendment to an agreement with the Hillsborough County supervisor of elections for adding another park to the list of facilities utilized for the elections.

I do want to understand why we are eliminating the magistrates and sending this work out to lawyers. Will the folks being fined by code enforcement be paying for the additional costs for lawyers to handle these issues.

  69. Reimbursement Resolution--- AKA—Mortgaging our spending--- a. The TPD Howard Ave Annex has NOT been approved! So, why are we bonding it?? b. Why are we bonding the TFR maintenance and supply shop when haven’t even confirmed that the land they WANT to purchase is viable? c. I want to see them do some work on Station 24 before they bond for it. That station should have been done YEARS ago…folks allocated the funds in previous budgets for this building…WHERE DID IT GO??
    d. It is my understanding that SAFE STREETS is a no go at this point from the state?
    e. WHY are we bonding the UNITED ASHLEY project, isn’t the funding coming from the feds and the CRA? It should ONLY becoming from the downtown CRA, NOT the general fund.
    f. Maybe we should just leave the stuff on Spruce for a couple of years until we pay off some of the debt we already have?
    g. NOTE that when this stuff was bonded in 2022, interest rates were SIGNIFICANTLY lower than they are now. SMH… spend, spend, spend. h. Last, but not least, if you approve this BS, what will be the % of our bonding capacity for GENERAL fund. I don’t want to see it mixed up with enterprise funds. Just how much can we borrow and how much debt do we currently have.
  70. Design Build agreement for the Dissolved Reactor Rehabilitation at Howard Current Wastewater plant for $82million.
  71. This is a continuation of the contract for the City wide, meter, hydrant and valve installation/replacement. Will they be finished with this project after this Change Order 3? I mean we’re at $24 million- did we pay go for this or bond the funds?
  72. Receiving $13 million for traffic safety improvements for road improvements. I assume that this is the All for Transportation funds?

  74. Stormwater master plan quarterly update. I’ve sent this to my stormwater friends.
  75. Staff to study the possibility of procuring previously known properties that were used for stormwater but now hold homes. A staff report has been submitted.
  76. The monthly in person Stormwater update. Again, alerted my stormwater friends.
  77. Presentation about a proposal for citizens with autism to provide a card for police officers if they are pulled over. Interesting concept. I think it is a great idea, how do you control it at the city of Tampa level?
