Weekly Agenda Review
May 15, 2025
5/15/25
- Gold Star Families presentation
- Sligh Middle Magnet Robotics club Commendation
- ATU Local Employee of the Month
- Appointment of Stephen Sutton to Historic Preservation Commission for 3 years.
- Contract award with Arrow Energy w/o price escalation for $720k for supplies/materials?
- Approving agreement with Pen-Link for PLX software agreement for $42k for TPD. Not sure what this software does.
- Approving the new Soundoff Signal Lightbars for $2.2 million for TPD, what about TFR? Do we really need to retrofit our older vehicles for these lights…they look like the one the Sherriff’s office already has on their rides. Would it not make more sense to install them on newer vehicles and add them annually to the new vehicles as purchased?
- $85k for cybersecurity software (at least this is what their website says) and equipment for TPD.
- Subaward to Crisis Center of Tampa Bay of $550k. I seem to recall another agenda item with a large sum going to CCTB without accounting for the funds for the services offered that was on the agenda recently.
- TFR- 4- Ford Transit 250 Ambulances for TFR for a total of $680k. I thought we preferred Freightliner to Ford, maybe I am mistaken. I know that the wait time for ambulances was ridiculous.
- Amendment to contract with ForceMetrics adding Criminal Justice Services for TPD.
- TPD forfeiture Fund grants to local charities, of $45k
- $250k for a consultant to ensure that the fire station 24 is properly built? How many hours of service does that provide?
- Homeland Security Grant to TFR from the State for $16k.
- See #14
- Grapple truck for $238k for Neighborhood Enhancement.
- This is for additional funds above #16 for parks and rec up to $298k. I’ve never seen a two item with different numbers, why not put the Kubota Tractor for Parks and Rec as well for $61k
- COT to secure the vacant property at 5506 N 37th St- non-homestead property owned by a gentleman who lives in the COT, but the address in the Tax records is incorrect, is he receiving notifications? I mean, it took me two minutes to find him in the appraisers website.
- Special Events Permit- Juneteenth
- Special Events Permit- US Conference of Mayors
- Special Events Permit- Main St Homecoming
- Standardization of contract with PerkinElmer services for $58k
- Purchase 2- F550s for $204k for the Wastewater department
- Purchase Sodium Chloride solid over 24 months from Odyssey Manufacturing for $1.1million
- Amendment of Contract with Kimmins for the Harbor Island Force Main for $916k increase for a $79million project.
- See #25, again they are not the same numbers, I don’t recall seeing this before?
- Contract with Tetra Tech for $763k for wastewater design improvements for Coachman between Bayshore and Macdill Ave.
- See item #28
- $486k consultant agreement with Alan Plummer and Associates for contract for 18th St Pump Station Rehab Design.
- Amendment to agreement for Design build initial services with Kimmins for Citywide Water Main Improvements. I had to go to the 3rd document before I found any mention of the $$. It’s estimated at $3 million on the old contract. Of course that is a target goal, not the actual amount.
- Amendment to design build with Westra Construction- I think it is for the came as the contract for #30, 4 bidders were all hired to complete this service.
- Designbuild with Dallas 1 Corporation for water main improvements See #30-31
- $160k to the GTE building lease from the water department. I assume that when the offices are finished at the Water facilities, that they will all be moved onto COT property? Spending $160k a year for that lease is ridiculous. If they aren’t going to Water property, they need to be moved to Hanna!
- See 30-32 but for Ric-Man Construction
- We don’t see spending for the legal department often, but I am curious how many of these firms were used by the COT last year and how much was actually spent? I understand that we need them for different things, but I am just curious how much was spent?
- Internal Audit—Equal Business Opportunity
- Internal Audit- Housing Mortgage Services—
- HOME program with Tampa 47th St Apartments for a loan of $75k that would be amended because they are only building 174 units not 175. So does that mean we’re loaning them $75k and they’re building one less unit?
- Social Arts and Action -- $200k to Feeding Tampa Bay.
- Movement within the Channelside & Downtown CRA for Unit Creation and Conversion.
- Release of Easement for ROME YARD…. Does this mean they might actually DO something on the project? It has been MORE THAN 3 (5/5/22)years since they signed the land Disposition agreement. If I recall Correctly since it has been MORE THAN 3 years, we can withdraw the contract…please ask Mr. Mutterback…It’s been a couple of months since he spoke with the budget committee about RFQ/RFP. We’ve seen other affordable projects blossom while this one has withered on the vine! FUNLAND was Rezoned 7/13/23 and they are well underway…WTH is Related waiting for?
- More of the same as 41…let’s give them ALL the land… to do NOTHING for our city.
- Private Dock agreement with 338 W Rio Vista Court with the COT.
- See #41
- Development Timing and Phasing Plan…still not moving forward from the one presented last year? Why not? There is only some weird refrigeration stuff in Accela about refrigeration. WEIRD…but you can’t read the original Phasing and timing tables. Why are they not working on this development?? WE NEED this development NOW, not 3 more years down the road!
- Restated ground lease for Related, what…they’re just now getting around to getting financing for this project. I hope they are planning to pay for ALL the increased cost from them dragging their feet/slow rolling or whatever the Mayor wants to call it. Like I said, FUNLAND is close to complete…Rome Yard is dirt.
- An agreement with FWC and the COT for FWC to do work at Lowry Park Zoo for a manatee rescue center.
- See #47
- An agreement with Ybor II CRA and Gasworks for 1.12 acre park to be developed by Gasworx and maintained by the COT after. Why is this not called a CBA?
- Replat for 3 townhomes on Lemon St at Willow. Jeanne Davis Townhomes.
- Purchase by the East Tampa CRA of 1904 E Osbourne Ave for $600k. But check out how much Related will pay the COT for double the size...
- ROW encroachment at 1601 E. 7th Ave
- Purchase for Logistics- Isuzu fuel tank truck for $226k.
- See #53

- Reimbursement Resolution— now is up to $235million. SINCE 2022 we’re nearly TRIPLED our debt???? SMH…
- $5.1 million for Sulphur Springs Pump station rehabilitation.
- Approving grant for $3million to improve the intersection of Manhattan and Interbay from the Feds. I wondered why they had utility flags out with the CoT on them. I’d like to note that when they built Fire Station 19, I asked the contractor WHY did they not install a sidewalk…I was told they were putting in the TRAIL that connects with the trail on Manhattan. I walk on the south side of Interbay at least once per week. It is seriously taking my life in my hands!!! They need to finish the TRAIL!
- See #75
- Mid-year Financial review- Nothing in ON Base, I’d love it if I had a copy for the meeting.
- Public Safety Master Plan presentation by TPD and TFR
- Report on what we can do to get Station 24 for TFR faster than 2027. (Is Related Group building it? Ba ha ha ha)
- Exploring expanding the Summer Youth Program up to 72 members to include Sulphur Springs in the program since they don’t have a POOL!
- Renaming Multisports field after Roland Paz Sr.
- Staff to report on keeping Cemeteries clean and well kept. See report from Mr. Mulkey.
- Staff to provide appraisals on property bought or sold by the COT to establish fair market value. The statement ordered is POOP, it doesn’t make any sense. The PERFECT example of why it is POOP…. Is page 22 of the original contract with Related Group for Rome Yard. Related is paying $2500 for each townhome lot with the estimated total for 40 townhomes to be---wait for it….. $100k. Now, someone would have to tell us how big the townhome lots are but most of the townhomes my calculations that is about $43k per acre of land…give or take. BUT whatever it is worth… 5200 Manhattan they are putting in less than their density allows and had 54 units on 2.961 acres. So, even if they are paying $100k an ACRE then the Citizens are getting ROBBED. ESPECIALLY #51--when the East Tampa CRA just paid $600k for .8acres. Page 2 of the Related group agreement says those townhomes will be families earning NO MORE than 199% of AMI. The current AMI chart only goes to 140% of AMI…so someone would have to tell TCC what that amount is for one person? It must be WELL over $100k per year because 140 is 93k.
- Written Report on Station 24 from Chief Tripp.
- Written memo on parking RV in the City of Tampa.
- Policy on installation of monument or memorial being placed on City owned property. The memo says staff is still working on it.
- Staff to provide a report on a potential cut through from Morris Bridge Road for TFR to provide for K-Bar Ranch
