- Approval of Aaron Murphy as member of the VRB. While, I hear that Mr. Murphy is a great alternative member of the VRB, I am curious what the requirements are for Neighborhood-Civic Representative?
- Resolution confirming Megan Cochran as an alternative member of the VRB.
- Interlocal agreement with HCPS for $310k for training of TFR staff. This is a biannual agreement.
- Purchase 38’ Defiant Fire Rescue vessel w/ boat trailer for $1.3million
- Purchase 100 additional subscriptions for $555.13 for Powerpolicy software for TPD.
- Additional amendment to contract with Adventhealth for physcials for TFR for $15k addition to the 2019 was $200k, $313k in 2024, it is unclear if these are additional funds spent each year? The documents are out of order?
- Agreement for Advanced life support (ALS services) with InPhynet Contracting for Medical director for 3 years for TFR.
- A grant for Firefighter decontamination equipment for TFR for $12k from FL Department of financial services.

- Pete & Ron’s Tree service, Mid-Florida Tree service, and Advanced Arborist contract for $1.5million for parks and rec trees. Gee, we had trees on last week’s agenda…where are all these trees going? There is never a list that says…. 12 Live Oaks Julian B Lane Park, 110 Madnolias at McFarlane Park…where do all these trees go? SEE the research I did for the 4/17/25 agenda on the TREES we're buying....
Nelson’s Tree Farm and Nursery—I recalled seeing there name recently. I looked back on my rolling agenda and found these. I don’t recall EVER seeing where any of these trees are actually planted? Are they part of the tree give aways? We are spending a lot of funds and there are a LOT of increases? I may have missed some but it’s an interesting history. I am ALL about planting more trees—but where are these trees being planted??
Well, by golly, they were on:
a. 4/3/25 agenda for $287k with 2.7% CPI increase.
b. 9/19/24 Winning bid for trees because top bidder wasn’t certified. The lowest bid was 20% lower than their bid.
c. 6/20/24 $415k with 3.2% CPI increase d. 2/15/24- 5% CPI increase that is backdated to August 2023? e. 4/6/23 – 6.5% CPI increase for NORTH parks to $337k. - Demolition for 908 Bougianvillea Ave by the COT because of code enforcement issues.
- Property maintenance done by the COT for the following code enforcement properties. (1) 2903 N 34th St, (2) 4607 W Ballast Point Blvd, (3) 605 S Newport Ave, (4) 3608 E Mohawk Ave, (5) 8210 N Elmer St, (6) 1102 E Annie St, and (7) 8208 N Elmer St;
- Agreement with FED Ex business services at the Convention Center.
- Special Event Permit- BBQ Love Fest
- Special Event Permit- Be out Tampa Bay
- Purchase of 1- F550 Crew Cab with Crane Body vehicle for the Water department $239k.
- Conveyance of the property at 4210 E Hanna to the COT for Wastewater purposes.
- Change order 2 for Roadway Restoration- Water Department- for $914k that brings the contract UP to $2.7 million.
- Forcemain relocation for 30th St (USF) for $2.4 million for the wastewater department
- Movement of the Wastewater funds from the Capital Construction fund for #28
- UniFirst Uniform Rental service for the Solid Waste, Logistics, Fleet maintenace and Asset Management for the COT for $388k.
- Sure Temp Insulation services for Solid Waste at McKay Bay WTE Plant, for $226k for materials and services.
- KCI Technologies contract for locating utility services for $700k for the water department
- FME Software License Maintenance Agreement for T&I $3820, why does this come before council?
- Internal Audit for TPD Law Enforcement Trust Fund
- Sale of Folio 191372- to Pawan Rattan for $110k, which makes sense because this sliver of land squares out his lot. It would be NICE if someone had put the maps of the two properties in ON BASE instead of me having to look it up on the tax appraisers website! Just sayin…
- Easement for gas line at 2700 Maritime Blvd for People gas to install gas lines.
- Submerged Land Lease with COT and the Marina Club of Tampa HOA. 2424 Tampa Bay Blvd for dock structures and facilities.
- Drainage easement for COT and Magnolia Property Partners LLC.
- Hold Harmless agreement for permit from EPC for construction of dock facilities at 820 Bayside Drive.
- Stormwater Easement for 5301 W Tyson Ave this is the porkchop shaped property that used to abut chemical formulators lot. It goes down the line of the porkchop leg.
- Replat for Palm Park South Townhomes—Macdill Ave across the street from Hartnett-- This is the development that CAB had to step in to save the trees because part of the property is in the flightline for Macdill.
- Fourth Amendment to Grant for Unsheltered housing Agreement with Catholic Charities for additional $630k from CDBGfunds and not to exceed total of $2.2 million through Sept 2026

- Purchase of Liquid Ferric Sulfate for $12.9 million for 24 months for the Water Department—I hope it’s produced in the US, because if not that price might be going UP!
- NAPA auto parks furnishing parts store/staff for Logistic & Asset management for $40million for four years. Do we REALLY use $10 million in auto parts each year?
- Update on Federal Grant going to Hillsborough County…for what? Who knows? I suspect it will be continued or dismissed?
- The Administration to appear to explain what funds they intend to spend on Sulphur Springs next budget cycle. (I am GLAD SS is starting to get some airtime at Council!)
- So, it took from Sept 2024 until now to get this report presented to council? I’ve had the report since September 2023! Then, the last time I brought it up, Morris Massey said that the report is OUT OF DATE because it is more than a year old, so we, the citizens of Tampa get to pay another $100k for a second report! SMH, ridiculous! It shouldn’t take 2 years to get this type of information in front of TCC!
- Wow! Just WOW! The Stormwater department shows 104 or 105 people in last year’s budget? When I asked about why we had so many folks on that payroll…then the last time V Bhide appeared before council he said there were 62 folks in Stormwater department… now there are 92 but we’re moving over 11 to transportation where they BELONG! What about the 4 days that Stormwater spends setting up and breaking down for parades and Gasparilla runs? Are those being paid by Stormwater as well? It seems that no one either has the answer or wants to answer that question? I mean, staff stood up there and told TCC about this use of our Stormwater department. I heard that there are other parts of town where stormwater is working on clearing ditches and other pro-active work, but I am not seeing much of it in the areas most impacted by the two storms last fall. No one is coming to answer the questions that this memo bring up?? SMH.
- Stormwater to discuss NOT using local roads and New Suburb Beautiful for the S Howard Project--- how about not using South Howard either? Just sayin…
- Land Development Code update from Abbye Feely, I am curious how much of this is being compared to the Comp Plan update in the current form? It’s a lot of work, probably a job that one person could spend full time doing.
- Presentation of the Tree Canopy Study—Postponed until August 28th. When is Evan Johnson going to be hired as the planning department director?
- Staff to present on the improvements to Stormwater in North Tampa--- nothing is attached.
- Tampa Fire Rescue has distributed 232 sets of bunker gear.
- Report back on the disappearance of the benches at the Marrion St Station for HART from Chief of Staff.
