  1. Budget presentation by the Mayor. I hope this one is more transparent than the last one? 4th time in front of council…the city will be watching!
  2. Police officer of the month
  3. Applicants for the Community Benefits agreement for downtown. I see two active neighborhood leaders on the list. Stephanie Harrison Bailey and Alecia Savas. I only know one other applicant, Joe Robinson Jr.
  4. Resolution to confirm Joe Greco to the Citizens Budget Advisory Board (excellent choice, I’d like to see more funding for TFR and Joe can help with that!!)
  5. The Mayor’s appointment of Edward Busansky to the Affordable Housing Committee
  6. TPD purchase of 6 Nissan Armada’s at $53k each for total of $319k
  7. TFR purchase of two 2025 Freightliner M2 Rescue Vehicles $411k each for total of $822k

  10. Advent Health Contract additional services from $180k to $405k. It looks like this is an extension of the existing contract with an increase of $45k for the additional year that is a 25% increase…wow!
  11. $148k for updating the fire printer network for TFR for Station Alert Systems
  12. Subgrant agreement between the COT and Division of Emergency Management– extending the deadline with no financial modification. I’d like to see this when it is done…it seems it would go well with the Public Safety Master Plan.
  13. TPD gets to use a 2020 Jeep furnished by the National Insurance Crime Bureau. This item is poorly written as it doesn’t identify in the item or the 1 pager if TPD is loaning the vehicle or the NICB is loaning it. As I recall the last time I saw one of these sort of contracts I had to look at 2 or 3 documents to figure out who was loaning who the ride? It shouldn’t be that hard. Just sayin…
  14. Tampa Bay Region Post Disaster Redevelopment Planning Consultant report. I can’t WAIT to see the results of this study. Maybe some of the issues that CAB and I have been asking about for the last 5 years will be ANSWERED…since they will need the information we’ve requested in order to do mitigation and to do proper planning. (I can’t wait to see this work!)

COT received a Energy Efficiency and Conservation Block grant for $413k for replacing the HVAC in a City owned Community Center– Which is NOT named in the 1 pager, I scanned the first 26 pages of documents, or the item on the agenda. Which community center will this receiving this much needed gift?

  22. $35k from the Department of Agriculture to remove feral swine from the City of Tampa??? Where are those jokers hiding?? On the USF campus? That’s the only BIG lot of land left? I am guessing the parks because Mr. Mulkey is named…but I am just curious. I’d love to see $35k for the feral kitty population!

  35. $182k for grounds maintenance for McKay Bay WTE. for 3 years for TCC Enterprises top bidder of 6 bids. The bid process saved the citizens of $5k per year over three years. A savings of 8%
  36. $727k for Facility Boiler Grate Parts at Mckay Bay WTE plant from Hitachi Zosen Inova.
  37. 5.28% CPI for All Urban Consumers for processing and Marketing of recyclable materials for $2.6 million
  38. Routeware for the Solid Waste Department- $683k per year for 5 years.
  39. Change order 2 for Water Main improvements– adding $49k to Westra Construction contract. The original contract was $5.6 million
  40. 11th Amendment for Software License for Utility Management System for $513k for use by the Water, wastewater and solid waste departments. It seems like a lot fo software. It’s not clear how long this is for? But it looks like the original contract was $335k?
  41. Brandsafway Solutions- scaffold services for $1.7 million over three years for Solid Waste
  42. Change Order 1– for Citywide Sidewalk Maintenance- Adding $386k to the contract with Gilliam Construction- I am seeing posts about sidewalk grinding being done throughout the COT. This order is Doubling the original CONTRACT.
  43. Change Order 2 with Moreno Industrial Services for Sidewalk maintenance- $299k – this is the second addition of the same amount as the original contract.
  44. Change order 2 adding another $2.7 million to this contract with Miller Pipeline LLC for Wastewater gravity Sewer Rehab for cured in place pipe (CIPP) which adds an additional year of services at the same price as the change order 1.
  45. 2nd amendment to grant agreement between COT and FL department of Environmental Protection– COT Vulnerability Assessment- identify focus areas and develop mitigation strategies. The project provides data on how to protect the COT critical assets and how to prioritize infrastructure projects. (I’d like to see this work too!!)
  46. Movement of $2.7 million for the CIPP project within the budget for FY2024– I am guessing this is attached to item #44
  47. Change order 1 for Moreno Industrial for a different sidewalk maintenance contract…increase of $301k
  48. Interlocal agreement between COT and Hillsborough County for transfer of wastewater flow.

  52. $972k to convert the documents in SIRE into Onbase– PLEASE for the love of GOD…make them searchable documents— where someone can put in key words and it will search ALL AGENDAS…to help folks who want to find something that happened at a meeting months even years ago. It should be that way now…OnBase doesn’t do it. Sire doesn’t do it…if they do, it’s not done well!!
  53. Amendment to the agreement between COT and FL Emergency management for costs associated with Hurricane Idalia.
  54. Star Insurance company paying the COT $137k, I am not sure if it is related to #55?
  55. Settlement compromise between COT and Samantha Redmond. $150k

The CRA budget changes as follows: to provide additional funding for two Drew Park projects in the amount of $230,000 for the Mobility-Connectivity Safety Improvement Project and $1.1 million for Lois and Grady Landscape, Streetscape and Safety Improvement Project. The Board approved additional funding of $2,106,000 for West Tampa Rey Park; and to realign funds from operating to capital in the amount of $140,000 for Tampa Heights Riverfront, $300,000 for Ybor I and $368,491 for Ybor II's respective Gateway and Wayfinding Projects. The board also approved reprogramming $50,000 of COVID-19 Assistance to Business funds for Tampa Heights Riverfront back to Neighborhood Infrastructure for future use.
