Weekly Agenda Review

April 4, 2024

4/4/24

  1. Police officer of the month
  2. Fire Fighter of the Quarter
  3. ATU employee of the month
  4. Disability Internship Program presentation.
  5. Utilization of Grant funds for Community Based Violence Intervention project, the funds were accepted in FY22.
  6. Maintenance/no warranty work from Bill Currie Ford--- this item leads me to LOTS of questions. 1. An 18.3% increase is ridiculous. I’d offer that the attached letter implies that we are currently getting a “deal” BUT, I also noticed that WE (COT no longer purchase our vehicles exclusively from Bill Currie) 2. Do you think the request for the nearly 20% might have something to do with COT no longer purchasing cars from them. WHY ARE WE NOT PURCHASING FROM THEM ANY LONGER? 3. With this sort of increase this should be REBID. Dealerships are the most expensive place to have work done on vehicles and NO, I don’t care if they have a new lobby or not!
  7. Purchase 8 Toyota Camry Hybrids for $29k each, for total of $236k, this is in addition to the 37 vehicles purchased for TPD March 7th agenda--- none of those were with Bill Currie, which used to be the go to for purchases from the City?? Just sayin…
  8. Accepting 22 Ballistic shield with LED lights from RISE Tampa Our Police Foundation.
  9. $702k for grounds maintenance South of Kennedy- the bid process saved the Citizens of Tampa 30%
  10. City of Tampa receiving a grant for $1million from the National Arbor Day Foundation. I’d sure like to see a couple of these trees planted at the Gandy Civic Center! Just sayin…
  11. See item #10
  12. Donation accepted for $100k by MUSCO Lighting for lighting system upgrade at Cyrus Green Park and Pool
  13. Special Event- Tampa Bay Empanada Festival
  14. Special Event- TPD Memorial Ceremony
  15. Sure Temp Insulation LLC contract without price escalation for Lagging/insulation services for $226k by Solid waste
  16. Contract with Polydyne Inc for Sludge Conditioning Polymer for $540k rebid, the BID process shows it was bid at $285k, I am guessing the COT upped the amount of product ordered and still paying $1.29 per unit?
  17. Contract with Carbon Activated corp without price escalation for $1million for Grandular Activated Carbon and Sand Filter Media
  18. This renewal with price escalation is still at $1 million but the billable rate is now 1.184more so that is an 18% increase, but on the Bill Currie Contract there was a cap that was LOWER in the cover page for that contract? What is the difference? Why do they get 18% increase and BC is locked in at 16.5? I would think that would apply here as well?
  19. It looks like this contract hasn’t been re-bid since 2020? Again with the $1million contract without definition of what we get for our $$? Gibraltar Construction for use by various departments?
  20. Johnson-Laux Construction renewal of contract for $1million, with 18.4% increase…
  21. Austin Construction Group 18.4% increase on million dollar contract various departments
  22. Johnson-Laux Construction 18.4% increase for Job Corder Contracting Services for Civil site work for $1million
  23. PCL Construction without escalation for Job Order Contracting for Civil Site work for $1million.
  24. Change order 1 for $1.73 million-= AJ General Construction—How much MORE sidewalk are we getting for our money? Where is this SIDEWALK GOING TO BE INSTALLED?? Which CIP projects are included in this contract? What schools are they making safer?? CITYWIDE doesn’t get it…because if they are putting sidewalks NOWHERE near schools without any rhyme or reason to them, then how do we know? I don’t want to see another project like the one on a VACANT lot on Prescott at Westshore that was planned BEFORE a brand new sidewalk was built on the south side of that road. SMH… 18-24---ARE ANY OF THESE MINORITY CONTRACTORS OR USING MINORITY CONTRACTORS?
  25. Accepting Federal funded Subaward and Grant agreement for Hurricane Idalia from FLDoEmergency Management. The COT spent $3.2million, it looks like FEMA contribution- $2.4million, State of Florida $400k and the City will be responsible for $400k.
  26. Contract with SweTech Holdings for Hand tools, $161k for 24 month term. This bid process saved the citizens of Tampa 40%.
  27. The Appointment of Elena Ketchum to the Architectural Review Commission.
  28. The appointment of Melanie Williams to the HART board of directors for 3 years
  29. The receiving and filing for the Annual Comprehensive Financial report for the City of tampa FY23. (I’ll read later…)
  30. Hiring Brown Law and Consulting to deal with the compliance for the USA v. City of Tampa Case 8:23-CV-02934-kknaas—which is a lawsuit about parental leave discrimination. Up to $25k.
  31. It looks like Chief Bercaw MUST retire in September, but the City would like to keep him on as Chief for three additional years as the Chief and it would not be as a City employee but as a Contractor. (I heard something about this was coming because of the requirements for retirement, but don’t recall the details.) FY2024 budget line for Chief of Police is $212k this contracts bumps his pay to $241k annually with no further increase in that 3 years. So a $30k increase this year. But Council couldn’t vote for their own increase of $7k per year… Just sayin… SMH I am not saying that Chief isn’t worth it…I am just saying that TCC IS worth it.
  32. Grant of Wastewater Easement at 4505 N Rome Ave for waterwater facility placement
  33. Approval of private dock agreement for 4305 N Riverview Ave
  34. Securing two vacant structures by COT at 4106 W Montgomery Terrace and 8204 N Klondyke St
  35. Lawn and debris removal by the COT at (1) 2718 N 21st St, (2) 918 E 19th Ave, (3) 3003 N 48th St, (4) 2316 W North B St, and (5) 609 N Bradford Ave;
  36. Public Hearing for changes to the 23/24 Annual Action Plan for Housing and Community Development
  37. Review Hearing for VRB23-66 for 701 W Hillsborough Ave
  38. Review Hearing for ARC 23-334 at 2813 N Central Ave
  39. Review Hearing for SU1-23-13 for 1411 E 24th Ave – NOTE this is military family--- I’ve already requested that the Planning Commission make considerations for military families JUST LIKE the FL Department of Revenue does for AD families.
  40. Administrative update
  41. $4million worth of new equipment for Solid Waste…Man, oh, Man do they get all kinds of new equipment…I guess they were so broke they had to keep that additional $5 million from FY23 HOUSING because this equipment couldn’t be paid for without it?? Just sayin…
  42. St Pete’s On Call Program to report about the Mental Health Unit. No documentation on this item?
  43. Nicole Travis and Dennis Regero are to discuss how to get payments to landlords in a more timely manner. No updated document since January. Did they just get it straight and we need to move on??
  44. Report on restaurants that are primarily servicing to go food? I guess there isn’t anything new coming? TCC just approved one of these types of restaurants in the last couple of weeks.
  45. Report on Safety and pedestrian improvements at 22nd and Fowler
  46. Well, there are no documents for the Racial Reconciliation Committee (AKA Resolution 598 motion) I hope it comes forward because it was supposed to be in ON BASE on Friday.
  47. A draft ordinance for a fee payable to the City of Tampa for monitoring compliance with affordable housing requirements. YES! Please quit doing things for FREE!
  48. Martin Shelby to present a resolution for the requirement that things that do not have supporting data will automatically be continued.
  49. City council attorney to report on amendments to the rules for TCC for public comment, order of business, presentations, comments and other suggestions by council members. Poor Mr. Shelby, it will be like hearding cats. I hope you all can tighten this up before discussing it publically.
