2/1/24 NOTE: The important items IMHO are— 10, 11 & 39 (all connected and the numbers are confusing) 12- the pre-approval of contracts up to 100k but there isn't anything that says they can't have multiple project with the same vendor?
13- where are they going to infuse these funds into the general fund budget? 25—please NOTE that is Related Group- leadership by a different name- Rome Yard, which hasn’t broken ground yet? 27- why is this project being funded through the Gas Tax and not the Impact fees paid by development? 40- BONDING explanation from City Staff, now much we CAN bond, how much we HAVE bonded!

  4. Resolution between Hillsborough county and COT for provision of cooperation with staff, facilities and equipment during a state of the emergency.

  5. It seems that there is a separate HR program for staffing for TPD and TFR, that used to be run through Cobb County Contract with one company- workforce timekeeper/Telestaff but they are migrating to Workforce Telestaff Cloud SaaS the original RFP is not included in ON BASE item. $135k for this program for two years.

  6. Resolution of agreement between TPD and Hillsborough County Sheriff Department for cooperation at the Fairgrounds.

  7. Resolution of agreement between HCC and COT for veterinary students for TPD mounted patrol units etc.

  8. Renewal of award for COT and Greenturf Services with 3.7% increase for grounds maintenance at I-4 and Downtown Interchange. $327k

  10. CRA project in Channelside, increase of $387k, the original contract was $1.35 million—this is confusing! – then there is a document with $7.5 million from 2021, 1.6 million in 2022… who knows how much money was spent…it is a clear as MUD SEE 39 for another $6.5 million???

  11. See item #10--- add another $88k to the same project? Why can’t the cover sheet have ALL the cost on one page, I know there is a spreadsheet that has that information all in one place.

  12. Contracts with 14 companies for work order agreements up to $200k done from RFQ applications (NOT IN ON BASE) I assume that all these vendors may/may not all be utilized, (similar to the 26 lawfirms presented by the legal department that may be used on an as needed basis) BUT, my question, Does that mean we can have 7- $99k contracts with only ONE of those companies?

The sale of the Brownfield tax credits belonging to the COT for .935 on the dollar for the certificates owned, the agent fees will be $27k, and the city will receive $981k for these credits, $910k of it will go into the general fund…WHERE?? Where will it be allocated to? Were these funds part of the FY24 budget? $50k into the core CRA fund, another $50k into the Channelside CRA.

  15. Stormwater Easement from JDP Tampa LLC to the city at the corner of N Sterling and W Cherry St. It doesn’t look like there is any $$ changing hands?

  16. COT amended lease with FWC and Zoo Tampa to receive a grant of up to $1.5million for a manatee rescue center located at 1101 W sligh Ave Tampa.

  17. Hold harmless agreement with CoT and Engineered Tower solutions PLLC to access telecommunications tower on City property located at 2921 Dr. MLK Blvd for mapping existing telecommunications equipment on the tower.

  18. Leasing of 2302 W Cherry St to All Bay contractors Air Conditioning and Heating for parking for $4000 annually.

  19. $110k sale of a lot located at 204 E Amelia from the COT to Pawan K Rattan. It says the property is currently working on a land use change. It also says the funds would go to the MOBILITY department…why is it not going to HOUSING?? This is the overflow parking for the GRAND CATHEDRAL…. Just sayin…

  20. Utilities Easement from M/I homes to the COT in Tract B-2 of K-Bar Ranch. It shows no cost for this easement.

  21. Wastewater Grant Easement from K-Bar Ranch II, located at 10611 K-Bar Ranch Parkway- no funds for this easement.

  22. Process a Petroleum clean up at 701 Channelside Dr by the State of Florida, interesting because the brownfields mentioned early resulted in tax credits not being paid for directly by the state. This is the agreement that allows the state to access the property for the petroleum Restoration program.

  23. Same as item #22, but located at 5207 W Laurel St Tampa FL.

  24. HUD housing for people with AIDS funds moved into tenant based rental assistance, supportive services, and other items. $275k of $2.2 million for these services.

  25. Correction of the ROME YARD project land legal description It says the RFP was in 2022 but I thought it was before that…of course, it’s been nearly 2 years and they aren’t getting their ducks in a row to get started on this project. WE NEED THE AFFORDABLE HOUSING NOW not when Related Group gets around to it! They’ve already waited long enough for interest rates to increase which means that the project will cost more. I guess that’s why they went to the West Tampa CRA asking for another $4+ million dollars?? I hope the City considers this the next time the RG comes around asking for projects!

  26. Renewal award to American Sidewalk Management for sidewalk grinding with a CPI increase of 3.7% for $570k for the mobility department.

  27. Moving $425k from Local Option Gas Tax fund and private donations for new signal at Commerce Palms and Compton Dr. WHERE ARE THE IMPACT FEES for this area? The corner is VACANT lots on all four corners—YET…they are only showing $26k in impact fees for last year and projected for $4k for FY24…PLEASE EXPLAIN. BTW- I’ll point out that the developers on Tyson have been trying for more than 2 years now to get a light on Westshore at Tyson??!! We’ve put $600k in the impact fees? I mean, I could be wrong because I have asked several time to know how much the impact fees are for SOG and how much of it has been paid thus far??

  28. COT interlocal agreement with Hillsborough TPO for technical and planning services assistance for traffic counts project—Where will these counts be done? What is the focus for this project?

  29. Schedule hearing for ARC 23-334-C for 2813 N Central Ave for April 4th at 10am

  30. WHY ARE THEY PUTTING IN A DEVELOPMENT AGREEMENT Prior to approval?? Please note, IMHO the plan has not changed significantly, it looks like the same 10lbs of sugar in a 5lb bag. If it hasn’t changed significantly, then why is it back in front of TCC less than a year later? I don’t think it should be…NOT AT ALL. Also, this development agreement hasn’t been cleared with the neighborhood who is currently working hard to restore Fred Ball Park from being trashed by the developer on the abutting property to the North.

  38. Contract with Kimmins Contracting for $6.5 million for construction in the Channel District—SEE 10 & 11 & 39

  39. BONDING CAPACITY DISCUSSION--- How much CAN we Bond…how much HAVE we bonded?? The presentation is in ON BASE this week! Wooo Hooo!! I’ll be reading it for bedtime this evening!

  40. TFR- response times in K-Bar Ranch- I thought they did some work on this and adding station 24 will help with this item?

  41. Real Estate department to report on properties 5 acres or more that might be used for the TFR maintenance/facilities supply department.

  42. TFR- reporting on response times and safety deficits in Channelside, New Tampa, and SOG.

  43. Reimbursement Resolution- Which means they MIGHT want to spend money on this but they’d have to come back to council. It is a PLAN without funding. For Fire Station 24, Fire Station 6, Fire Maintenance and Supply Facility, Fire Station 9, and Fire Station 10.

  44. Staff to report on possibly building a fire station beneath the Sparkman’s Warf garage.

  45. Staff to appear to discuss minimum of 3 bids for purchasing.

  46. Staff to appear to discuss the requirements of projects being approved IN ADDITION to approval of the CIP plan. (IMHO, CIP plans should be reviewed for continued relevance and need!)

  47. Chief Diversity officer provide report about their role involving racism in the community, specifically the issue with TFR earlier this year.

  48. Staff to discuss the increase in height limits within the Westshore District Overlay.

  49. Staff to report to add density on the Kennedy Corridor.

  50. AHAC Committee to provide previous meeting minutes to discuss needs with the AHAC.
