Weekly Agenda Review
October 18, 2022
10/18/22 This week TCC has a workshop-- You consider your position or your neighborhood’s position, the public hearing on October 18th. Yes, there is an opinion, you take it or leave it.
- Section 27-60 – Design Exceptions-- YES! Neighbors should be notified of Design Exceptions—exactly like every other land use change in the city. Sandy Sanchez questioned this lack of notification over and over again. Thanks to Eric Cotton for putting it on the agenda!
- Entertainment districts within the city of Tampa- this is a follow on to the noise ordinances
- Section 27-181.2 – perfect example of Central Business District—getting special treatment because the neighborhood wants it…so why not do that for the other Neighborhoods?
- Single Family attached standards—Section 27-282.9 and 27-282.10 This is what I’d like to call the Andre the Giant amendment-- It is allowing 35’ structures (from the finished floor, which is built up in many areas due to flood requirements) next to a single story home that is NOT built up. This is ridiculousness at it’s best. There are ways that this can be done without someone looking into your business next door!
- Section 27-156 and Section 27-211.8- Your position on single family and multifamily automatically being placed in office and commercial districts will probably differ depending on where you live! Some areas, this will be embraced, but others will be a big fat NO! NO for South of Gandy is my opinion, we’ve lost a great deal of our business properties to housing, yet we are a food desert, have no gas station or spaces left to support small businesses. We have been pillaged for these properties already. This should be amended to meet the needs of our neighborhoods, not a blanket decision.
- Section 27-283.12—this is putting the cart before the horse. We have to enough issues with folks complaining about the people who live on local streets speeding, without adding commercial vehicles to the mix.
- Section 27-132- ADUs expansion—yes, there are neighborhoods who want/need/desire these units BUT a. NOT 3’ from the property line b. NOT as Airbnb’s c. NOT as the foundation for party rooftop spaces d. NOT in the Coastal High Hazard Area These are currently legal through out the city for use as extended family residences already.
- Non-conforming structures for ADU- again, NOT for Airbnb
- Green building initiatives, fast tracking those who are environmentally friendly.
- Interlocal agreement between HCPS and the city to give more access to green space- I hope this is opening more HCPS property to the public…the idea that we put schools in cages in Tampa befuddles me!
- Improving city services for the deaf and hard of hearing. – absolutely all people should have the same access to city services.
- TPD reports on Shot Spotter program.
- Staff to appear and discuss the policies and procedures associated with the trash incinerator. I hope they lay out a maintenance program for the new equipment. It would seem that a timeline for the major upkeeps would be needed. The City of Tampa took back over the old incineration plant that had been run by a contractor who did not follow the maintenance plan, now the city is paying for everything at once IMHO.
- Administration would be required to notify TCC on matters of civil rights or criminal investigations of the City of Tampa within 10 days. (Duh?)
- Community Benefit Agreement discussion--- no community input has been give on this one yet! Just sayin…
- DPR as “Construction Manager” of the Hanna St project, not sure where this is going, but with all things Hanna St, surprise, surprise, surprise!
- Hanna St update- let’s learn how 108 million dollars of our tax money was spent without a bid process is dealing with apprentices!
- Discussion on Ethics- Transparency and accountability--- GEE--- spending $300k of our tax dollars on the CM Gudes investigation and pay out settlement! Who ordered it? It didn’t go in front of the ethics commission? Why not? $25k investigating CM Dingfelder after he left office, who ordered it? I mean, the charter says that City Council has the purse strings of our tax dollars, but no one has yet to disclose who made these two investigations happen? $325k is over half of our sidewalk fund. $325k could fix 1300 potholes in the city. It could study the hotspots of littering all over the city 3xs. It could help 6 families buy their first home. I am NOT saying the funds shouldn’t have been spent…but who gave permission to spend them? (whether they should have been spent or not is another discussion!) NOTE- Where is the Tampa Heights amendment? I support that one!

- City Attorney to explain approving settlements and settlement payments authority. OHHH, I have a comment… please read and contact tampacitycouncil@tampagov.net and jane.castor@tampagov.net to comment on this item. a. This process should start with the ETHICS COMMISSION—please read the Ethic’s Commission Rules and Regulations. b. If the process outlined in the Rules and Regulations are followed, then the claims and lawsuits component should be well defined prior to the expectation that the city pay out to the a claimant would be decided by a committee that is expected to be closed session until the investigation is completed. At that point, then the Ethics Commission could make a UNBIASED decision about how to move forward and make recommendations to both the Mayor and TCC.
