BIG FISH for Evening--- Item #6 This item is for our BEACH PARK friends- Please support them with an email to TCC Tampacitycouncil@tampagov.net File No. TA/CPA 22-07 Public hearing on an ordinance amending the Imagine 2040: Tampa Comprehensive Plan, Future Land Use Element, to modify the use of Floor Area Ratio (FAR) for single-use residential development, located within the Regional Mixed Use-100 (RMU-100) category within the South Tampa and New Tampa Planning Districts. BIG FISH #4------- Item #6--- This contains a Privately Initiated Text Amendment for Tampa Heights- I have asked Brian James Seel for an update on how we can support their hard work on this item. I look forward to hearing from him today. File No. E2021-8 CH 27 Development & Growth Management staff and/or Legal Department be requested to appear to discuss Workshop times; Publicly Initiated Text Amendments; and Privately Initiated Amendments that were not bundled in with the items presented during the Workshop. - (Original motion initiated by Maniscalco-Citro on February 24, 2022.) BIG FISH #3----- #5-- Community Based Agreements--- Two community meetings were had about the subject. The first one was a disaster. Folks could NOT hear and the technology was a hot mess. The second was held in the same location and the same way with some improvement in technology. It is not clear what the city wants to do with these CBA agreements from the public forums that were held. NORMALLY- this is something THAN probably would have supported but the information really wasn't shared with the community in such a way that we can have an understanding to ask the membership to endorse or refuse? I PERSONALLY support CBA in concept, not just with city owned properties but with privately owned properties that are larger than 50 units. which is one of the things we are asking for with the Good Neighbor Notices that we'd like to see changed. Neighborhoods need to be able to give input on large changes to the community. Often times the neighbors make small suggestions that can make HUGE impacts on the success and acceptance of the project. File No. CM21-69784 Legal Department to review the City of St. Petersburg’s recently enacted Community Benefit Agreement Program, and study how its application, methods, and processes can be mirrored and applied within the City of Tampa; further, that said review includes community engagement from the development communities, including the neighborhood association regarding a possible community business ordinance that would help neighborhoods and developers foster relationships in the City of Tampa. - (Original motion initiated by Gudes-Citro on July 29, 2021) - (Continued from October 28, 2021.) - (Continued from January 27, 2022.) - (Continued from April 28, 2022.) BIG FISH Number 2-----Item #3 is the Mixed use language in the City of Tampa Code. I don't want to get into the weeds on this BUT, there will now be a definition of Mixed use. (Currently a closet in a 500,000 sq ft project could call it mixed use) The changes have been uploaded into SIRE. Long story short is that the minimum will be 5% or 1500 sq ft, whichever is larger. The BIG IDEA is that the city wants to see ground floor activation. It also allows the developer to buy density through mixed use. I know my friends in South of Gandy and I have been asking for a change to the code for a couple of years now. I'd love to see our neighborhoods support this. The more retail on ground floors we see, the more walkability we have in our city. But, THAN doesn't have a stance on the issue.
